A. RESEARCH INSTRUMENT
This study aims to assess the competency levels of third- and fourth-year nursing students as perceived by both students and staff nurses at a tertiary government medical center. The research focuses on identifying potential gaps in clinical performance to improve future nursing education and practice standards.
Rationale
Clinical experience is a crucial part of nursing education. Students take part in supervised learning sessions in actual healthcare settings, giving them the chance to apply what they have learned in the classroom. Preceptors who are experienced practitioners and educators who encourage students' critical thinking and clinical abilities in a secure environment, monitor clinical learning as it occurs in several settings along the health care continuum. Clinical rotations may be conducted in a variety of healthcare facilities, including medical centers, community hospitals, and nonprofit clinics. The variety of settings helps to prepare students to interact appropriately and effectively with patients from all walks of life (Albrecht et al., 2022).
A fundamental skill necessary for carrying out nursing duties is nursing competency. As a result, it's critical to define nursing competency precisely to establish the foundation for the nursing education curriculum. Nursing competency is the ability to accomplish one's duties while integrating a variety of factors, such as information, procedures, attitude, thinking ability, and values that are necessary in particular circumstances.
CHAPTER I: THE PROBLEM AND ITS SCOPE: Introduces the necessity of clinical experience in nursing education, establishes the importance of defining nursing competency, and outlines the specific research questions and study significance.
CHAPTER II: REVIEW OF RELATED LITERATURE: Provides a comprehensive overview of existing scholarly works regarding clinical competency, the impact of medical training, and standard evaluation models used in the nursing profession.
CHAPTER III: RESEARCH METHODOLOGY AND PROCEDURES: Details the descriptive cross-sectional research design, the selection criteria for respondents (students and nurses), and the statistical tools used, such as weighted mean and t-test.
CHAPTER IV: PRESENTATION, ANALYSIS, AND INTERPRETATION OF DATA: Displays the analyzed data concerning respondent profiles and the evaluation scores for the eleven nursing core competencies.
CHAPTER V: SUMMARY OF THE FINDINGS, CONCLUSION, AND RECOMMENDATION: Summarizes the research outcomes demonstrating high nursing student competency, concludes that the curriculum is responsive to professional demands, and offers recommendations for future study.

The study primarily aims to evaluate the perceived level of clinical competency among third- and fourth-year nursing students at a tertiary government medical center.
The research evaluates eleven categories, including safe and quality nursing care, communication, collaboration, health education, legal and ethico-moral responsibilities, management of resources, and research.
The study utilized a descriptive cross-sectional research design, employing survey questionnaires based on the PRC-BON National Nursing Core Competency Standards (NNCCS).
Participants included 32 nursing students who had clinical exposure and 28 staff nurses assigned to the delivery room and medical ward at the Cebu South Medical Center.
The study is anchored on Miller’s Pyramid of Clinical Competence and Dr. Patricia Benner’s Levels of Expertise Theory.
No, the study concluded that there is no significant mean difference in the level of competencies as perceived by the two groups of respondents.
The researchers note that the transition from online learning to face-to-face hospital settings during the pandemic has created unique challenges and anxieties for nursing students regarding their performance.
The proposed action plan focuses on enhancing specific competencies in areas that were ranked lower in the study, such as health education material development and effective communication identification.
