„Ausgelöst durch den technologischen Paradigmenwechsel der Digitalisierung erleben wir einen gesellschaftlichen Epochenwandel. Die Komplexität unserer Gesellschaften hat sich enorm erhöht, sie ist zu einem fundamentalen Teil unseres Lebens geworden.“ (Siemens 2021, S. 5)
Sowohl die Gegenwart als auch die Zukunft des Arbeitens ist von Technologie geprägt – die Digitalisierung und der damit einhergehende technologische Wandel erfordert eine digitale und kulturelle Transformation von Unternehmen. Um diese digitale Transformation zu ermöglichen sind Kompetenzen von Mitarbeitenden für den Umgang mit digitalen Technologien unumgänglich. Hierbei spricht man im Wirtschaftskontext bereits von digitalen Kompetenzen. Mangelnde Digitalkompetenzen bei Mitarbeitenden und Führungskräften stellen eine enorme Herausforderung für die digitale Transformation dar, denn die Digitalkompetenz von Menschen ist die Wurzel der digitalen Transformation von Unternehmen. Arbeitnehmer/innen benötigen eine digitale Grundkompetenz, um langfristig arbeits- und anpassungsfähig zu bleiben. Berufsprofile der Zukunft setzen grundlegende Digitalkompetenzen voraus. Langfristige Lernkonzepte und Wandlungsprozesse, ein auf die die Unternehmensziele ausgerichtete Personalentwicklungsstrategie und ein strukturiertes Kompetenzmanagement sind demnach für den Erfolg eines Unternehmens entscheidend.
Noch in den 1990er und frühen 2000er Jahren war der Begriff der Medienkompetenz ein weit verbreitetes Schlagwort und ebenso Gegenstand vielfältiger wirtschaftlicher, rechtlicher, (bildungs-)politischer, aber auch wissenschaftlicher Diskussionen (Trültzsch-Wijnen & Brandhofer 2020, S. 7). Demnach setzte man sich als Reaktion auf gesellschaftliche Diskurse über Fragen des Lebens und des Arbeitens im Rahmen der Bildungswissenschaft, der Kommunikationswissenschaft, der Psychologie, aber ebenso der Wirtschaftswissenschaften mit Fragen der Medienkompetenz auseinander (vgl. Trültzsch-Wijnen 2020, S. 7). Ähnlich steht es heute um den Begriff der Digitalisierung, welcher sowohl im Mittelpunkt politischer Debatten als auch in wirtschaftlichen oder bildungsspezifischen Diskursen steht (vgl. ebenda). Dabei ist die Medienkompetenz nun seit einigen Jahren in den Hintergrund und dafür die sogenannte „Digitalkompetenz“ in den Fokus gerückt.
Im Mittelpunkt der vorliegenden Arbeit steht demnach die Frage, welche Fähigkeiten, Fertigkeiten und Kompetenzen Arbeitnehmer/innen benötigen, um sich in zunehmend komplexen und digitalisierten Arbeitswelten zurechtzufinden und dies vor dem Hintergrund der Digitalisierung. Ökonomische, technologische und gesellschaftliche Entwicklungen tragen dazu bei, dass sich die Arbeitswelt in einem stetigen Veränderungs- oder Weiterentwicklungsprozess befindet. Diese Prozesse haben Auswirkungen auf das Erleben und das Verhalten von Mitarbeitenden, außerdem auf die gesamte Organisation sowie noch größeren wirtschaftlichen Zusammenhängen (vgl. Kauffeld & Paulsen 2018, S. 5). Dabei ist zu betonen, dass das wichtigste Kapital einer jeden Organisation und eines jeden Unternehmens die Mitarbeiter/innen sind, denn sie sorgen für dessen Funktionsfähigkeit und gewährleisten somit den Unternehmenserfolg.
Die Corona-Pandemie im Jahr 2020 brachte viele Menschen dazu im Homeoffice zu arbeiten und veränderte das Arbeitsleben dadurch einschlägig. Die Krise war für viele Firmen eine Umstellung, die vor allem digitale Kompetenzen der Mitarbeitenden erforderte. Für Unternehmen ist die Digitalisierung unbestritten seit vielen Jahren ein sehr wichtiger Bestandteil, jedoch scheint sie gegenwärtig, unter Anbetracht der derzeitigen Arbeitssituation, wichtiger denn je. So steht die Digitalkompetenz zur Förderung der Digitalisierung aktuell im Fokus vieler Unternehmen. Sie müssen nun „Lernen neu denken“ (Nieswandt et al. 2019, S. 1), gerade in Zeiten der digitalen Transformation, um die Kompetenzen ihrer Mitarbeiter/innen erweitern zu können. So ist davon auszugehen, dass die Berufsprofile der Zukunft eine grundlegende Digitalkompetenz voraussetzen. Die jüngeren Generationen erwerben Mindeststandards in der Schule und Ausbildung, für Beschäftigte müssen jedoch Unternehmen bedarfsgerechte Lehrangebote zur Verfügung stellen. Langfristige Lernkonzepte und Wandlungsprozesse sind demnach für den Erfolg eines Unternehmens entscheidend.
Wie bereits einleitend erwähnt befindet sich die Arbeitswelt in Bezug auf Inhalte, Orte und Arbeitsweisen im stetigen Wandel. Die Ursache dafür liegt in den veränderten Rahmenbedingungen. In der Wirtschaft spricht man deshalb von der sogenannten „VUKA-Welt“. Das Akronym umfasst Volatilität, Unsicherheit, Komplexität und Ambivalenz, welche im Einzelnen im Laufe der Arbeit definiert werden. Neben den vermeintlichen Merkmalen der modernen Arbeitswelt gibt es verschiedene Treiber, die diese im Wesentlichen prägen: Digitalisierung, Automatisierung, Individualisierung, Demografischer Wandel und veränderte Berufsbilder- und biografien. Es gilt auf die sich verändernden und steigenden Anforderungen an die Fachkräfte und die neuen Berufsbilder, die zu einer wachsenden Flexibilisierung und Digitalisierung des Arbeitsmarktes führen, angemessen zu reagieren. Somit besteht dringender Handlungsbedarf bei der Ausund Weiterbildung in Digitalthemen für Mitarbeiter/innen und Führungskräfte. Fraglich bleibt, ob für Unternehmen der Begriff Digitalkompetenz bereits greifbar ist, da es für sie von so hoher Relevanz ist. Die Personalentwicklung und das damit einhergehende Kompetenzmanagement wird vor eine große Herausforderung gestellt, zunächst ihren eigenen Bedarf an Digitalkompetenz zu definieren und folglich die Digitalkompetenz (Status Quo) ihrer Mitarbeitenden zu erfassen. Der beschriebene Sachverhalt wirft folglich allerhand Fragen auf, die im Rahmen der vorliegenden Masterarbeit beantwortet werden sollen, um Unternehmen schlussendlich Handlungsempfehlungen zur Steigerung der Digitalkompetenz ihrer Mitarbeiter/innen darlegen zu können. Die Problemstellung und zugleich das Forschungsinteresse der vorliegenden Arbeit besteht zunächst darin, zu beantworten wie sich Digitalkompetenz definiert, wie man sie erfasst und wie sie individuell weiterentwickelt werden kann.
Die zentrale Forschungsfrage der Masterarbeit zum Thema: „Digitalkompetenz – Herausforderung des Kompetenzmanagements in der Personalentwicklung“ lautet daher wie folgt:

Aus der dargelegten Forschungsfrage ergeben sich folgende Unterforschungsfragen, die ebenfalls durch die Arbeit beantwortet werden sollen:

F3: Wie erfasst und vermittelt man Digitalkompetenz?
F4: Wie sollten Personalentwicklungsprozesse zur Steigerung von Digitalkompetenz durch das Kompetenzmanagement organisiert werden?
Bei der vorliegenden Masterarbeit handelt es sich um eine nicht-empirische, praxisorientierte und anwendungsbezogene Forschung. Die Arbeit soll auf einer beschreibenden Ebene Perspektiven für Unternehmen liefern, welche Voraussetzungen und Rahmenbedingungen innerhalb der Personalentwicklung bzw. des Kompetenzmanagements zur Thematik Digitalkompetenz geschaffen werden können. Dem methodischen Vorgehen des Untersuchungsvorhabens liegt demnach eine systematische Literaturrecherche sowie eine Literatur- und Dokumentenanalyse, zum Forschungsgegenstand der Digitalkompetenz und dem damit einhergehenden Kompetenzmanagement als Instrument für systematische Personalentwicklung, zugrunde. Auf Basis dessen und einem reflexiven Zusammenführen von unterschiedlichen Ansätzen zu bisherigen Forschungsergebnissen, sollen Faktoren zur Steigerung von Digitalkompetenz identifiziert werden. Wie bereits in 1.2 dargelegt, wurde für die vorliegende Forschungsarbeit eine übergeordnete Forschungsfrage inkl. drei Unterforschungsfragen aufgestellt. Der Beantwortung der Forschungsfragen liegen unterschiedliche methodische Vorgehensweisen zugrunde. Die systematische Literaturrecherche dient zunächst der Darlegung des theoretischen Rahmens der Arbeit sowie der Beantwortung der Unterforschungsfragen. Im nächsten Schritt erfolgt auf Basis dessen die Literaturanalyse zur Beantwortung der Forschungsfrage. Die systematische Literaturanalyse stellt ein bewährtes Instrument zur Zusammenfassung einer größeren Anzahl an Primäruntersuchungen zu einem vordefinierten Untersuchungsobjekt dar (vgl. Stamm und Schwarb 1995, S. 6). Dabei werden thematisch relevante Quellen zusammengeführt was die vorliegende Arbeit zur Methodik der Sekundärforschung zuordnen lässt (vgl. Stamm und Schwarb 1995, S. 6). Der systematischen Literatur- und Dokumentenanalyse lagen verschiedene Kriterien zur Auswahl von Literatur zugrunde: Aktualität, Quelle, Ausführung des Abstracts sowie des Inhaltsverzeichnisses durch eine gezielte Schlagwortsuche. Außerdem wurde die vorliegende Literatur hinsichtlich weiterer Parameter bewertet. Hierbei waren folgende Fragen entscheidend für die Auswahl der Literatur: An welche Zielgruppe richtet sich das Werk? Welche Sprache wird verwendet? Wie objektiv ist die Darstellung des Werkes? In Anbetracht des Forschungsgegenstands wurde sich auf sehr aktuelle (2016 – heute) Literatur fokussiert.
Zur Beantwortung der zugrundeliegenden Forschungsfrage ist die vorliegenden Masterarbeit wie folgt aufgebaut: Beginnend mit der Vorstellung des Forschungsgegenstandes (siehe Einleitung) werden anschließend die theoretischen Grundlagen dargelegt, welche auf das Personalmanagement zurückzuführen sind. Gegenstandsbereich des Personalmanagements ist die Personalentwicklung und das damit verbundene Kompetenzmanagement, welche ebenfalls als theoretischer Rahmen für die Arbeit dienen. Kompetenzmanagements greift die Thematik Zukunftskompetenzen auf, in welchen Digitalkompetenzen inhaltlich angesiedelt sind. Das darauffolgende Kapitel gibt einen Einblick in die Digitalisierung und digitale Transformation von Unternehmen, was gleichzeitig als Ursprung und Einflussfaktor für die Entstehung des Konstrukts der Digitalkompetenz zu verstehen ist und als thematische Überleitung zum Forschungsgegenstand (Digitalkompetenz) dient. Im nächsten Kapitel wird Digitalkompetenz zunächst definiert. Des Weiteren werden Ansätze dargestellt, wie Digitalkompetenz erfasst und im nächsten Schritt vermittelt werden kann. Als theoretisches Framing der Digitalkompetenz soll der Europäische Referenzrahmen für digitale Kompetenzen „DigComp“ herangezogen werden. Dieser ist als Instrument zur Einschätzung und Verbesserung von Digitalkompetenz zu verstehen und dient der Einordnung und Vergleichbarkeit von Mitarbeiter/innen und ihrer Organisation. Auf Basis der theoretischen Grundlagen und der umfassenden Literarturrecherche sowie Literaturanalyse erfolgt im Hauptteil die Identifizierung der Faktoren zur Steigerung von Digitalkompetenz. Im letzten Kapitel werden die Ergebnisse zusammenfassend dargelegt und die Forschungsfragen beantwortet, was zugleich als Handlungsempfehlung für Unternehmen dienen kann.
Mit dem Blick auf die Arbeitswelt zeigen bereits mehrere empirische Studien die Bedeutung von digitalen Kompetenzen für Unternehmen in der Praxis auf. Im folgenden Unterpunkt sollen vereinzelt Ergebnisse aus diesen dargestellt werden. Die Literatur zum Forschungsgegenstand der Digitalkompetenz geht frühestens auf das Jahr 2016 zurück, was zeigt, wie aktuell und relevant die Thematik derzeit ist. Studien und Publikationen zu Digitalkompetenz vor dem Jahr 2020 sind großenteils im wissenschaftlichen Kontext der Pädagogik (Bildungswissenschaften) zu finden, während heute Querverbindungen geschlagen werden und somit digitale Kompetenzen ein Zusammenspiel zwischen Wirtschaft, Pädagogik und Psychologie bilden.
Bitkom publizierte Ende 2017 eine Studie zu digitalen Kompetenzen. Genauer lautete der Arbeitstitel der Forschung „Arbeit und Qualifizierung in der digitalen Welt“ (Breitinger & Pauly 2017). Aus der Studie (2017) ging hervor, dass sich die meisten Berufstätigen nicht optimal für die digitale Arbeitswelt gewappnet fühlen. 72 % der Beschäftigten fehlt es während der Arbeit an Zeit für Weiterbildungen im Umgang mit neuen, digitalen Technologien. 59 % beklagen, dass ihr Arbeitgeber keine Weiterbildungsmöglichkeiten anbiete, um im Arbeitsalltag den Anforderungen der Digitalisierung standzuhalten. Weitere 39 % der Beschäftigten geben an, dass ihr Arbeitgeber zwar vermehrt auf digitale Technologien setze, jedoch nicht in die dafür erforderliche Weiterbildung seiner Mitarbeitenden investiere. Trotz dessen sind laut der Bitkom-Studie (2017) 77 % der Ansicht, dass die Digitalkompetenz ebenso bedeutsam wird wie die fachliche oder die soziale Kompetenz. Ausschließlich 8 % meinen, dass die Digitalkompetenz zur Kernkompetenz am Arbeitsplatz wird und somit die wichtigste Fähigkeit von Mitarbeiter/innen. 80 % erklären, dass digitale Technologien wie Computer, Internet oder digitale Produktionsmaschinen für ihre tägliche Arbeit eine große Bedeutung haben und die Beschäftigten je nach Thema einen unterschiedlichen Nachholbedarf zeigen. Jeder Dritte hat bereits eine Weiterbildung zur Bedienung von Standardprogrammen (z.B. Microsoft, SAP oder DATEV) gemacht. Zur allgemeinen Handhabung digitaler Technologien hat sich jeder Fünfte weitergebildet. 2017 bildeten sich Erwerbstätige jedoch seltener zu Datenschutz (13 %) im Internet, Digitalisierung in Wirtschaft und Gesellschaft (13 %), technischen Grundlagen wie Programmiersprachen (9 %), rechtlichen Grundlagen im Internet wie Urheberrecht (8 %) und richtigem Verhalten in Chats und Sozialen Netzwerken (3 %) (Breitinger & Pauly 2017).
Auch die Deutsche Bahn veröffentlichte bereits 2018 eine Studie zum Thema „Digitalisierung gemeinsam gestalten“, welche vom Unternehmen als internes Forschungsprojekt mit der zentralen Fragestellung „Was bedeutet Digitalisierung konkret für die ausgewählten Tätigkeitsinhalte und Berufsbilder bei der Deutschen Bahn (DB)?“ untersucht wurde.
Die Studie befasste sich zunächst mit der Digitalisierung im Konzern selbst, der Bedeutung des Arbeitens in einer digitalen Welt und den damit einhergehenden Auswirkungen auf die Tätigkeiten im DB-Konzern (Beile & Hadwiger 2018, S. 3). Kernergebnisse der DB-Studie lauteten folglich: Digitalisierung findet konzernweit statt, es wurden in allen Tätigkeiten, über verschiedene Geschäftsfelder hinweg, Veränderungen durch Digitalisierung identifiziert (vgl. Beile & Hadwiger 2018, S. 6). Laut der Studie sollen diese digitalisierungsbedingten Veränderungen durch eine frühe Einbindung der Mitarbeitenden sowie der Interessensvertretungen in Veränderungsprozesse praxistauglich gestaltet werden (vgl. ebenda). Um Veränderungen gemeinschaftlich gestaltbar zu machen, sei bei allen Beteiligten eine grundsätzliche Offenheit für Veränderungen und Digitalisierung notwendig. Ebenso wie durch Digitalisierung entstehende neue Aufgaben- und Tätigkeitsprofile, während andere teilweise oder auf lange Sicht gesehen vollständig wegfallen (vgl. Beile & Hadwiger 2018, S. 7). Als zentrales Ergebnis ging aus der DB-Studie hervor, dass sich Kompetenzanforderungen verändern: „Durch die Digitalisierung können Aufgaben komplexer, aber auch monotoner werden. Häufig sind steigende Anforderungen an die digitale Kompetenz der Beschäftigten und in Kundenkontexten eine Verschiebung der Kompetenzanforderungen in Richtung Serviceorientierung zu beobachten.“ (Beile & Hadwiger 2018, S. 7). Sie beschreiben die Anforderungen als vielfältig und zukünftig steigend (Beile & Hadwiger 2018, S. 30). Ebenso wie es notwendig ist, eine bahnspezifische Definition von digitaler Kompetenz zu entwickeln, die jeweils tätigkeitsspezifisch angepasst werden muss (vgl. Beile & Hadwiger 2018, S. 30).
Auch eine Studie von Ashoka (Organisation) und McKinsey (Unternehmensberatung) aus dem Jahr 2018 zeigt, dass Automatisierung nicht nur Nachfrage nach digitalen Fähigkeiten steigert, sondern auch nach sozialen Kompetenzen. Demnach müssen Unternehmen neue Modelle der Aus- und Weiterbildung entwickeln. Zentrales Ergebnis der Studie ist, dass Unternehmen neue Formen und Inhalte zur Aus- und Weiterbildung für Mitarbeitende entwickeln müssen, um wettbewerbsfähig zu bleiben (vgl. Hoell, Daub & Wiesinger 2018, S. 4 f.). Laut der Studie sollte systematisch zwischen vier Formen und Inhalten der Aus- und Weiterbildung unterschieden und Angebote entwickelt werden:Upskilling, Digital Reskilling, Human Reskilling und Meta Skills (Hoell, Daub & Wiesinger 2018, S. 6 f.). Dabei handelt es sich bei Upskilling und Reskilling um kurzfristige Maßnahmen, mit denen Unternehmen ihre Mitarbeiter/innen schulen müssen, um auf kurzfristige technologische Veränderungen reagieren zu können. Meta Skills wiederum seien langfristig benötigte Fähigkeiten, die Mitarbeiter in die Lage versetzen sollen, sich dauerhaft auf Veränderungen einzustellen und weiterzuentwickeln zu können (vgl. Hoell, Daub & Wiesinger 2018, S. 6 f.).
Auch Capgemini Invent (2019) beschreibt die Digitalisierung als unaufhaltsam und verändernd für die Arbeitswelt und somit auch für zukünftig geforderten Kompetenzen. Für die Bewältigung dieser Herausforderungen sind groß angelegte Personalentwicklungsmaßnahmen gefordert (vgl. Brückner 2019).
Eine Studie der IUBH befasst sich ebenfalls mit der Digitalisierung im Fokus des neuen Lernens (Trendstudie Upskilling 2020), diese bestätigt Upskilling als Weiterbildungsform der Zukunft. Auch laut dieser Studie ist Wandel der Arbeitswelt tiefgreifend. Gleichzeitig verändern sich auch die Anforderungen, die ein zeitgemäßes Weiterbildungskonzept erfüllen muss. Demnach bedarf es einer Neuausrichtung der Lernmodelle und -kultur, die weiter greift als die klassischen Lernangebote bisher (Jeschke 2020, S. 7). Dabei sollte laut der Upskilling-Studie genau da angesetzt werden, wo gezielt Kompetenzbedarf (Digitalisierung) besteht. Auch die IUBH-Trendstudie zeigte kürzlich (2020), dass es einen großen Weiterbildungsbedarf für digitale Kompetenzen in Unternehmen gibt (vgl. Jeschke 2020, S. 7). So sehen 42,6 % den größten Weiterbildungsbedarf im Bereich IT & Technik (Jeschke 2020, S. 7).
Der bisherige Forschungsstand lässt jedoch die Frage offen, wie der Digitalkompetenzbedarf von Erwerbstätigen zielgerecht gesteigert werden kann. Es wurden bislang vermehrt Ansätze für eine Definition von Digitalkompetenz durch verschiedene Studien geliefert, ebenso wie die Identifikation eines stark ausgeprägten Weiterbildungsbedarf im Bereich der digitalen Kompetenzen, jedoch keine allgemeingültigen Erkenntnisse, welche Faktoren zu einer bedarfsgerechten Steigerung von Digitalkompetenz führen.
Für das inhaltliche Verständnis der vorliegenden Arbeit bedarf es zunächst mehrere Begriffserklärungen. Das folgende Kapitel soll also einen umfassenden Einblick in den theoretischen Rahmen der vorliegenden Forschungsarbeit liefern.
Personalmanagement und Human Resource Management werden häufig synonym verwendet, jedoch ist hierbei zu differenzieren. Innerhalb der Wissenschaft und Literatur sind diese Unterscheidungen nicht trennscharf. Im Folgenden soll ein Ansatz für die Differenzierung der beiden Begrifflichkeiten dargelegt werden. Prescreen (2021) liefert Ansätze für mögliche Unterscheidungen: Personalmanagement wird dabei als traditioneller Ansatz zur Verwaltung von Personen in der Organisation und Human Resource Management als moderner Ansatz verstanden. Während sich das klassische Personalmanagement demnach auf die Personalverwaltung, Personalerhaltung, Personalbeschaffung sowie auf die Verwaltungsfunktion zur Zielerreichung des Unternehmens fokussiert, setzt das Human Resource Management den Menschen als wichtigste und wertvollste Ressource zur Erzielung des gewünschten Outputs voraus (vgl. Prescreen, 2021).
Aufgrund der eingangs bereits identifizierten Unterschiede des PM und HRM ist zu sagen, dass das Human Resource Management einen zentralen Bestandteil dieser Arbeit darstellt, weil es Ursprung und Ausgangspunkt der zu untersuchenden Thematik ist und somit den theoretischen Rahmen bildet. Der Begriff „Human Resource Management“ entstand 1965 in den USA und ging aus einem Artikel der Harvard Business Review hervor (Stahl 2020, S. 5). Darin hieß es laut Stahl (2020), Bedingungen zu schaffen, unter denen Menschen ihre ureigenen Ressourcen, die bislang in Organisationen sträflich verschwendet wurden, voll entfaltbar zu machen (vgl. Stahl, S. 5). Diese Aussage traf den Zeitgeist der USA und somit wurde Empowerment gelebt, verborgene Kräfte wurden mobilisiert und das Selbst verwirklicht (Stahl 2020, S. 5).
Stahl benennt ebenso drei richtungsweisende Gedanken, die das Human Resource Management vom Personalmanagement unterscheiden. Er stellt dabei insbesondere den mit dem HRM einhergehenden Gedanken der Ressourcenorientierung hervor (Stahl 2020, S. 6). Menschen verfügen demnach zum einen über intrapersonale Ressourcen – Wissen, Eigenschaften, Fähigkeiten, Fertigkeiten, motivationale Bereitschaft – zum anderen interpersonale Ressourcen – ein positives Miteinander, begünstigende Beziehungsmuster, die Bereitschaft zu gegenseitigem sozialen Austausch, einen flexiblen Umgang mit sozialen Situationen – sowie externe Ressourcen – natürliche und technische Hilfsmittel, Einkommen, die Wohnund Arbeitsumgebung (Stahl 2020, S. 6). So umfasst Ressourcenorientierung einen bewussten und zielgerichteten Umgang mit Ressourcen.
Im unternehmerischen Kontext ist dem Human Ressource Management demnach die Bedeutung des „Rahmen mit Richtung“ (Duch 1986, S. 377) zuzuweisen. Wie bereits beschrieben bildet der Kern des Rahmens die Einbindung der Unternehmensstrategie und somit die Sicherstellung der zur Umsetzung der Strategie notwendigen organisationalen Strukturen und personalen Ressourcen (vgl. Bormann 2015, S 15). Die untenstehende Abbildung illustriert das Modell zur Integration des HRM in die Unternehmensführung.
