Unternehmen müssen sich vielfältigen Herausforderungen aufgrund von geänderten Marktbedingungen stellen. Im Bereich des Arbeitsmarktes sind die wesentlichen Treiber und Trends der letzten und auch zukünftigen Jahre der demografische Wandel, die Globalisierung, die Digitalisierung sowie der kulturelle und gesellschaftliche Wandel.1 Aus diesen Treibern und Trends ergibt sich ein allgegenwärtiger Mangel an Fach- und Führungskräften. Dies stellt die Unternehmen vor die Herausforderung, die vorhandenen Fachkräfte langfristig halten zu können und zusätzliche neue Talente erfolgreich anzulocken. Der Mangel an Fachkräften führt zum viel zitierten „War for Talents“.
Unternehmen werden künftig stärker damit konfrontiert sein, dass ihre leistungsfähigsten Mitarbeitenden von der Konkurrenz umworben und im schlimmsten Fall abgeworben werden.2 Auf der anderen Seite wird es zunehmend schwieriger neue Mitarbeitende zu gewinnen. Seit mehr als einer Dekade blicken wir auf ein jährliches Wirtschaftswachstum zurück. Lediglich das Jahr 2020 stellt hier mit einem preisbereinigtem BIP von -4,6% eine Ausnahme.3 Die jungen Menschen werden aktuell in einer Zeit groß, in der es nahezu eine Vollbeschäftigung gibt und bedingt durch die Berichterstattung über die Herausforderungen des Arbeitsmarktes zusätzlich darin bestärkt, wie wertvoll und notwendig sie für die Unternehmen sind. Entsprechend selbstbewusst ist das Auftreten dieser Generation. Arbeitslosigkeit spielt bei ausgebildeten Fachkräften praktisch keine Rolle mehr. Es kommt hinzu, dass nun die in den 1960er Jahren geborenen Babyboomer nach und nach aus dem Arbeitsleben ausscheiden und sich die Situation dadurch weiter verschärft.
Der Talentekrieg wird somit zu einer Daueraufgabe für die Unternehmen im Werben um die qualifiziertesten und motiviertesten Menschen und insbesondere durch das immer dominantere Auftreten dieser Generation verschieben sich die Kräfte zugunsten der Talente.4 Diese Entwicklung wird zusätzlich getrieben durch den immer größeren Bedarf an höher qualifizierten Mitarbeitenden in unserer Wissensgesellschaft. Des Weiteren gibt es einen Wertewandel, im Hinblick auf die Arbeit, den man mit dem viel zitierten Satz „Ich lebe nicht, um zu arbeiten, sondern arbeite, um zu leben“ treffend beschreiben kann. Der Arbeitsmarkt befindet sich also in einem Umbruch und wem es nicht gelingt diese Herausforderungen zu meistern drohen Wachstumsverluste und in letzter Konsequenz möglicherweise sogar eine Verdrängung aus dem Markt.5
Die Auswirkungen der COVID-19 Pandemie auf die geschilderte Situation beschleunigen die Herausforderungen und wirken wie ein Brennglas. In nahezu allen Bereichen gibt es neue Anforderungen an Digitalisierung und die Notwendigkeit der sofortigen Realisierung. Beispielhaft ist hier das Thema Homeoffice zu nennen, das während der Pandemie eine kurzfristige Notwendigkeit zur Kontaktreduzierung dargestellt hat. Während es vor der COVID-19 Pandemie in 51% der Unternehmen Mitarbeitende gab, die regelmäßig im Homeoffice arbeiteten waren es im Juli 2020 rund 76%.6 Arbeitsprozesse wurden innerhalb kürzester Zeit digitalisiert, neue Kommunikationstools eingesetzt sowie notwendige digitale Kompetenzen ausgebaut. Hierbei ist davon auszugehen, dass auch in der Zeit nach COVID-19 das Thema Homeoffice eine dauerhafte und zunehmende Bedeutung für die Unternehmen haben wird.7
Zu Beginn der COVID-19 Pandemie ist es zunächst zu einer Belastung der Arbeitsmärkte gekommen, da für viele Unternehmen Geschäftsgrundlagen zumindest kurzfristig weggefallen oder zumindest unklar waren. Bereits im Dezember 2020 haben schon wieder 54% von 1150 befragten mittelständischen Unternehmen den Fachkräftemangel als größte Gefahr für die Entwicklung Ihres Unternehmens gesehen.8 In einer erneuten Befragung im November 2021, also mitten in der vierten COVID-19 Welle, haben 67% den Fachkräftemangel als größte Gefahr für die Entwicklung Ihres Unternehmens angesehen. Die Angst vor dem Fachkräftemangel überwiegt also der Angst vor hohen Rohstoff- und Energiepreisen, vor Cyberkriminalität, der Verstärkung der Pandemie sowie möglichen schwachen Konjunkturentwicklungen.9
Es ist demnach und wird in der Zukunft verstärkt ein Wettbewerbsfaktor sein, die richtigen Mitarbeitenden in ausreichender Anzahl an das eigene Unternehmen zu binden bzw. neu zu gewinnen. Hierbei werden fair ausgehandelte Kompromisse, die sich aus den Flexibilitätsanforderungen der Unternehmen sowie den geänderten Bedürfnissen von Mitarbeitenden ergeben von zentraler Bedeutung sein.10
Im Kontext der geschilderten Problemstellung bekommt die Gestaltung der Arbeitgebermarke eine immer größere Bedeutung, um als Unternehmen attraktiv für die vorhandenen sowie zukünftigen Beschäftigten zu sein. Die verstärkte Nutzung des Homeoffice hat als eine neue Form der Arbeit den Begriff New Work in den Fokus gerückt. New Work ist jedoch vielmehr als nur Homeoffice oder ortsungebundenes Arbeiten. Im Rahmen einer allgemeinen Begriffszuordnung kann man unter New Work die grundlegenden und nachhaltigen Veränderungen der Arbeitswelt sehen. Also auch die geschilderten Treiber und Trends des Arbeitsmarktes sowie die damit verbundenen Unsicherheiten und Veränderungsprozesse.
Im Rahmen dieser Arbeit soll durch ein übergreifendes Gesamtverständnis von New Work erarbeitet werden, wie die Arbeitgebermarke positiv durch den Einsatz von New Work Instrumenten und Ideengut beeinflusst werden kann. Es soll erarbeitet werden, wie es gelingen kann, den Bedürfnissen der Mitarbeitenden an die Arbeit gerecht zu werden um sich attraktiv als Arbeitgeber zu positionieren. Es sollen insbesondere die ursprünglichen Gedanken von New Work berücksichtigt und auf den Kontext der Arbeitgebermarke interpretiert und angewendet werden.
Die Problemstellung betrifft alle Unternehmen. Kleine und mittlere Unternehmen (KMU) spielen jedoch in Deutschland eine besondere Rolle und werden regelmäßig als das Rückgrat der deutschen Wirtschaft beschrieben. Über 99% der Unternehmen in Deutschland gehören dieser Gruppe an.11 Im Kampf um die umworbenen Talente haben die KMU zumindest auf den ersten Blick Nachteile gegenüber bekannten Großkonzernen wie z. B. BMW, Porsche, Adidas und Audi, die bei Arbeitgeberrankings durchweg auf den vorderen Plätzen liegen. Häufig sind die KMU, wenn überhaupt nur regional bekannt, da sie in einem engen geografischen Rahmen um ihren Standort agieren und nicht auf bekannte Produktmarken aufbauen können. Entsprechend sind diese Unternehmen weniger präsent. Auf der anderen Seite verfügen die KMU über besondere Charakteristika, die sie als Arbeitgebende gegenüber Großunternehmen besonders attraktiv machen können.
Ein weiteres Ziel dieser Arbeit ist es daher, unter den Gesichtspunkten von New Work, speziell die Besonderheiten von KMU zu berücksichtigen. Durch das Herausarbeiten dieser Unterschiede sollen die KMU zusätzliche Chancen bekommen, um im Wettbewerb mit den Großunternehmen, Vorteile im Kampf um die Fachkräfte zu erlangen.
In der Literatur findet sich keine einheitliche Definition einer Arbeitgebermarke. Eine Zusammenstellung von häufig zu findenden Erklärungen liefert Tabelle 1:

Die Schnittmenge der verschiedenen Definitionen findet sich zum einen in der Differenzierung, die sich in unterschiedlichen Ausdrucksweisen wie „unverwechselbar“, „differenziert“, „einzigartig“ oder „identitätsorientiert“ zeigt, sowie der Attraktivität.
Arbeitgeberattraktivität ist jedoch nicht gleichzusetzen mit der Arbeitgebermarke. Vielmehr ist die Arbeitgebermarke ein Steuerungsinstrument für die Arbeitgeberattraktivität. Allerdings gibt es viele weitere Einflussgrößen, die zur Arbeitgeberattraktivität führen. Hierzu zählen auch die harten Faktoren wie Gehalt, Sozialleistungen, flexible Arbeitszeitmodelle und viele mehr.12 Eine Marke, im Allgemeinen, beinhaltet zunächst ein Markennutzungsversprechen an eine Zielgruppe unter Einschluss von Differenzierungen zu Wettbewerbern. Dieses Versprechen entsteht in der Regel durch eine Verdichtung, der zumeist umfassend beschriebenen Markenidentität.13
Die Arbeitgebermarke wird überwiegend als eine Komponente der Unternehmensmarke verstanden. Streng genommen darf es den Begriff der Arbeitgebermarke gar nicht geben, da er nur einen Teil oder eine besondere Ausprägung der Unternehmensmarke darstellt. Die Unternehmensmarke hat als relevante Bezugsgruppen die Absatzmärkte (Kunden), Beschaffungsmärkte (Lieferanten) und Kapitalmärkte (Investoren), siehe Abbildung 1. Die Arbeitgebermarke spezifiziert und ergänzt die Unternehmensmarke nun speziell für die Zielgruppe in den Arbeitsmärkten, also für die aktuellen und zukünftigen Mitarbeitenden und Führungskräfte.14

Bei der Arbeitgebermarke geht es, wie bei der Marke im Allgemeinen, im Kern darum dem Unternehmen eine unverwechselbare Identität, eine eigene Persönlichkeit zu geben. Der Grundgedanke hierbei ist je größer die Attraktivität der Unternehmensmarke umso einfacher kann man leistungsstarke Mitarbeitende binden und neue Talente gewinnen.15 Über die Arbeitgebermarke wird also die Einzigartigkeit des Unternehmens erarbeitet. Zusätzlich wird diese operativ umgesetzt und intern wie auch extern kommuniziert.16
Als Ziel der Arbeitgebermarke gilt es hieraus nun ein Arbeitgeberimage zu prägen und zu kommunizieren, welches dazu führt, dass sich qualifizierte und motivierte Mitarbeitende für das Unternehmen interessieren, für dieses arbeiten möchten und vorhandene Leistungstragende gehalten werden können. Auch die Emotionalisierung spielt hier wie bei der klassischen Produktmarke eine Rolle. Fühlen sich Mitarbeitende emotional verbunden, führt dies zu Markentreue, Loyalität und ebenso zur Steigerung der Unternehmensidentifikation. Diese Faktoren können dann Lockgehälter überflüssig machen. Die klare Darstellung der Differenzierungsmerkmale soll auch dazu führen ggf. weniger, dafür aber besser geeignete Bewerbende zu finden, die fachlich und insbesondere kulturell besser zum Unternehmen passen.17 Somit wird deutlich, dass die Arbeitgebermarke auch zentrale Funktionen für die Arbeitnehmenden übernimmt. Zusammengefasst sind hier die Vorteile für die Beschäftigten in der Orientierung, der Vertrauensbildung und der Identifikation zu benennen.18 Die Ziele / Potenziale einer Arbeitgebermarke können im Wirkungskreis (Abbildung 2) dargestellt werden, der zum Standard in der Fachliteratur geworden ist.19

Die Begriffsverwendung in der Literatur ist nicht immer trennscharf. Um die Abgrenzung der Begriffe deutlich zu machen, soll hier die im Jahr 2006 von der Deutschen Employer Branding Academy (DEBA) und häufig zitierte Definition von Employer Branding herangezogen werden: „Employer Branding ist die identitätsbasierte, intern wie extern wirksame Entwicklung und Positionierung eines Unternehmens als glaubwürdiger und attraktiver Arbeitgeber.“20
Das Employer Branding ist also als ein Prozess zu verstehen. In diesem Prozess geht es darum, das Unternehmen zu entwickeln und zu positionieren. Die Arbeitgebermarke ist dann das hieraus resultierende Produkt, das Ergebnis. Das Ziel von Employer Branding ist immer die Bildung einer Arbeitgebermarke. Employer Branding ist jedoch mehr als Personalmarketing. Es geht vordergründig um einen Prozess der Identitäts- und Organisationsentwicklung.21
Der Begriff der KMU ist allgegenwärtig, eine eindeutige und einheitliche Definition fehlt jedoch bisher in der Literatur.22 Es ist häufig auch die Rede vom Mittelstand. In ihrem Kern beruhen sowohl die nationalen als auch die internationalen Einordnungen auf den gleichen Kriterien. Es werden für die Zuordnung sowohl quantitative als auch qualitative Merkmale herangezogen. Überwiegend trifft man auf die quantitative Zuordnung. Als konkrete Kriterien werden die Zahl der Beschäftigten, der Umsatz sowie gegebenenfalls die Bilanzsumme herangezogen. Es gibt jedoch in Hinblick auf die Größenmerkmale Unterschiede. Große Bedeutung hat die Einordnung der Europäischen Kommission aus dem Jahr 2003 (Tabelle 2), da diese bei der Vergabe von Fördermitteln zugrunde gelegt wird.

Diese Schwellenwerte gelten für Einzelunternehmen. Bei Unternehmen, die Teil einer Unternehmensgruppe sind, müssen je nach Beteiligungshöhe, auch die Werte der Gruppe mitberücksichtigt werden, um deren stärkere Wirtschaftskraft zu berücksichtigen.23
Der Begriff Mittelstand wird oft auch als Synonym für Familienunternehmen angesehen.24 So ist auch zu erklären, dass Unternehmen die deutlich über den Schwellenwerten der EU-Kommission liegen sich regelmäßig dennoch der Gruppe Mittelstand zuordnen, wenn es sich um Familienunternehmen handelt.
Bei der qualitativen Einordnung werden oft Merkmalskataloge herangezogen, die sich in Umfang und Detail unterscheiden. Für die praktische Anwendung und Zuordnung ist jedoch die mangelnde Operationalisierbarkeit ein Manko.25 Auf der anderen Seite ist die größte Schnittmenge der unterschiedlichen Merkmalskataloge die Persönlichkeit der unternehmerisch Tätigen.26 Hieraus ergeben sich führungsspezifische Merkmale in den KMU, die häufig mit einem patriarchalischen Führungsstil verbunden sind. Auf der anderen Seite aber werden Mitarbeitende oftmals in einem positiven Sinne fast schon wie Familienangehörige angesehen.27
Zu den organisationsspezifischen Merkmalen zählen oftmals flache Organisationsstrukturen und eine geringere Arbeitsteilung. Dies führt auch zu höheren Anforderungen an die Mitarbeitenden. Es sind mehr die fachlich breit aufgestellten Menschen statt die Spezial-Fachleute erforderlich, während mittlere Managementebenen oftmals entfallen.28 Hieraus ergeben sich weniger monotone Arbeitsinhalte sowie die Möglichkeit mehr Verantwortung zu übernehmen.
Der Begriff New Work wird häufig für alle möglichen Formen moderner Arbeit benutzt. Oftmals handelt es sich nur um einzelne Aspekte, nicht selten um unbedeutende Details. „New Work hat sich zu einem Containerbegriff entwickelt, in den jeder hineinwerfen darf, was er will. […] Container und Containerbegriffe sind irgendwann voll, stinken und verlieren dann dramatisch an Attraktivität. Das hat das Thema New Work nicht verdient.“29
Beim New Work Barometer 2020 wurden durch einen Onlinefragebogen vier verschiedene Verständnisse des Begriffs New Work vorgestellt. Es wurden möglichst Zitate aus den jeweiligen Werken der Vertreter vorgestellt. Die Antwortmöglichkeiten waren skaliert von 1 = überhaupt nichtzutreffend, bis 7 = voll und ganz zutreffend.30 Die Ergebnisse zeigt Abbildung 3.

New Work SE ist ein börsennotiertes Unternehmen, dass bis 2019 XING hieß. Hierzu soll lediglich noch erwähnt werden, dass das Unternehmen im Jahr 2017 Frithjof Bergmann, auf eine Konferenz eingeladen hat, auf der er zum Thema New Work gesprochen hat. Bergmann gilt als Vater von New Work und war eine mögliche Antwort beim Fragebogen. Erstaunlich ist, dass Bergmann, dennoch nur mittlere Zustimmungswerte bekommen hat. Vermutlich liegt dies daran, dass viele Menschen, die sich mit New Work beschäftigen, die Werke von Bergmann gar nicht gelesen haben. Auf der XING Konferenz im Jahr 2017 war Bergmann bereits 87 Jahre alt, als er über das Thema New Work sprach. Das Alter von Bergmann macht deutlich, dass die ursprüngliche Idee gar nicht mehr so neu ist, sondern bereits 40 Jahre alt.31
Die Ideen von Bergmann werden als New Work Ursprung in Kapitel 2.3.1. vorgestellt, während die Konzepte „New Work Charta“ in Kapitel 2.3.2. und „Psychologisches Empowerment“ in Kapitel 2.3.3. im Rahmen des heutigen Verständnisses einfließen, um ein Gesamtverständnis von New Work zu erarbeiten.
Der Begriff New Work ist auf Frithjof Bergmann zurückzuführen. Bergmann, geboren in Sachsen, verbrachte seine Kindheit in Österreich und ging als 19-jähriger zunächst geplant für ein Studienjahr nach Amerika. Er blieb jedoch in Amerika und schlug sich zunächst mit einfachen Gelegenheitsjobs durch und verbrachte sogar zwei Jahre lang als absoluter Selbstversorger auf dem Land. Sein Philosophiestudium an der Eliteuniversität Princeton, mit anschließender Promotion, brachten ihm Lehraufträge in Princeton, Stanford, Chicago und Berkeley. Nachdem Bergmann im Jahr 1984 gemeinsam mit General Motors das erste Zentrum für Neue Arbeit in der Automobilstadt Flint in Michigan gründete wurde New Work für ihn zu einer Lebensaufgabe, bis zu seinem Tod im Jahr 2021 im Alter von 90 Jahren.32
Der Gründung des ersten Zentrums für Neue Arbeit ging eine schwere Rezession voraus, die sich in der typischen Automobilstadt Flint in Michigan, mit großen Ausmaßen zeigte. Angeheizt durch die Automatisierungen und Computer, welche zunehmend die Maschinen steuerten drohte Massenarbeitslosigkeit, die am Ende 50 Prozent der Arbeitenden betreffen würde. Außer den Autofabriken gab es in Flint keine weitere Industrie, so dass diese Arbeitsplätze die Leben der dort wohnhaften Menschen prägten. Bergmann schlug eine Alternative vor. Nach seiner 6:6-Lösung sollten die Arbeitenden zukünftig nur noch 6 Monate im Jahr in den Fabriken für Lohn tätig sein und so eine gerechte Verteilung der verbleibenden Arbeit herbeiführen. Den Rest des Jahres sollten die Arbeitenden mit interessanterer und aufregenderer Arbeit beschäftigt sein und sie sogenannte Neue Arbeit leisten. Von Anfang an gab es verschiedene Beschreibungen für diese andere Arbeit, eine davon war „Berufung“.33
Eine Aufgabe des Zentrums für Neue Arbeit wurde, die Arbeiter dabei zu unterstützen, herauszufinden wie diese Neue Arbeit für jeden Einzelnen aussehen konnte. Bei dieser schwierigen Aufgabe entstand der Ausdruck „Arbeit, die wir wirklich, wirklich wollen“. Dieser Ausdruck wurde von den Medien so oft aufgegriffen, dass er zu einem Mantra der Neuen Arbeit wurde. Der Sinn und die Selbstbestimmung sollten hierbei die zentralen Elemente der Neuen Arbeit sein.34 Auch im Jahr 2017, auf der beschriebenen Konferenz von XING wurde der Ausdruck „Arbeit, die wir wirklich, wirklich wollen“ unzählige Male von Frithjof Bergmann vorgetragen.
Bergmann sah jedoch nicht nur die drohende Massenarbeitslosigkeit als ein Problem. Vielmehr sah er das Lohnarbeitssystem im Allgemeinen als eine Art Krankheit an. Mit dem Vergleich zu einer Erkältung bezeichnete er die alte Arbeit immer wieder als eine „milde Krankheit“, die ertragen werden musste. „Und es sind die Gesichter der Pendler während ihres langen Wegs von zu Hause in die Arbeit und von der Arbeit wieder nach Hause, in denen sich diese Enttäuschung besonders unmissverständlich widerspiegelt.“35 Bergmann hatte eine andere Vorstellung von Arbeit.
In seinem Buch Neue Arbeit, Neue Kultur schreibt Bergmann im Vorwort der inzwischen vorliegenden 7. Auflage: „Zentral für die neue Arbeit ist eine Umkehrung. […] In der Vergangenheit war die zu erledigende Aufgabe in vielen Fällen das Ziel oder der Zweck. Der Mensch wurde von anderen, aber auch von sich selbst als Werkzeug benutzt, als Mittel zur Verwirklichung dieses Zwecks. […] Die Neue Arbeit ist eine nun schon mehr als 20 Jahre andauernde Bemühung, diesen Zustand umzukehren. Nicht wir sollten der Arbeit dienen, sondern die Arbeit sollte uns dienen. Die Arbeit, die wir leisten, sollte nicht all unsere Kräfte aufzehren und uns erschöpfen. Sie sollte stattdessen mehr Kraft und Energie verleihen, sie sollte uns bei unserer Entwicklung unterstützen, lebendigere, vollständigere, stärkere Menschen zu werden.“36
Bergmann führt weiter aus: „In 20 Jahren sehr vielseitiger Erfahrungen mit dem Phänomen Arbeit haben wir gesehen, dass eine Arbeit, die guten Gebrauch von den Veranlagungen und Talenten der Menschen macht, eine Arbeit, die ihren tiefsten Wünschen entspricht und an die sie glauben, die sie als Herausforderung und Berufung empfinden, die Menschen nicht auslaugt, sondern das genaue Gegenteil tut: Sie gibt den Menschen mehr Energie, stärkt sie und hebt sie auf eine höhere Ebene.“37
Für Bergmann ergibt sich hieraus: „Das Ziel der Neuen Arbeit besteht nicht darin, die Menschen von der Arbeit zu befreien, sondern die Arbeit so zu transformieren, damit sie freie, selbstbestimmte, menschliche Wesen hervorbringt.“38
Zusätzlich soll nach den Vorstellungen von Bergmann eine Selbstversorgung eine wichtige Rolle spielen, die er in seinen Anfangsjahren in Amerika selbst praktiziert hat. Er denkt hierbei jedoch nicht nur an eine Grundversorgung mit einfachsten Mitteln, sondern spricht von einer „High-Tech-Eigenproduktion“ (HTEP). Während er sich vorstellt, dass diese HTEP sinnvoll und abwechslungsreich sein soll, so ist ihm gleichzeitig bewusst, dass diese auch einige Opfer fordert. Auch hierbei handelt es sich um Arbeit. Der große Unterschied besteht im Grad der Abhängigkeit. Die Befriedigung von Grundbedürfnissen geschieht nun nicht mehr ausschließlich durch ihre Lohnarbeit. Dies geschieht nun teilweise oder vollständig durch die eigene Produktion. Dies führt zu Unabhängigkeit und einer neuen Freiheit.39 Es entwickeln sich gleichzeitig, in dieser durch Eigenverantwortung geprägten neuen Tätigkeit, ganz neue persönliche Kompetenzen. Dies führt zu einer höherwertigeren, sinnhafteren Arbeit, der Neuen Arbeit.
Die Lohnarbeit, in der man für jemand anderen arbeitet, ist geprägt von Fremdbestimmung. Der Grundbaustein der Neuen Arbeit ist die Selbstbestimmung.40 Diese Selbstbestimmung kommt in den zwei geschilderten Ideen von Bergmann ganz deutlich zum Ausdruck: „Arbeit, die wir wirklich, wirklich wollen“ und der „High-Tech-Eigenproduktion“.
In der Summe ergeben sich hieraus ein neuer Sinn der Arbeit, Selbstbestimmung und Kompetenzentwicklung. Dies führt zu einer neuen Qualität der Arbeit und ist das Gegenmittel zur beschriebenen „milden Krankheit“.
Der Ursprungsgedanke von Bergmann mit der 6:6-Lösung ist nur als eine vereinfachte, modellhafte Ausdrucksweise zu verstehen und nicht eine strikte Vorgabe. Sie soll aber eine radikale Veränderung der Arbeit zum Ausdruck bringen und ist teilweise sogar eine bewusste Provokation.41
Wie eine konkrete Aufteilung der Arbeit aussehen könnte, zeigt die Abbildung 4.

Bergmann hat immer zuerst an den Menschen gedacht und nicht an die Unternehmen. Die oftmals von Gewinnmaximierung geprägten Unternehmensziele spielten für den Philosophen keine Rolle. Er wollte die Bedingungen der Arbeit an sich und damit auch des gesamten Lebens der Arbeitenden verbessern.
Heute wird New Work oftmals nur als ein beliebiger Sammelbegriff genutzt für alles was Unternehmen hip und modern finden. In einem Handelsblatt Interview antwortete Bergmann auf die Frage ob und wie dies zu seinen ursprünglichen Überlegungen passt wie folgt: „Heute macht man vielerorts nur die Lohnarbeit attraktiver, sympathischer und netter. Man kann auch sagen: Es ist Lohnarbeit im Minirock.“42
Auf der Suche nach einer Definition für New Work wird man in der Literatur oder diversen Internetquellen schnell fündig. Darüber hinaus existieren New Work Experten, New Work Akademien, New Work Ausbildungen, New Work Konferenzen und viele weitere Komposita, die vermutlich insbesondere das Ziel haben, für Aufmerksamkeit und eine scheinbare Modernität zu sorgen.
Oftmals werden unter New Work nur Instrumente / Maßnahmen verstanden, die dem Thema zugeordnet werden. Im New Work Barometer 2020 wurde auch bei den Teilnehmenden für über 30 Instrumente / Maßnahmen abgefragt, inwieweit man diese dem Thema New Work zuordnet. Platz 1 wird belegt durch die empowermentorientierte Führung, gefolgt von Arbeitsortautonomie (Homeoffice) sowie Arbeitszeitautonomie. Es folgen Instrumente, die man modernen Arbeitsweisen des Projektmanagements zuordnet oder modernen Formen von Führung bzw. der Verflachung von Hierarchien.43
Eine besonders aktuelle Relevanz kann man den Themen Arbeitsortautonomie und Arbeitszeitautonomie zuordnen. Im New Work Barometer 2021 wurden die Teilnehmenden nach der Einsatzhäufigkeit verschiedener New Work Maßnahmen in ihren Unternehmen befragt. Die Arbeitsortautonomie belegt deutlich den 1. Platz und kann auch die größten Zuwächse gegenüber vorherigen Befragungen aufweisen. Hinter der Ausgabe von mobilen Technologien belegt die Arbeitszeitautonomie den 3. Platz.44 Die Ergebnisse stehen sicher auch unter dem Einfluss der COVID-19 Pandemie. Mit dem Ziel der Kontaktreduzierung und Minimierung von Risiken gab es in Deutschland zeitweise sogar eine Homeoffice Pflicht, die stark mit der Arbeitsortautonomie korrelieren dürfte. Der deutliche Zuwachs zu vorherigen Befragungen ist so erklärbar.
New Work ist jedoch nicht nur Homeoffice. Unter Berücksichtigung der ursprünglichen Ideen von New Work soll im weiteren Verlauf der Arbeit weiter ein ganzheitliches Verständnis erarbeitet werden. „[Bei] New Work geht es (nicht zuerst) um Instrumente, sondern um eine veränderte Einstellung, um Kultur, um Leitwerte wie Mut, Vertrauen und Flexibilität.“45
Eine in diesem Sinne mögliche allgemeine, aber doch ganzheitliche Definition: „New Work oder die neue Welt des Arbeitens ist Denkansatz und Bewegung zugleich. Ursache sind tiefgreifende Veränderungsprozesse auf gesellschaftlicher und auf Unternehmensebene und damit verbundene neue Anforderungen an Manager, Führungskräfte und Mitarbeiter. Ziel ist ein Wandel des Verständnisses und der Ausgestaltung von Arbeit in der Praxis.“46
Der vermeintlich moderne Begriff New Work wird heute in der Regel mit Veränderungen in Hinblick auf die Organisation oder die technische Ausstattung in Verbindung gebracht. Dies ist zwar besser als das Abstellen auf einzelne Instrumente, aber weit weg von den Gedanken von Frithjof Bergmann, der den Menschen im Blick hatte . Unter Berücksichtigung der allgemeinen Definition gibt es drei Beteiligte: den Menschen, das Unternehmen und die Gesellschaft. In einer konzentrischen Betrachtung von innen nach außen gibt es in der Mitte, dem inneren Kreis, den Menschen, mit seinen individuellen Wünschen, Talenten und Zielen. Im zweiten Kreis finden sich die Unternehmen, deren übergeordnetes Ziel allzu oft in der Gewinnmaximierung liegt. Und in der äußeren Ebene ist dann die Gesellschaft angeordnet, die Antworten auf die Herausforderungen der Arbeitswelt geben muss. Es geht um die Frage wie Arbeit in der Zukunft aussehen kann und soll. Die aktuelle Diskussion konzentriert sich leider oftmals zu sehr auf die Organisationen und verliert den Blick auf den Menschen.47
New Work ist bei einer solchen Interpretation auch nicht nur positiv zu sehen. Homeoffice, flexible Arbeitszeiten, Regelungen zur Erreichbarkeit oder flachen Hierarchien werden regelmäßig unter dem Deckmantel New Work ganz scheinheilig als Vorteile propagiert. „Nicht selten preist man die Entgrenzung des Einzelnen als neue Freiheit, als neue Möglichkeit der Selbstverwirklichung und einer größeren Produktivität. Im Grunde jedoch missbraucht man damit das New Work Konzept zur Leistungsmaximierung im Geist eines selbstausbeuterischen Kapitalismus.“48
Unter den Stichwörtern Demokratisierung oder Dezentralisierung wird den Mitarbeitenden mehr Verantwortung gegeben. Dies führt idealerweise bei der Organisation zu einer größeren Geschwindigkeit und bei dem Mitarbeitenden zu bedeutenderen Aufgaben, die selbstbestimmt erledigt werden können und so mehr Einfluss erlangt wird. Gleichzeitig bedeutet dies aber auch mehr Verantwortung für den Einzelnen. Es erhöht sich automatisch der Grad an Komplexität, Kommunikation und Abstimmung. Ohne eine neue Vertrauenskultur bedeutet das einen erheblichen Aufwand für Kontrolle.49 Dies betrifft gemäß der geschilderten Definition unternehmerisch tätige Personen, Führungskräfte und Mitarbeitende gleichermaßen. Und die vielleicht tiefgreifendste Veränderung vollzieht sich im Wandel von Leitwerten. Statt Angst und damit verbundenem Dienst nach Vorschrift sowie Kontrolle muss es um Mut, Vertrauen und Flexibilität gehen. Einzelne Instrumente oder Teilaspekte führen also nicht zum gewünschten Wandel und können Nachteile in anderen Bereichen hervorbringen. Diese sich ergebenden Interessens- und Zielkonflikte müssen ausbalanciert werden.
Mit dem Ziel eine humanistische und soziale Version von New Work zu schaffen, die das Ursprungskonzept mit der heutigen Wirtschaft versöhnt und gleichzeitig den Unternehmen einen ganzheitlichen Rahmen zu bieten, ist die New Work Charta entstanden. Jenseits von isolierten Einzelmaßnahmen soll sich New Work um fünf Arbeitsprinzipien drehen, die sich im unternehmerischen Alltag widerspiegeln. Die New Work Charta will eine übergreifende Definition liefern und gleichzeitig eine konkrete Orientierungshilfe geben. Die Prinzipien Freiheit, Selbstverantwortung, Sinn, Entwicklung und soziale Verantwortung werden hierbei als ineinandergreifende Kreise gesehen.50 Die Gedanken von Bergmann finden sich unübersehbar wieder. So kann man den Prinzipien Freiheit, Selbstverantwortung und Entwicklung die „High-Tech-Eigenproduktion“ zuordnen und dem übergeordneten Sinn „die Arbeit, die man wirklich, wirklich will“. Im Rahmen der New Work Charta, siehe Abbildung 5, werden dann die Prinzipien mit möglichen Einzelkonzepten und konkreten Handlungsbeispielen für Unternehmen praktikabel.
