Ziel dieser Forschung ist ein umfassendes Verständnis der Auswirkungen des Emergency Remote Teachings auf die Zielgruppe der höherqualifizierten Geflüchteten in der wissenschaftlichen Weiterbildung. Durch zielgruppenbezogene Optimierungen des Emergency Remote Teachings während der Covid-19-Pandemie sollen zukünftig die spezifischen Bedürfnisse der Teilnehmendengruppe vermehrt berücksichtigt werden. Dazu wurde die leitende Forschungsfrage Welche Herausforderungen und Problemlagen, aber auch Chancen des Emergency Remote Teachings erleben höherqualifizierte Geflüchtete in der wissenschaftlichen Weiterbildung und wie kann dieses auf Basis ihrer Erfahrungen und Bedürfnisse zielgruppenorientiert optimiert werden? gewählt. Diesbezüglich wurden leitfadengestützte teilnarrative Einzelinterviews mit vier geflüchteten Teilnehmenden der wissenschaftlichen Weiterbildung Kontaktstudium: Pädagogische Kompetenz in der Migrationsgesellschaft erhoben. Als Auswertungsmethode der Interviews diente die inhaltlich-strukturierende qualitative Inhaltsanalyse nach Kuckartz.
Die Forschungsergebnisse legen diverse Herausforderungen und Probleme, aber auch Chancen dar, aus denen zielgruppen- und bedürfnisorientierte Optimierungsoptionen des ERTs abgeleitet wurden, welche sich v.a. auf die Implementierung von unterstützenden Angeboten beziehen.

Covid-19, Coronavirus oder einfach Corona – unabhängig von der Bezeichnung ist seit März des Jahres 2020 wahrscheinlich kein Begriff häufiger in den nationalen und internationalen Medien gefallen und kein Thema öfter behandelt worden. Die Covid-19-Pandemie stellt seit ihrem Auftreten ein global dominierendes Diskursthema dar, sei es in den Medien als auch in der Politik, der Gesellschaft und teilweise auch in der Wissenschaft (vgl. Ehses et al., 2020, S. 84). Die Relevanz der Covid-19-Pandemie spiegelt sich gleichermaßen im individuellen als auch im gesellschaftlichen Leben wieder, da die in diesem Zusammenhang getroffenen politischen Entscheidungen, beschlossenen Regularien und Gesetze massiven Einfluss auf jedes Individuum und dessen Alltag nehmen (vgl. Beschluss der Bundeskanzlerin und der Regierungschefinnen und Regierungschefs der Länder vom 22. März 2020, 2020).
Nach dem Ausbruch des Covid-19-Virus im Dezember 2019 wurde die Ausbreitung der neuartigen Viruserkrankung am 11. März 2020 durch die World Health Organization als Pandemie klassifiziert (vgl. World Health Organization, 2020), womit für die meisten Länder weitreichende Konsequenzen verbunden waren. Denn mit der globalen Ausbreitung des Covid-19-Virus und der epidemischen Einstufung gingen einschneidende, z.T. politisch verankerte Veränderungen und Regularien, insbesondere einschränkender Art, einher (vgl. Bozkurt & Sharma, 2020, S. i). Ab dem 22. März 2020 traten in Deutschland immer wieder stetig aktualisierte und der jeweils aktuellen Situation angepasste Regularien in Kraft (vgl. Beschluss der Bundeskanzlerin und der Regierungschefinnen und Regierungschefs der Länder vom 22. März 2020, 2020), wie z.B. das Einhalten von Abstands- und Hygienemaßnahmen, das Tragen von Mund-Nasen-Bedeckungen bzw. medizinischen Masken sowie Kontaktbeschränkungen bis hin zu vollständigen Lockdowns. Im Rahmen der Kontaktbeschränkungen und Lockdowns zur Eindämmung bzw. Verlangsamung der Verbreitung des Covid-19-Virus wurden viele Institutionen und Einrichtungen vorübergehend geschlossen, an denen unter regulären Umständen viele Menschen zusammenträfen, darunter u.a. Restaurants und Freizeiteinrichtungen, aber auch Bildungsinstitutionen, wie Schulen, Universitäten und Erwachsenenbildungseinrichtungen (vgl. Das sind die geltenden Regeln und Einschränkungen, 2021). Bei intensiverer Betrachtung fällt auf, dass der Bereich der Erwachsenen- und Weiterbildung gegenüber anderen Bildungsinstitutionen, wie der Schule und der Universität, im politischen Diskurs stets zweitrangig thematisiert und vernachlässigt wurde. Dies hatte zur Folge, dass Regelungen für diesen Bildungszweig z.B. erst nachlaufend entwickelt wurden (vgl. Dust, 2020, S. 103f.) und Öffnungen auch mit Hygienekonzept erst später als in anderen Bildungsbereichen wieder zugelassen wurden (vgl. Schmidt-Hertha, 2021, S. 23). Unabhängig davon wurden alle Bildungsinstitutionen durch die genannten Regularien, die ihnen viel Flexibilität abverlangten, immer wieder vor große Herausforderungen gestellt (vgl. Brandt, 2020, S. 92). Sie mussten ihre vorbereitete, didaktisch geplante und ausgearbeitete Präsenzlehre innerhalb kürzester Zeit in digitale Modelle umschreiben, ohne diese zuvor ausreichend planen, konzipieren sowie erproben, evaluieren und ggf. an ihre Zielgruppe anpassen zu können. Die daraus resultierte Online-Lehre trägt die spezifische Bezeichnung Emergency Remote Teaching1 , um darauf aufmerksam zu machen, dass es sich dabei um eine zeitlich begrenzte Notfallmaßnahme handelt, die das Ziel der Kontinuität von Bildung und Lernen verfolgt (vgl. Schmidt-Hertha, 2021, S. 24). Kerres (2020) fasst die Situation für Lehrende in Bildungsinstitutionen folgendermaßen zusammen:
Out of a sudden, teachers are looking for digital tools to deliver learning materials to their students […]2. No managerial strategies, no teacher training, no debates on technological design or politics, no arguments about the pros and cons - we just do it. (ebd., S. 690)
Neben der Herausforderung der schnellen Umstellung auf digitale Lehr- und Lernformate, gibt es in Deutschland Schwierigkeiten in Bezug auf die praktische Umsetzung aufgrund des Datenschutzgesetzes bzw. der Datensparsamkeit, die es Bildungsinstitutionen zusätzlich erschwert, schnell zu digitalen Formaten zu wechseln, da spezifische Voraussetzungen erfüllt und Regeln beachtet werden müssen. Beispielsweise müssen Lernplattformen und digitale Tools ihre Daten auf Servern in Deutschland oder der Europäischen Union speichern, um genutzt werden zu dürfen. Deswegen liegt national ein Fokus auf der Entwicklung von Softwarelösungen, die mit dem Datenschutzgesetz kompatibel sind. Dem hinzuzufügen ist, dass die digitale Ausstattung und deren Nutzung innerhalb des Bildungssystems, trotz der anvisierten Digitalisierung der Bildung in der Europäischen Union3 (vgl. Europäische Kommission, 2018), grundsätzlich defizitär ist (vgl. ebd., S. 690f.) und dies. Daran schließen sich weitere Herausforderungen an, die sich auf die Ungleichheit von Zugängen zu Online-Lernformaten beziehen, z.B. der Zugang zu Internet oder Endgeräten (vgl. Kerres, 2020, S. 692), wodurch eine Kluft zwischen den Bevölkerungsschichten verschiedener Länder, aber auch innerhalb von Nationen sichtbar geworden ist (vgl. Ferri et al., 2020, S. 76).
Neben den genannten Problemstellungen, die durch die Covid-19-Pandemie sowie die auf dieser Basis getroffenen politischen Entscheidungen für das deutsche Bildungssystem und ihre Teilnehmenden hervorgerufen bzw. identifiziert wurden, kann die globale Ausbreitung des Virus auch als Chance begriffen werden, um diese Art der Online-Lehre eingehend zu erforschen und daraus Schlüsse für zukünftiges ERT zu ziehen (vgl. ebd.). Denn trotz der vorherigen Notwendigkeit solcher kurzfristigen Umstellungen von Präsenz- auf Online-Lehre4 in Krisensituationen wurde diesem Themenkomplex zuvor wenig Aufmerksamkeit in der wissenschaftlichen (Bildungs-)Forschung gewidmet. Es kam eher zu singulären Betrachtungen einzelner Ereignisse (vgl. Ayebi-Arthur, 2017, S. 261). Erst durch die Covid-19-Pandemie hat eine umfassende wissenschaftliche Betrachtung eingesetzt, wodurch dieser spezifischen Lehre z.B. auch der Terminus Emergency Remote Teaching gegeben wurde (vgl. Hodges et al., 2020). Die wissenschaftliche Erforschung des ERTs, insbesondere mit dem Ziel der Optimierung und Darlegen von Lessons Learned, ist von besonderer Relevanz, denn eine erneute Covid-19-Welle, die kurzfristig einen weiteren Lockdown notwendig machen könnte, ist nicht auszuschließen. Darüber hinaus sind mittel- und langfristige Schließungen von Bildungseinrichtungen aufgrund von anderen Krisensituationen, wie z.B. Naturkatastrophen oder Kriegen, möglich (vgl. Bozkurt & Sharma, 2020, S. iv). Der in der Vergangenheit immer wieder regional und national aufgetretene Bedarf der schnellen Umstellung von Präsenzunterricht auf digitale Lehr- und Lernformate verdeutlicht die Relevanz der intensiveren wissenschaftlichen Auseinandersetzung mit dieser Thematik und die aktuelle globale Betroffenheit verdeutlicht deren Dringlichkeit. Zukünftige kurzfristig erfolgende Einschränkungen und Schließungen der Bildungsinstitutionen sollen dadurch adäquater bewältigt und die Online-Lehre soll in Krisensituationen für die Lernenden qualitativ hochwertiger ermöglicht werden (vgl. Ferri et al., 2020, S. 76f.). ERT soll bestenfalls also nicht mehr nur als reine Notfallmaßnahme fungieren, sondern eine tatsächliche Alternative zur Präsenzlehre darstellen. Da die Qualität digitaler Lehre maßgeblich von ihrer spezifischen Ausrichtung auf die jeweiligen Teilnehmenden sowie der Berücksichtigung ihrer Bedürfnisse, Voraussetzungen, Möglichkeitsräume und ihrer sozio-kulturellen Rahmenbedingungen, abhängt (vgl. Kerres, 2013, S. 216), scheint eine kontext- und zielgruppenspezifische Erforschung und Betrachtung des coronabedingten ERTs in den verschiedenen Bildungsbereichen sinnvoll und gewinnbringend. Auf Basis von subjektiven Erfahrungen der Teilnehmenden können bspw. mittels qualitativ-empirischer Forschungsvorhaben (zielgruppenspezifische) Bedürfnisse herausgearbeitet und daraus Optimierungsmöglichkeiten abgeleitet werden. Im Rahmen bisheriger Forschungen wurden bereits verschiedene Zielgruppen, wie Studierende (z.B. Cheong et al., 2021a) und spezifischer auch Studierende mit Behinderung, die in Bezug auf ihre Bedürfnisse und ihre Möglichkeitsräume von regulären Studierenden abweichen (vgl. Zimmer et al., 2021, S. 2ff.), empirisch untersucht. Die Anzahl an Fachpublikationen ist in den vergangenen Monaten stark gestiegen, jedoch gibt es immer noch (Themen-)Bereiche und Zielgruppen, die kaum oder gar nicht in Bezug auf das ERT erforscht worden sind. So fällt z.B. auf, dass der Bereich der Erwachsenen- und Weiterbildung am geringsten thematisiert wird (siehe Kapitel 3.1 und 3.2), obwohl dieser mit einem breiten Spektrum an Zielgruppen aufwartet. Eine davon ist die der Geflüchteten, die zwar aufgrund von Sprach- und Integrationskursen schnell in den Fokus der Erwachsenen- und Weiterbildung gelangte (vgl. Glencross & Marquardt, 2019, S. 11), aber im Teilbereich der wissenschaftlichen Weiterbildung in der Vergangenheit vernachlässigt wurde. Deshalb fanden sie bisher auf diesem Forschungsgebiet kaum Berücksichtigung und sind als auszubauende Zielgruppe wissenschaftlicher Weiterbildung und Forschungsvorhaben, die sich diesem spezifischen Bildungsbereich widmen, definiert worden (vgl. Engel & Wolter, 2017, S. 70ff.).
Aufgrund der aufgezeigten geringen Erforschung des Bereichs der Erwachsenen- und Weiterbildung in Bezug auf das Emergency Remote Teaching sowie des dargelegten Thematisierungsdefizits Geflüchteter als Zielgruppe wissenschaftlicher Weiterbildung scheint eine empirische Untersuchung dieser Personengruppe innerhalb des genannten Kontexts angebracht und von Nöten, um zukünftig eine zielgruppen- und bedürfnisorientierte krisenbedingte Online-Lehre zu ermöglichen. Dies ist auch dahingehend sinnvoll, da bisher eine Erforschung Geflüchteter als gesondert zu betrachtende Zielgruppe in Bezug auf das ERT in der Forschungslandschaft fehlt. Vor dem Hintergrund, dass Geflüchtete eine mögliche besonders vulnerable Gruppe mit ggf. abweichenden Problemlagen, Herausforderungen und Chancen im Vergleich zu traditionellen Teilnehmenden der wissenschaftlichen Weiterbildung darstellen, erscheint diese thematische Ausrichtung von besonderer Bedeutung (siehe Kapitel 3.2 und 3.3).
Aus den genannten Gründen widmet sich das vorliegende Forschungsvorhaben dieser spezifischen Zielgruppe im dargelegten Bildungskontext, um eine erste Erkundung auf dem Gebiet zu initiieren und eine Implementierung weiterer Forschungen in diesem Bereich voranzutreiben. Als leitende Fragestellung wurde aufgrund des dargelegten Forschungsinteresses Welche Herausforderungen und Problemlagen, aber auch Chancen des Emergency Remote Teachings erleben höherqualifizierte Geflüchtete in der wissenschaftlichen Weiterbildung und wie kann dieses auf Basis ihrer Erfahrungen und Bedürfnisse zielgruppenorientiert optimiert werden? gewählt und soll bedingt durch ihre Ausrichtung im Rahmen dieser Thesis mithilfe qualitativer Interviews beantwortet werden. Ziel ist die systematische Betrachtung des ERTs und die Analyse von Herausforderungen, Schwierigkeiten, Chancen sowie der Bedürfnisse von höherqualifizierten Geflüchteten in der wissenschaftlichen Weiterbildung, um auf dieser Basis spezifische Optimierungsempfehlungen für die digitale Praxis herausarbeiten zu können.
Dazu werden im zweiten Kapitel der Masterthesis zunächst die Termini Emergency Remote Teaching in Abgrenzung zu E-Learning, höherqualifizierte Geflüchtete und wissenschaftliche Weiterbildung definiert und kontextual eingebunden, um eine Begriffsklarheit zu gewährleisten. Im dritten Kapitel wird das Forschungsfeld, innerhalb dessen die Erhebung angelegt wurde, näher beschrieben und dessen Wahl begründet dargelegt. Im darauffolgenden Kapitel werden der aktuelle internationale und nationale Forschungsstand zum Themenkomplex aufgezeigt und darauf aufbauend das Forschungsinteresse, die leitende Forschungsfrage sowie die Subforschungsfragen und das Forschungsziel erläutert. Im Anschluss daran erfolgt im fünften Kapitel der chronologische Aufbau der methodischen Vorgehensweise, indem die verwendete Forschungsmethode mit Bezug auf Gütekriterien und Forschungsethik, der präzise Forschungsgegenstand und das Forschungsfeld, die Wahl der Interviewpartner*innen, das Erhebungsinstrument, die Datenaufbereitung sowie die verwendete Analysemethode vorgestellt und begründet dargelegt werden. Im darauffolgenden sechsten Kapitel findet eine Auswertung und Interpretation der Interviews entlang der vier herausgearbeiteten Hauptkategorien der inhaltlich-strukturierenden qualitativen Inhaltsanalyse nach Kuckartz statt. Die Ergebnisse der Analyse werden im Anschluss zusammengefasst, sodass darauf aufbauend im siebten Kapitel Optimierungsempfehlungen für ERT mit höherqualifizierten Geflüchteten im Rahmen wissenschaftlicher Weiterbildung herausgearbeitet werden können. Den Abschluss der Masterthesis bildet ein Fazit, in dem durch eine systematische Auswertung sowie einer kritischen Reflexion die Fragestellung beantwortet und ein Ausblick gegeben wird.
In diesem Kapitel findet eine theoretische Verortung anhand der drei Begriffe Emergency Remote Teaching, höherqualifizierte Geflüchtete und wissenschaftliche Weiterbildung statt. Dazu werden die Termini in jeweils eigenen Unterkapiteln definiert sowie innerhalb ihres Kontexts verortet und es werden Angaben zu aktuellen und vergangenen Prozessen und Zahlen dargelegt. Dadurch sollen eine Begriffsklarheit sowie ein einheitliches Verständnis dieser Termini gewährleisten werden. Die Begriffe bilden die Basis des Forschungsvorhabens und bieten den Rahmen für die Analyse im sechsten Kapitel.
Der Begriff des E-Learnings hat sich im Vergleich zu anderen Begriffen, wie z.B. dem multimedialen Lernen, behauptet und findet sowohl im wissenschaftlichen Diskurs als auch in der Praxis Anwendung (vgl. Arnold et al., 2018, S. 22). Dabei ist zu beachten, dass E-Learning kein allgemeingültig definierter Begriff ist und damit auch als Konstrukt nicht einheitlich verwendet wird. Die Vielzahl an Definitionen liegt in der Breite und den sich stetig verändernden Möglichkeiten des E-Learnings begründet. Aufgrund dessen gibt es verschiedene, je nach Definition entweder synonym oder abgrenzend verwendete, Begriffe, darunter z.B. Online-Learning oder Digital Learning (vgl. Brehmer & Becker, 2017, S. 1). „Mit E-Learning ist ganz allgemein das Lernen mit elektronischen oder digitalen Medien und Endgeräten gemeint“ (Zawacki-Richter, 2018, S. 20). Eine ausführlichere Definition bietet Kerres (2013, S. 6), indem er E-Learning als einen „Oberbegriff für alle Varianten der Nutzung digitaler Medien zu Lehr- und Lernzwecken, sei es auf digitalen Dateiträgern oder über das Internet, etwa um Wissen zu vermitteln, für den zwischenmenschlichen Austausch oder das gemeinsame Arbeiten an digitalen Artefakten“ (ebd.) beschreibt. E-Learning bezeichnet demnach v.a. das digitale Speichern, Verarbeiten und Präsentieren von Informationen in Verbindung mit zwischenmenschlichem Austausch (vgl. ebd.). Arnold et al. (2018, S. 22) geben eine etwas abweichende Definition, indem sie E-Learning als ein „vielgestaltiges gegenständliches und organisatorisches Arrangement von elektronischen bzw. digitalen Medien zum Lernen, [von] virtuellen Lernräumen und Blended Learning“ (ebd.) bezeichnen, wobei die Lerninhalte multimedial präsentiert und interaktiv bearbeitet werden (können). Demgegenüber schließen die Definitionen von Kerres (2013) und Zawacki-Richter (2018) auch die Nutzung von Geräten, wie z.B. Beamern, ein, wodurch z.B. nur eine Präsentation, nicht aber eine interaktive Bearbeitung des Lernmaterials gegeben ist.
In der Praxis wird E-Learning in verschiedenen Szenarien, wie z.B. synchronen Videokonferenzen und asynchronen Lernprogrammen, unter Verwendung verschiedener Tools5 umgesetzt (vgl. Kerres, 2013, S. 6ff.). Alle E-Learning-Szenarien verbindet, dass sie einer sorgfältigen didaktischen Planung und Konzeption bedürfen, die aufwändig und zeitintensiv ist, da sie entscheidend für das Gelingen sind. Aufgrund dessen sollte, im Vergleich zum personalen Unterricht, für jedes Lernangebot stets eine ausformulierte Konzeption entworfen werden. Zur didaktischen Planung von Lernangeboten kann sich z.B. am Rahmenmodell der Didaktik orientiert werden, das die dafür zu berücksichtigenden Elemente benennt. Zur konzeptionellen Planung von E-Learning-Angeboten ist das Modell des Instructional Designs6 weit verbreitet, worunter die systematische Konzeption v.a. größerer Lernangebote auf Basis empirischer Forschungsergebnisse zum Themenkomplex Lehren und Lernen zu verstehen ist. Im Fokus stehen dabei pädagogische Entscheidungen, die unter Beachtung vielfältiger Variablen zu treffen sind. Heutzutage gibt es verschiedene Modelle, die meist eine gemeinsame Grundstruktur teilen und deren Elemente mit dem Akronym ADDIE umrissen werden können (vgl. ebd., S. 213ff.). „Das ADDIE-Modell […] stellt eine der verbreitesten Prozessbeschreibungen für die Erstellung von Instructional Design dar“ (Kergel & Heidkamp-Kergel, 2020, S. 16). Das Akronym steht für „ Analyze, Design, Develop, Implement, and Evaluate “ (Branch, 2009, S. 2, Herv. im Orig.) und verweist damit auf die einzelnen konzeptionellen Schritte und Prüfelemente, die beim Erstellen eines E-Learning-Angebots zu berücksichtigen sind (vgl. Kerres, 2013, S. 222).
Anhand dieser Ausführungen wird deutlich, dass die sorgfältige Planung von E-Learning-Angeboten ein besonders bedeutsamer Aspekt für diese Art der Gestaltung von Lernprozessen ist. Für einen universitären Kurs kann die Planungszeit beispielsweise zwischen sechs und neun Monaten betragen (vgl. Hodges et al., 2020). Welche Auswirkungen hat es für ein E-Learning-Angebot, wenn eine intensive Planungs- und Vorbereitungszeit, z.B. aufgrund einer Krise, nicht zur Verfügung steht? “Well-planned online learning experiences are meaningfully different from courses offered online in response to a crisis or disaster” (ebd.). Im Zuge der globalen Covid-19-Pandemie wurde aufgrund dessen der Terminus Emergency Remote Teaching eingeführt, um sorgfältig geplantes E-Learning von krisenbedingter Online-Lehre mit begrenzten Ressourcen begrifflich voneinander abzugrenzen und um darauf aufmerksam zu machen, dass diese Formen nicht gleichzusetzen sind (vgl. Kerres, 2020, S. 692). Der Begriff fand in der Wissenschaft schnell regen Anklang (vgl. Zawacki-Richter, 2021, S. 224).
Emergency remote teaching (ERT) is a temporary shift of instructional delivery to an alternate delivery mode due to crisis circumstances. It involves the use of fully remote teaching solutions for instruction or education that would otherwise be delivered face-to-face […] and that will return to that format once the crisis or emergency has abated. (Hodges et al., 2020)
Das primäre Ziel ist dabei das grundsätzliche Aufrechterhalten von Lernerfahrungen und Wissensvermittlung in Krisenzeiten, weshalb es auch nicht als Langzeitlösung anzusehen, jedoch stets als temporäre Problemlösung anzuerkennen ist (vgl. ebd.).
Anhand der Charakteristika der beiden Lehr- und Lernformen kristallisiert sich der Faktor der mangelnden Zeit zur sorgfältigen Planung und Konzeption der Lernangebote in Krisenzeiten aufgrund des Bedarfs einer rapiden Umstellung von analog zu digital zur Aufrechterhaltung von Lernprozessen als maßgebend heraus.
Nachdem nun die beiden Begriffe E-Learning und Emergency Remote Teaching erläutert und voneinander abgegrenzt wurden, findet im nachfolgenden Unterkapitel eine nähere Betrachtung und Bestimmung des Begriffs höherqualifizierte Geflüchtete statt.
Gegenüber der Covid-19-Pandemie stand in Deutschland im Jahr 2015 die sogenannte Europäische Verantwortungskrise7 angesichts von Flucht (vgl. Borchert, 2015) im politischen und medialen Fokus. Sie war durch die zugespitzten Geflüchtetenbewegungen charakterisiert und fand Ausdruck in dem hohen Anstieg an Asylanträgen von Geflüchteten aus Staaten außerhalb der Europäischen Union (vgl. Bundesamt für Migration und Flüchtlinge, 2016, S. 13). Im Jahr 2016 kam es mit 745.545 Asylanträgen zu den bislang höchsten Werten (vgl. Bundesamt für Migration und Flüchtlinge, 2017, S. 5). „Zahlreiche [dieser] Geflüchtete[n] verfügen über qualifizierte Schulabschlüsse, haben mitunter bereits in ihren Herkunftsländern studiert oder akademische Abschlüsse erreicht“ (Berg et al., 2019, S. 132).
In Bezug auf die Qualifikationsstruktur werden im Personalmanagement Personen mit geringer, mittlerer und hoher Qualifikation unterschieden, wobei ersteres bedeutet, dass kein Realschulabschluss und kein Berufsabschluss erlangt wurde. Personen mittlerer Qualifikation besitzen die mittlere Reife, einen Berufsabschluss oder das Abitur. Personen, die eine (Fach-)Hochschulausbildung abgeschlossen haben, werden dem Bereich hoher Qualifikation zugeordnet (vgl. Eichhorst et al., 2001, S. 365). Die Einstufung der Qualifikation der Person ist demnach abhängig von der Höhe des erreichten formalen Bildungsabschlusses. Adaptiert auf Geflüchtete unterscheiden Worbs & Bund (2016, S. 5) in Bezug auf die Qualifikationsstruktur zwischen Nichtqualizierten, also Personen, die weder die Schule besucht haben noch eine berufliche Qualifikation besitzen, und Höherqualifizierten. Letzteres sind Personen „mit zwölf oder mehr Jahren Schulbesuch, einem (wahrscheinlich) vorhandenen Schulabschluss sowie einem abgeschlossenen, laufenden oder abgebrochenen Studium“ (ebd.). Dazwischen liegen Personen, die sich bezüglich ihrer beruflichen sowie schulischen Qualifikation zwischen diesen beiden Polen bewegen (vgl. ebd.). Im Unterschied zum hohen Qualifikationsbereich zeichnen sich höherqualifizierte Geflüchteten demnach dadurch aus, dass ein Studium zwar begonnen, aber nicht abgeschlossen sein muss. Damit wird die spezifische Situation von Geflüchteten berücksichtigt, die ihr Studium im Herkunftsland z.B. aufgrund von Krieg und Verfolgung unterbrechen oder fluchtbedingt abbrechen mussten (vgl. Romiti et al., 2016, S. 46).
Ausgehend von dieser Definition sind knapp zehn Prozent der Geflüchteten im arbeitsmarktrelevanten Alter als höherqualifiziert einzustufen (vgl. Worbs & Bund, 2016, S. 5) und circa 20 bis 25 Prozent der Geflüchteten besitzen grundsätzlich die Qualifikation, um ein Studium aufnehmen zu können (vgl. Engel & Wolter, 2017, S. 66). Aufgrund ihrer Qualifikationsstruktur suchen viele der höherqualifizierten Geflüchteten im Aufnahmeland „nach Anschlussmöglichkeiten für ihre Bildungsbiografie durch eine Studienaufnahme“ (Berg et al., 2019, S. 132). Zur Vorbereitung haben sich Bildungsangebote entwickelt, die auf die Aufnahme eines Studiums vorbereiten. Diese sind im Bereich der wissenschaftlichen Weiterbildung angesiedelt und häufig an Hochschulen angegliedert. Darauf wird im nachfolgenden Unterkapitel näher eingegangen, indem der Begriff der wissenschaftlichen Weiterbildung näher betrachtet und definiert wird.
Der Begriff der wissenschaftlichen Weiterbildung wird sowohl in der Wissenschaft als auch der Praxis uneinheitlich verwendet, da es keine allgemeingültige Definition und auch kein generelles Begriffsverständnis gibt (vgl. Jütte et al., 2005, S. 13), was eine definitorische Betrachtung des Begriffs im Rahmen dieser Arbeit sinnvoll erscheinen lässt. Häufig wird die Definition der Kultusministerkonferenz (2001) angeführt, die unter wissenschaftlicher Weiterbildung „die Fortsetzung oder Wiederaufnahme organisierten Lernens nach Abschluss einer ersten Bildungsphase und in der Regel nach Aufnahme einer Erwerbs- oder Familientätigkeit“ (ebd., S. 2) versteht, „wobei das wahrgenommene Weiterbildungsangebot dem fachlichen und didaktischen Niveau der Hochschule entspricht“ (ebd.). Ebenso wie andere Definitionen ist diese nicht eindeutig und wirft Fragen auf. So bleibt z.B. in Bezug auf die anvisierte (Haupt-)Zielgruppe ungeklärt, ob sich die Angebote v.a. an Erwerbstätige richten, die bereits einen Hochschulabschluss besitzen, oder ebenso an z.B. beruflich Qualifizierte, die sich in einem Erststudium befinden (vgl. Wolter & Schäfer, 2020, S. 17).
Grundsätzlich können vier Kriterien identifiziert werden, mithilfe derer der Begriff der wissenschaftlichen Weiterbildung definiert bzw. gefasst werden kann. Das erste Kriterium stellt die Adressat*innengruppe der Angebote dar, die primär zwar aus Hochschulabsolvent*innen besteht, aber auch andere Zielgruppen, wie z.B. beruflich Qualifizierte ohne Hochschulabschluss, einschließt. Die Institutionen, die die Angebote umsetzen, sind wissenschaftliche Einrichtungen, was das zweite Kriterium darstellt. Das dritte Kriterium besagt, dass die Angebote eines wissenschaftlichen Anspruchs bedürfen, der durch ein entsprechendes Niveau der Inhalte sowie der Didaktik zu sichern ist. Als viertes und letztes Kriterium ist die Qualifizierung der Lehrenden zu nennen. Es bedarf einer wissenschaftlichen Qualifikation, um im Bereich der wissenschaftlichen Weiterbildung lehren zu können. Im Rahmen dieser kriterienbasierten Definition können wissenschaftliche Weiterbildungsangebote demnach auch von anderen Bildungseinrichtungen als Hochschulen durchgeführt werden, oftmals sind sie jedoch an diese angegliedert. Das wissenschaftliche Weiterbildungsangebot an Hochschulen weist ein breites Spektrum auf und reicht von Einzelveranstaltungen über mehrwöchige Programme bis hin zu mehrsemestrigen Studiengängen, mit denen jeweils verschiedene Zielgruppen adressiert werden (vgl. ebd., S. 17f.).
Nachdem der Gegenstandsbereich der Forschung theoretisch verortet wurde, folgen im nächsten Kapitel Informationen zum aktuellen Forschungsstand, anhand dessen systematisch die leitende Forschungsfrage entwickelt wird.
Dieses Kapitel gibt eine Übersicht über den aktuellen internationalen und nationalen Forschungsstand in Bezug auf ERT in Bildungsinstitutionen. Darauf aufbauend werden die leitende Forschungsfrage sowie die daraus resultierenden Subforschungsfragen dargelegt, die sich aus dem aufgezeigten Forschungsdefizit ergeben.
Cheong et al. (2021b, S. ixf.) weisen darauf hin, dass sowohl die theoretische als auch die empirische internationale Forschung8 bezüglich des Einflusses der Covid-19-Pandemie auf die Bildung und damit einhergehend in Bezug auf das ERT noch unzureichend und fragmentarisch ist. Die vorhandenen Publikationen mit Fokus auf Einfluss und Auswirkungen der Covid-19-Pandemie auf die Bildungsinstitutionen und ihre Personengruppen stecken zwar z.T. ein weites Feld ab, stellen jedoch erst einen Ansatzpunkt für intensivere, tiefergehende Forschungen dar (vgl. ebd.; Bergan et al., 2021a, S. 9ff.; Radić et al., 2021a, S. 3). Damit wird grundsätzlich ein Forschungsdefizit deutlich, welches scheinbar auch auf den relativ kurz zurückliegenden Zeitraum, die noch anhaltende Covid-19-Pandemie sowie die damit verbundenen (und vermutlich auch langfristigen) Auswirkungen zurückzuführen ist. Ersteres erklärt auch, wieso im Jahr 2020 zunächst v.a. Zeitungsartikel in Fachzeitschriften wie dem Asian Journal of Distance Education zum genannten Themenkomplex veröffentlicht wurden (z.B. Bozkurt & Sharma, 2020). Seit dem Jahr 2021 gibt es zudem eine stetig wachsende Zahl an Sammelbändern (z.B. Bergan et al., 2021b; Chan et al., 2021; Cheong et al., 2021c) und Monographien (z.B. Sälzle et al., 2021).
Wie die Bezeichnung der Covid-19-Pandemie bereits verdeutlicht, ist das Thema ein weltweit relevantes, weshalb zunächst ein Blick auf den internationalen Forschungsstand sinnvoll erscheint. Internationale Buchpublikationen aus dem Jahr 2020 widmen oft lediglich ein Unterkapitel (z.B. Reis et al., 2021) oder einzelne Aufsätze (z.B. Alario-Hoyos et al., 2020) dem Thema der coronabedingten Online-Lehre und thematisieren v.a. Aspekte des digitalen Lehrens und Lernens, die nicht in Verbindung mit der Covid-19-Pandemie stehen. Demgegenüber begrenzen sich umfangreichere internationale Publikationen aus dem Jahr 2021 häufig auf Bildung unter dem Einfluss der Covid-19-Pandemie. Sie fokussieren dabei beispielsweise bestimmte Bildungsinstitutionen, wie die Hochschule (z.B. Bergan et al., 2021b), die Hochschullehre in einem bestimmten Fachbereich (z.B. Radić et al., 2021b) oder die Schule (z.B. Bond, 2021), umfassen mehrere Bildungseinrichtungen, wie Universität und Schule (z.B. Chan et al., 2021) oder thematisieren im Allgemeinen diverse Aspekte in verschiedenen Bildungskontexten in Zeiten der Covid-19-Pandemie (z.B. Burgos et al., 2021). So werden auf internationaler Ebene auch die Möglichkeiten und Herausforderungen der Umstellung auf digitalen Unterricht (z.B. Khan et al., 2021) und die Handlungsfähigkeit zur Umstellung auf digitale Prüfungen in höheren Bildungseinrichtungen (z.B. Sa'di et al., 2021), die Erfahrungen, Einstellungen und Herausforderungen von Lehrenden in Bezug auf ERT (z.B. Gozali et al., 2021; Jimoyiannis et al., 2021), aber auch die Herausforderungen, Möglichkeiten und Chancen aus Sicht von Studierenden (z.B. Cheong et al., 2021a) sowie der Einfluss des ERTs auf ihre psychische Gesundheit (z.B. Sundarasen et al., 2020) untersucht und z.T. auch lösungsorientierte Vorschläge dargelegt. Explizit genannte Forschungsdefizite sind dabei u.a. Forschungen, die den Stellenwert von Sichtweisen und Erfahrungen der Teilnehmenden fokussieren und Vergleiche, die z.B. die Einstellungen von Lehrkräften an Schulen während und nach der Covid-19-Pandemie vergleichen und daraus resultierende mögliche dauerhafte Veränderungen in der Lehre untersuchen (vgl. Albó et al., 2020, S. 329). Es existieren auch bereits erste vergleichende Studien, die z.B. Studierendenkohorten aus dem Jahr 2019 mit der Covid-19-belasteten Studienkohorte des Jahres 2020 vergleichen (z.B. Vitartas & Matheis, 2021). Im Bereich der Schulbildung stellt Bond (2021, S. 216) anhand eines Systematic Reviews ein internationales Forschungsdefizit innerhalb der Grundschule fest. Und trotz der teilweise weiten Fächerung der Publikationen thematisiert keine der genannten internationalen Publikationen den Erwachsenen- und Weiterbildungsbereich. Dennoch gibt es auf internationaler Ebene, wenn auch im Vergleich zum (Hoch)Schulkontext bedeutend weniger, Artikel in Fachzeitschriften, die sich diesem Bildungsbereich widmen. Dikhtyar et al. (2021) untersuchen in ihrem Aufsatz z.B. Maßnahmen, die als Reaktion auf die Covid-19-Pandemie in der Erwachsenen- und Weiterbildung umgesetzt wurden und vergleichen dabei insgesamt sieben verschiedene Länder. Gleichzeitig stellen sie die gesteigerte Relevanz der Umschulung und Weiterqualifizierung innerhalb der beruflichen Weiterbildung aufgrund der Covid-19-Pandemie und dem damit einhergegangenen erhöhten Risiko der Arbeitslosigkeit fest (vgl. ebd., S. 201f.). Zu diesem Entschluss kamen im Jahr 2020 bereits Boeren et al., die in ihrem Aufsatz einen Überblick über die zu dem Zeitpunkt aktuelle Situation und mögliche Auswirkungen in Bezug auf die Erwachsenenbildung geben und dabei auch besonders vulnerable Gruppen, wie People of Color, berücksichtigen. Kaiper-Marquez et al. (2020) betrachten in ihrer Studie ausschließlich die coronabedingte Umstellung von Präsenzlehre auf Onlineunterricht im Bereich der Grundbildung einer Erwachsenenbildungseinrichtung für migrierte Familien in den USA.
Auch wenn die Covid-19-Pandemie grundsätzlich fast alle Länder weltweit beschäftigt und die jeweilige Bildungspolitik beeinflusst, unterscheiden sich die von der Covid-19-Pandemie betroffenen Länder z.T. beträchtlich in ihrem politischen Umgang mit der Pandemiesituation, den damit verbundenen Restriktionen für den Bildungsbereich und den damit einhergehenden Auswirkungen für die Lehre (vgl. Vongalis-Macrow et al., 2021, S. 3ff.; vgl. Radić et al., 2021a, S. 25). Zudem sind die Voraussetzungen zur Umsetzung digitaler Lehre nicht stets vergleichbar. So unterscheiden sich z.B. die europäischen Länder trotz eines gemeinsamen Digitalisierungsplans für den europäischen Bildungsbereich (vgl. Alario-Hoyos et al., 2020, S. 319) z.T. stark voneinander (vgl. The Digital Economy and Society Index - Countries' performance in digitisation, 2021). Aufgrund dessen scheinen für den deutschen Kontext insbesondere nationale Forschungen, Studien und Publikationen relevant und für weitere Untersuchungen ausschlaggebend, weshalb ein gesonderter Blick auf den nationalen Forschungsstand sinnvoll erscheint.
Studien und Untersuchungen auf nationaler Ebene9 zum Themenkomplex Covid-19 und Bildung sind v.a. in Aufsätzen und Artikeln in Fachzeitschriften zu finden, wobei die Anzahl, die sich auf den Bereich der Erwachsenen- und Weiterbildung fokussiert, recht überschaubar ist. Im genannten Bildungskontext gibt es v.a. Erfahrungsberichte (z.B. Scharnberg & Krah, 2020) und Einschätzungen aus der Praxis (z.B. Grotlüschen & Weis, 2021), aber auch empirische Forschungen sind insbesondere durch das Deutsche Institut für Erwachsenenbildung durchgeführt und innerhalb der Zeitschrift Weiter bilden publiziert worden. In diesem Rahmen untersuchen z.B. Christ & Koscheck (2021) die Auswirkungen der Covid-19-Pandemie auf Weiterbildungsanbieter anhand einer Umfrage und auch die Auswirkungen des ERTs auf Lehrende und Teilnehmende, bspw. im Bereich der Grundbildung (Koppel & Langer, 2020), werden erforscht, wobei hierzu lediglich erste Ergebnisse veröffentlicht wurden (vgl. ebd., S. 32). Dies verdeutlicht den Stand der Forschung auf diesem Themengebiet als work in progress. Z.T. werden einzelne Einrichtungen der Erwachsenen- und Weiterbildung auch gesondert behandelt. So thematisieren Maier & Rohs (2020) z.B. die Auswirkungen speziell auf Volkshochschulen auf Basis von Erfahrungen. Wissenschaftliche Buchpublikationen im genannten Bildungskontext, die sich ausschließlich auf den Bereich der Erwachsenen- und Weiterbildung fokussieren und sich mit den Auswirkungen der Covid-19-Pandemie auf die Bildung beschäftigen, gibt es zum Zeitpunkt der Literaturrecherche nicht. Vielmehr wird meist auf die Pandemiesituation verwiesen, um die Relevanz der eigenen Forschung zur grundsätzlichen Digitalisierung der Erwachsenen- und Weiterbildung, unabhängig von Covid-19, zu bestärken (z.B. Schäfer & Ebersbach, 2021). Es gibt auch Publikationen, die das Thema der Covid-19-Pandemie breitgefächerter betrachten und im Zuge dessen dem Bereich der Bildung und spezifischer der Erwachsenen- und Weiterbildung ein Kapitel widmen, wobei z.B. Reaktionsmuster aufgezeigt werden (z.B. Abicht, 2021). Noch seltener als die Erwachsenen- und Weiterbildung im Allgemeinen werden bestimmte Bereiche innerhalb dieses Komplexes adressiert. Georgy (2021) analysiert in ihrem Aufsatz z.B. die Auswirkungen der Covid-19-Pandemie spezifisch im Bereich der wissenschaftlichen Weiterbildung mit Fokus auf der strategischen Organisation. Auch wenn wissenschaftliche Weiterbildungsangebote z.T. an Hochschulen angegliedert sind, werden sie, v.a. im Vergleich zur Hochschullehre, kaum thematisiert. Im Kontrast zur eingeschränkt vorhandenen empirischen Forschungsliteratur im Bereich der (wissenschaftlichen) Erwachsenen- und Weiterbildung, zeigen Sälzle et al. (2021, S. 23) in ihrer Übersicht auf, dass im Hochschulbereich diverse nationale Studien, insbesondere quantitativer, aber auch qualitativer Art, vorliegen. Dabei werden sowohl in quantitativen (z.B. Vladova et al., 2021) als auch in qualitativen Studien (z.B. Sälzle et al., 2021) z.B. die Perspektiven von Studierenden in Bezug auf das ERT im Hochschulbereich und die damit verbundenen Chancen und Herausforderungen untersucht. Zu nennen ist hier auch die qualitative Studie von Seyfeli et al. (2020), in der Studierende und Dozierende zur coronabedingten Online-Lehre und den damit verbundenen Auswirkungen befragt wurden. Neben einer generellen Betrachtung von Studierenden werden auch einzelne Personengruppen, wie z.B. Menschen mit Behinderung, spezifisch untersucht, da diese eine besonders vulnerable Personengruppe, nicht nur in Bezug auf die Covid-19-Pandemie, sondern auch grundsätzlich im Bildungskontext, darstellen (können) (vgl. Zimmer et al., 2021, S. 2). Zur Gruppe besonders vulnerabler bzw. benachteiligter Studierender gehören auch Menschen mit eigener Migrations- (vgl. Kristen, 2016) oder Fluchtbiographie (vgl. Bouchara, 2019). In Bezug auf das ERT an der Hochschule sind Studierende mit Behinderung diesbezüglich spezifisch erforscht worden, wobei von Studierenden ohne Behinderung abweichende Herausforderungen und Bedürfnisse festgestellt wurden (vgl. Zimmer et al., 2021, S. 2ff.). Dies zeigt auf, dass im Rahmen des ERTs „differenzierte Maßnahmen notwendig [sind], die die besondere Lage jeder einzelnen Studierendengruppe einbeziehen“ (ebd., S. 8).
Auf Grundlage des dargestellten Forschungsstands werden im nachfolgenden Unterkapitel das Erkenntnisinteresse der vorliegenden Forschungsarbeit und die leitende Forschungsfragen sowie die daraus resultierenden Subforschungsfragen begründet dargelegt.
Auf Basis der in Kapitel 3.2 aufgezeigten Forschungslandschaft scheint es sinnvoll und bedeutsam, weitere besonders vulnerable Personengruppen explizit auf ihre Herausforderungen, Probleme und Chancen in Bezug auf das ERT hin zu untersuchen, um ihre spezifischen Bedürfnisse herausarbeiten und daraus ableitend Optimierungsempfehlungen für die zukünftige Praxis generieren zu können. Denn die vorhandene Forschungsliteratur lässt die Annahme zu, dass sich auch Personen anderer vulnerabler Gruppen, wie Geflüchtete oder Migrierte, von traditionellen Studierenden diesbezüglich unterscheiden und es demnach differenzierter Optimierungsmaßnahmen bzw. Unterstützungsangebote bedarf, die auf die jeweiligen Bedürfnisse der jeweiligen Teilnehmendengruppe zugeschnitten sind.
Die Beobachtung, dass sich die Covid-19-Pandemie unterschiedlich auf die verschiedenen Bildungsbereiche und ihre Handlungslogik auswirkt (vgl. Heinemann, 2020, S. 18ff.), lässt ebenso die Annahme zu, dass die Herausforderungen, Probleme und Chancen vulnerabler Teilnehmendengruppen in Bezug auf das ERT in verschiedenen Bildungskontexten unterschiedlich sein können und demnach auch die Betrachtung von Bildungskontexten außerhalb der Hochschule relevant erscheint, um in verschiedenen Bildungsbereichen ein bedürfnisorientiertes ERT realisieren zu können. Die Bedürfnisorientierung und Passgenauigkeit von digitalen Bildungsangeboten ist dahingehend relevant, da die Qualität digitaler Lehre grundsätzlich von der Zielgruppe und ihren Bedürfnissen abhängig ist (vgl. Kerres, 2013, S. 216). Demnach ist es unumgänglich, die Zielgruppe sowie ihre spezifischen Bedürfnisse zu beachten und bei der Planung der Bildungsangebote zu berücksichtigen. Um zukünftig ein solch gezieltes ERT in den diversen Bildungskontexten umsetzen zu können, müssen die jeweiligen Teilnehmendengruppen, vorrangig besonders vulnerable, spezifisch auf ihre subjektiven Sichtweisen und Erfahrungen hin untersucht werden, sodass ihre Bedürfnisse aufgezeigt werden können. Dadurch eröffnet sich ein breites Spektrum an Forschungsbedarfen.
Aufgrund ihrer Zuordnung als besonders vulnerable Gruppe im Rahmen wissenschaftlicher Bildung (vgl. Bouchara, 2019), ihrer lange fehlenden Beachtung als Zielgruppe wissenschaftlicher Weiterbildung (vgl. Engel & Wolter, 2017, S. 63ff.; S. 70) und aufgrund der gering vorhandenen empirischen Forschung zum Themenkomplex ERT im Bereich der Erwachsenen- und Weiterbildung scheint die Betrachtung geflüchteter Teilnehmender eines wissenschaftlichen Weiterbildungsangebots sinnvoll und aufschlussreich. Im Rahmen dieser Arbeit wird deshalb die besonders vulnerable Gruppe höherqualifizierter Geflüchteter als Teilnehmende wissenschaftlicher Weiterbildungsangebote im Hinblick auf ihre Herausforderungen, Probleme, Chancen und Bedürfnisse bezüglich des ERTs mithilfe qualitativer Interviews untersucht, um so auch ihre Erfahrungen, subjektiven Perspektiven und ihr Erfahrungswissen zugänglich zu machen. Auf Grundlage des genannten Erkenntnisinteresses ergibt sich daher die folgende leitende Forschungsfrage:
Welche Herausforderungen und Problemlagen, aber auch Chancen des Emergency Remote Teachings erleben höherqualifizierte Geflüchtete in der wissenschaftlichen Weiterbildung und wie kann dieses auf Basis ihrer Erfahrungen und Bedürfnisse zielgruppenorientiert optimiert werden?
Aus der leitenden Forschungsfrage ergeben sich die folgenden fünf Subforschungsfragen:
1. Mit welchen Herausforderungen, Problemlagen und negativen Erfahrungen werden die Betroffenen in Bezug auf (die Umstellung auf) das ERT konfrontiert?
2. Welche Chancen lassen sich für die Betroffenen in Bezug auf (die Umstellung auf) das ERT identifizieren?
3. Wie sahen Anpassungs- und Bewältigungsleistungen der Betroffenen (aufgrund ihrer Erfahrungen) aus und wie werden diese von den Teilnehmenden bewertet?
4. Welche Bedürfnisse, Voraussetzungen und Möglichkeitsräume der betroffenen Zielgruppe lassen sich identifizieren?
5. Wie können die Herausforderungen, Probleme und Bedürfnisse der Betroffenen in Zukunft durch zielgruppen- und bedürfnisorientierte Optimierungsempfehlungen besser unterstützt werden?
Ziel des Forschungsvorhabens ist ein umfassendes Verständnis der Auswirkungen des ERTs sowie der Umstellung darauf für die Teilnehmenden aus ihrer Perspektive heraus durch das Nachzeichnen ihrer Sichtweisen und Erfahrungen zu erlangen. Letztlich zielt das Forschungsvorhaben auf empirisch gesicherte Ergebnisse ab, aus denen sich belastbare Erkenntnisse zur Ableitung bedürfnisorientierter Optimierungsempfehlungen für die genannte Zielgruppe in Bezug auf die zukünftige Praxis der wissenschaftlichen Weiterbildung ergeben. Ziel dieser Arbeit ist es außerdem, durch die thematische Beschäftigung weitere Forschungen auf diesem Gebiet zu initiieren und damit einen Beitrag zur Verringerung des aufgezeigten Forschungsdefizits zu leisten, um so die Forschung in diesem Bereich weiter voranzutreiben und dabei gleichzeitig auf die besonders vulnerable Gruppe von Geflüchteten innerhalb wissenschaftlicher Weiterbildung aufmerksam zu machen. Mithilfe der Optimierungsempfehlungen soll zukünftig ein ERT ermöglicht werden, das die spezifischen Bedürfnisse, Voraussetzungen und Möglichkeiten der Teilnehmendengruppe berücksichtigt, ihrem Lernprozess angemessen ist und diesen auch in Krisensituationen optimal unterstützt.
Nachdem das Erkenntnisinteresse sowie die Forschungsfrage(n) und das Ziel der Forschung dargelegt wurden, stellt sich die Frage, in welchem Feld das interessierende Thema erforscht und die benötigten Daten erhoben werden können (vgl. Przyborski & Wohlrab-Sahr, 2014, S. 6f.). Auf das gewählte Forschungsfeld und dessen begründete Wahl wird im anschließenden Kapitel näher eingegangen.
In Bezug zur Fragestellung scheint eine Erwachsenenbildungseinrichtung am geeignetsten sowie aufschlussreichsten, die ein wissenschaftliches Weiterbildungsangebot spezifisch für höherqualifizierte Geflüchtete anbietet, das in einer reinen Präsenzform geplant wurde, jedoch aufgrund der Covid-19-Pandemie ad hoc auf ein digitales Lehr-Lern-Format umgestellt werden musste. Dabei spielt die inhaltliche Ausrichtung des Bildungsangebots eine untergeordnete Rolle. Das Kontaktstudium mit dem Titel Pädagogische Kompetenz in der Migrationsgesellschaft ist ein solches, die genannten Kriterien erfüllendes wissenschaftliches Weiterbildungsangebot, weshalb es geeignet erscheint und die Wahl darauf fiel.
Das Bildungsangebot stellt eine Vorbereitung für eine Studien- oder Arbeitsaufnahme im (sozial-)pädagogischen Bereich dar. Es richtet sich spezifisch an höherqualifizierte Geflüchtete und Migrierte mit Drittstaatenzugehörigkeit10, die im Aufnahmeland an ihre im Herkunftsland begonnene Bildungsbiographie anknüpfen möchten. Voraussetzung ist, dass sie in ihrem Herkunftsland entweder eine (sozial-)pädagogische Berufsausbildung abgeschlossen, ein (sozial-)pädagogisch ausgerichtetes Hochschulstudium begonnen bzw. absolviert haben oder Berufserfahrung im genannten Feld vorweisen können (vgl. Leiprecht, 2019, S. 7f.). Da es sich nicht um ein reguläres Studium handelt, können die Teilnehmenden weiterhin staatliche Sozialleistungen beziehen, denn vielen Teilnehmenden fehlen die finanziellen und zeitlichen Möglichkeiten für ein (anschließendes) Vollzeitstudium (vgl. Walther, 2019, S. 28).
Das Kontaktstudium wird seit dem Jahr 2004 regelmäßig an verschiedenen Standorten angeboten und dauert neun bis zehn Monate (vgl. Leiprecht, 2019, S. 7). Es umfasst einen Workload von 60 Kreditpunkten, der auf acht inhaltliche Module auf akademischem Niveau, einen Kurs zur Fach- und Wissenschaftssprache Deutsch, ein Praktikum sowie ein Seminar zur Einführung in wissenschaftliches Arbeiten verteilt ist. Dabei finden die persönlichen Erfahrungen der Teilnehmenden aus ihren Herkunftsländern bei der Gestaltung der Kurse Berücksichtigung, indem dem (Erfahrungs-)Austausch der Teilnehmenden eine bedeutende Rolle zugesprochen wird (vgl. Walther, 2019, S. 24ff.). Denn „das Besondere dieser Zielgruppe [liegt] neben den allgemein üblichen Unterschieden (wie z.B. Alter […]) in den divergierenden Lebens- und Lernerfahrungen aus den Gesellschafts- und Bildungssystemen der jeweiligen Herkunftsländer“ (ebd., S. 26). Einen wesentlichen Bestandteil der Weiterbildung stellt zudem die passgenaue und fortlaufende Beratung der Teilnehmenden dar. Nach kontinuierlicher Mitarbeit und erfolgreichem Abschließen der Prüfungsleistungen, darunter z.B. ein Referat, eine Hausarbeit und eine Projektpräsentation (vgl. ebd., S. 24, S. 27), schließt das Weiterbildungsangebot mit einem Zertifikat ab (vgl. Leiprecht, 2019, S. 7). Ziel der Weiterbildung ist u.a. „eine stärkere migrationsgesellschaftliche Öffnung […] der Universität“ (ebd., S. 10) und die Schaffung eines Anerkennungsraums für die Bildungsbiographie höherqualifizierter Geflüchteter (vgl. ebd.).
Es ist erkennbar, dass sich die Definition des Kontaktstudiums zu höherqualifizierten Geflüchteten von der in Kapitel 2.2 dargelegten unterscheidet. So versteht das Kontaktstudium auch Erwachsene, die weniger als 12 Jahre Schulbesuch vorweisen können und kein Studium begonnen haben, sondern stattdessen einschlägige berufliche Qualifikationen aufweisen, als höherqualifiziert. Im Rahmen der Forschungsarbeit wurden jedoch nur Geflüchtete in die Forschung einbezogen, die nach der in Kapital 2.2 genannten Definition als höherqualifiziert einzuordnen sind und demnach zumindest ein Studium im Herkunftsland begonnen haben.
Die der Arbeit zugrundeliegenden Forschungsfragen lassen sich mittels Erhebungs- und Auswertungsverfahren der qualitativen Sozialforschung bearbeiten. Es werden qualitative Interviews geführt, die einen Zugang zu subjektiven Sichtweisen und Erfahrungen von Teilnehmenden eröffnen, sodass die erhobenen Daten hinsichtlich der Forschungsfragen analysiert werden können. Dazu wird im nachfolgenden Kapitel die methodische Vorgehensweise dargelegt und im Verlauf des Forschungsprozesses getroffene Entscheidungen erläutert.
Helfferich (2011, S. 26) verdeutlicht, dass „[d]er Forschungsprozess […] ein mehrstufiger Prozess [ist], in dessen Verlauf eine Reihe von Entscheidungen zu treffen sind, z.B. für eine bestimmte Stichprobe […], für eine bestimmte Interviewform […] und eine Auswertungsstrategie“ (ebd.). Um die im Forschungsprozess getroffenen Entscheidungen nachvollziehen zu können, wird in den folgenden Unterkapiteln der Aufbau der methodischen Vorgehensweise und wie dieser konsequent anhand der Fragestellung, des Forschungsgegenstandes und des Forschungsziels entwickelt wurde, dargestellt, wobei auch grundlegend auf relevante Elemente der qualitativen Sozialforschung eingegangen wird.
Die qualitative Sozialforschung umfasst eine Vielzahl unterschiedlicher qualitativ ausgerichteter Verfahren und Methoden, die verschiedene grundlagentheoretische Positionen und unterschiedliche Erhebungs- und Auswertungsformen umfassen. Grundlegend kann unter qualitativer Sozialforschung die Erhebung nicht-standardisierter Daten mittels nicht-standardisierten Methoden verstanden werden, wobei die erhobenen Daten nicht mithilfe von statistischen, sondern mithilfe interpretativer Verfahren analysiert und ausgewertet werden (vgl. Rosenthal, 2015, S. 13ff.).
Zu Beginn einer qualitativen Sozialforschung stehen eine Fragestellung sowie ggf. Vorannahmen und vorläufige Konzepte (vgl. Przyborski & Wohlrab-Sahr, 2014, S. 1ff.). Im Kontrast zu quantitativen Forschungen, bei denen zu Beginn eine Hypothese aufgestellt wird, deren Überprüfung im Forschungsprozess im Fokus steht, zielen qualitative Forschungsmethoden meist auf die Generierung von Hypothesen und Theorien im Verlauf der Untersuchung anhand der erhobenen Daten ab. Der Fokus liegt auf dem Entdecken und Bilden von Hypothesen und gegenstandsbezogenen Theorien innerhalb des Datenmaterials (vgl. Flick, 2017, S. 257f.). Die Interpretation der Daten beruht dabei nicht auf Generalisierungen aufgrund einer numerischen Verallgemeinerung, sondern sie basiert „vielmehr auf einer Logik des Verallgemeinerns am Einzelfall“ (Rosenthal, 2015, S. 13.).
Qualitative Sozialforschung hat den Anspruch, sinnhaftes menschliches Handeln in der Alltagswelt und aus der Perspektive der Befragten zu erfassen (vgl. Reichertz, 2019, 35f.). Gegenstände qualitativer Sozialforschung sind demnach z.B. individuelle Einstellungen, subjektive Erfahrungen, soziale Ordnungsstrukturen und Lebenswelten der befragten Personen sowie deren Aufdeckung (vgl. Flick et al., 2017, S. 21f.) und deren Deutung (vgl. Reichertz, 2019, 35ff.). Dafür ist eine besondere Offenheit gegenüber den Lebenswelten und Sichtweisen der Beforschten bedeutsam (vgl. Flick et al., 2017, S. 17).
Die Methoden zur Datenerhebung sind vielfältig, jedoch dominieren in der Forschungspraxis offene Befragungen, v.a. in Form von Interviews (vgl. Baur & Blasius, 2019, S. 15). Die Wahl der Erhebungsmethode ist dabei eng mit dem jeweiligen Erkenntnisinteresse, der befragten Personengruppe und dem Forschungsfeld verknüpft, die Wahl der Auswertungsmethode ist eng mit der Wahl der Erhebungsmethode verbunden und die bewusste Wahl der Interviewpartner*innen ist vom Erkenntnisinteresse und vom untersuchten Phänomen abhängig (vgl. Przyborski & Wohlrab-Sahr, 2014, S. 9).
Der qualitative Forschungsprozess zeichnet sich durch verschiedene methodische Merkmale, wie die Reflexivität der Forschenden in Bezug auf ihr Handeln und ihre Wahrnehmungen, aus. Als weitere Charakteristika sind z.B. die Gegenstandsangemessenheit von Methoden, die Orientierung am Alltagsgeschehen und -wissen der befragten Personen sowie das Prinzip der Offenheit, sowohl gegenüber den befragten Personen als auch gegenüber den (erwarteten) Ergebnissen, zu nennen (vgl. Flick et al., 2017, S. 22ff.).
Aufgrund der dargelegten Besonderheiten qualitativer Forschung, des Forschungsthemas und des dargelegten Forschungsstands sowie der gewählten Fragestellung fiel die Entscheidung für eine qualitativ-explorative Sozialforschung in Form eines leitfadengestützten teilnarrativen Interviews. So können subjektive Sichtweisen, Einstellungen und Alltagserfahrungen sowie das Erfahrungswissen der Betroffenen für eine Analyse zugänglich gemacht (vgl. ebd., S. 19) und ihre, ggf. zielgruppenspezifischen, Bedürfnisse herausgearbeitet werden, auf deren Basis Optimierungsempfehlungen für zukünftiges ERT in der wissenschaftlichen Weiterbildung abgeleitet und dargelegt werden können.
Zur Sicherstellung der Qualität des qualitativ ausgerichteten Forschungsvorhabens bedarf es sogenannter Gütekriterien (vgl. Strübing, 2018, S. 204), die neben forschungsethischen Aspekten zu beachten sind (vgl. Miethe, 2013, S. 932) und auf die nachfolgend noch einmal dezidiert eingegangen wird.
Qualitativ-empirisch ausgerichtete Forschungen haben den Anspruch, aussagekräftige und qualitativ hochwertige Forschungsergebnisse hervorzubringen. Um ein gewisses Maß an Qualität sicherstellen zu können, gibt es sogenannte Gütekriterien, die den Forschungsprozess begleiten und zur Sicherung der Qualität beitragen sollen (vgl. Strübing, 2018, S. 204). Güteurteile sollten sich nach Strübing (ebd.) auf fünf verschiedene Gütekriterien berufen. Darunter befindet sich die Gegenstandsangemessenheit, die z.B. die Angemessenheit von Untersuchungsmethode und Forschungsgegenstand sowie Justierungsprozesse im Verlauf der Forschung beinhaltet. Die empirische Sättigung stellt ein weiteres Gütekriterium dar (vgl. ebd., S. 207ff.). Damit „ist jene Qualität gemeint, die eine Studie aus der empirischen Durchdringung des Forschungsgegenstandes und aus der Verankerung ihrer Interpretation im Datenmaterial gewinnt“ (ebd., S. 209). Als drittes Gütekriterium wird die theoretische Durchdringung genannt, worunter die Angewiesenheit der empirischen Forschung auf theoretisches Vorwissen zu verstehen ist. Zu einem Forschungsprojekt gehört auch eine überzeugende schriftliche Präsentation der Ergebnisse, die unter dem Begriff der textuellen Performanz gefasst wird. Grundsätzlich soll die Forschung einen Mehrwert für das Handeln in der Wissenschaft und in der Praxis bieten und die Entwicklung des Forschungsfelds vorantreiben, was mit dem fünften Gütekriterium der Originalität zum Ausdruck gebracht wird (vgl. ebd., S. 211ff.).
Neben den Gütekriterien ist auch die „Forschungsethik […] ein immanenter Bestandteil der empirischen Sozialforschung, der vielfältige Reflexionsprozesse und Entscheidungen verlangt“ (von Unger, 2018, S. 681) und sich damit befasst, „inwiefern ein bestimmtes Forschungshandeln aus ethischer Sicht gerechtfertigt ist“ (ebd.). Unter dem Begriff der Forschungsethik sind forschungsethische Grundsätze summiert, die im Forschungsprozess, mehr oder minder verbindlich, zu berücksichtigen sind (vgl. ebd., S. 681f.). Als forschungsethisches Basisprinzip gilt die informierte Einwilligung, die meist schriftlich fixiert wird und besagt, dass es der Zustimmung der Interviewten zur Erhebung personenbezogener Daten bedarf und dass die Teilnehmenden ausreichend über den Zweck der Befragung aufzuklären sind. Auch ist auf die Freiwilligkeit der Teilnahme hinzuweisen, ebenso wie auf die Möglichkeit, die Teilnahme jederzeit abbrechen oder bereits mitgeteilte Informationen zurückziehen zu können. Dabei ist sicherzustellen, dass die Interviewpartner*innen die Informationen verstehen und personenbezogene Merkmale, wie z.B. geringe Sprachkenntnisse, berücksichtigt werden. Weitere forschungsethische Prinzipien sind die vertrauliche Handhabung und die Anonymisierung der erhobenen Daten, sodass keine Identifizierung der Teilnehmenden möglich ist11. Darüber hinaus sind in Deutschland datenschutzrechtliche Bestimmungen zu berücksichtigen, die bspw. die Veröffentlichung personenbezogener Daten regeln. Die Prinzipien der Forschungsethik verfolgen das Ziel der Nicht-Schädigung der Teilnehmenden durch die Beteiligung an der Forschung. Sie dienen ihrem Schutz und sind in Ethik-Kodizes festgehalten (vgl. Miethe, 2013, S. 927ff.). Diese können lediglich Orientierung bieten, aber die Sensibilität, Selbstreflexion des Forschenden und Abwägungen im spezifischen Forschungsfeld nicht ersetzen (vgl. von Unger, 2018, S. 682f.). Im Allgemeinen gilt es, mögliche Schäden für die Teilnehmenden zu antizipieren, soweit möglich zu reduzieren und über verbleibende Risiken zu informieren (vgl. ebd., S. 686).
Im Rahmen dieser Forschungsarbeit wurde ein Informationsblatt für die Interviewpartner*innen (siehe Anhang 1.2, S. XX) ausgeteilt sowie eine informierte Einwilligung in Schriftform (siehe Anhang 1.3, S. XXI) eingeholt, die dem Sprachniveau der Teilnehmenden angemessen ist und mündlich erläutert wurde. Des Weiteren ist eine Datenschutzerklärung (siehe Anhang 1.4, S. XXII) aufgesetzt worden. Dabei wurden auch forschungsethische Aspekte, wie z.B. die vertrauliche Handhabung der erhobenen Daten sowie deren Anonymisierung, besprochen und zugesichert. Um z.B. die Interviewteilnehmenden voneinander unterscheiden zu können, erfolgte eine Pseudonymisierung anhand festgelegter Zuordnungsregeln (vgl. Buchner, 2018, S. 229f.). Außerdem wurden die dargelegten Gütekriterien innerhalb des Forschungsprozesses immer wieder reflektiert, um die Qualität dieser Arbeit zu gewährleisten.
Im nachfolgenden Kapitel wird der präzise Forschungsgegenstand skizziert, da dessen Definierung Auswirkungen auf den weiteren Forschungsprozess hat.
Die Darlegung eines präzise formulierten Forschungsgegenstandes ist bedeutend, da z.B. die Wahl des Erhebungsverfahrens und die Entscheidung für eine Auswertungsmethode am Gegenstand der Untersuchung zu begründen sind. Mit der Orientierung am präzise gefassten Forschungsgegenstand ist ebenfalls gewährleistet, dass die gewählten Instrumente diesem angemessen sind (vgl. Helfferich, 2011, S. 26).
„Das Thema hat eine inhaltliche Fassette (sic!) […] und eine theoretisch-methodologische, die den Status dessen bestimmt, was […] als Ergebnis präsentiert werden soll“ (ebd., S. 168). Die inhaltliche Facette des Forschungsthemas bildet das ERT in Folge der Covid-19-Pandemie in einem Bildungsangebot der wissenschaftlichen Weiterbildung für geflüchtete Erwachsene, die damit gemachten subjektiven Erfahrungen und die damit einhergegangenen Chancen, Herausforderungen und Probleme aus Sicht der Teilnehmenden. Dazu sollen im erhobenen Datenmaterial retrospektiv Zugänge zu subjektiven Sichtweisen (vgl. Flick et al., 2017, S. 19), Erfahrungen und subjektivem Alltags- und Erfahrungswissen der höherqualifizierten Geflüchteten in Bezug auf das ERT sowie die Umstellung darauf eröffnet und gewonnen werden. Dies stellt die theoretisch-methodologische Facette des Forschungsthemas dar.
Basierend auf der Auswertung der Interviews in Bezug auf die Erfahrungen, Probleme, Herausforderungen und Chancen werden (zielgruppenspezifische) Bedürfnisse und Bedarfe der Interviewteilnehmenden herausgearbeitet, sodass daraus begründet und nachvollziehbar Optimierungsempfehlungen für zukünftiges ERT im genannten Rahmen abgeleitet werden können.
Durch die Wahl des institutionellen Kontextes des Kontaktstudiums als Forschungsfeld werden bereits bestimmte Charakteristika der zu befragenden Personen durch die strukturelle Rahmung des Angebots, wie z.B. die Voraussetzungen zur Teilnahme, vorgegeben. Dadurch ist auch die Wahl der Interviewpartner*innen bereits maßgeblich vorbestimmt, auf die im nachfolgenden Kapitel noch einmal eingegangen wird.
Eine entscheidende Frage innerhalb des Forschungsprozesses, deren Entscheidung meist auf Basis des präzisen Forschungsgegenstandes erfolgt, lautet: „Wer soll überhaupt interviewt werden?“ (Helfferich, 2011, S. 168). Aus dem präzisierten Forschungsgegenstand und dem definierten Forschungsfeld ergibt sich bereits ein für die Interviews in Betracht kommender Personenkreis (vgl. ebd.), der in diesem Abschnitt anhand der Darlegung relevanter Merkmale spezifiziert wird. Einige Voraussetzungen der Interviewpartner*innen werden, wie zuvor bereits erwähnt, durch den ausformulierten Forschungsgegenstand mit dem Fokus auf der wissenschaftlichen Weiterbildung des Kontaktstudiums sowie dessen strukturelle Rahmung festgelegt. So erfüllen alle Teilnehmenden des Weiterbildungsangebots eine Reihe an Kriterien, die sie erst zur Teilnahme an diesem berechtigen und die ebenfalls für das Forschungsvorhaben von Relevanz sind. Demnach bedarf es eines (sozial)pädagogischen Hintergrunds, der durch ein Studium, eine Ausbildung oder Berufserfahrung im Herkunftsland nachzuweisen ist. In Bezug auf die dargelegte Definition höherqualifizierter Geflüchteter werden in der Forschung nur Teilnehmende berücksichtigt, die in ihren Herkunftsländern zumindest ein Studium begonnen haben, auch wenn am Kontaktstudium auch Personen aus Nicht-EU-Staaten mit einem Migrationshintergrund teilnehmen können. Diese Eingrenzung erscheint auch dahin gehend sinnvoll, um ein gewisses Maß an Homogenität der Interviewteilnehmenden und damit die Möglichkeit einer begrenzten Verallgemeinerung der gewonnenen Ergebnisse sichern zu können (vgl. Merkens, 2017, S. 290f.), denn eine umfassende Repräsentanz der Gesamtheit der Teilnehmenden des Kontaktstudiums innerhalb der Untersuchungsgruppe ist nicht realisierbar12 (vgl. Helfferich, 2011, S. 172ff.). Außerdem bedarf es mindestens dem Sprachniveau B1 des Gemeinsamen Europäischen Referenzrahmens, womit zugleich davon ausgegangen werden kann, dass die Interviewten die benötigte sprachliche Grundlage für die Interviewteilnahme aufweisen. Besonders relevant ist außerdem der Zeitpunkt der Teilnahme, da sich das Erkenntnisinteresse der Untersuchung auf die coronabedingte Online-Lehre bezieht. Alle Interviewteilnehmenden müssen daher zur Zeit des ERTs aktiv an der Weiterbildung teilgenommen haben, um ihre Erfahrungen und Sichtweisen zu diesem Themenkomplex im Interview offenlegen zu können.
