The main objective of this paper is to analyse the relevance of cross-border transmission lines for competition and the achievement of a single energy market, with a particular focus on the electricity sector. Interconnectors are physical transmission lines that link the energy systems of different Member States. They are crucial for creating an integrated single energy market, enhancing competition, and ensuring security of supply.
Main barriers include a lack of sufficient physical interconnections, historical monopolies, vertically integrated companies, and a lack of coordination between national regulators.
Congestion management refers to mechanisms used to handle situations where the demand for transmission capacity exceeds the available physical capacity of the interconnectors.
The Third Package aims to further open up gas and electricity markets in the EU, focusing on the separation of production and supply from transmission networks (unbundling).
While they are necessary for market integration and competition, they do not always automatically increase energy efficiency. The interplay between market integration and efficiency is complex, as shown in cases like the Swedish interconnectors.
