CHAPTER FOUR
CHAPTER FIVE
The primary aim of this research is to evaluate the impact of the land registration system on local revenue collection within the Jimma town administration. The study seeks to identify the institutional, technical, financial, and individual factors causing inefficiencies in land registration and to propose potential solutions to enhance revenue mobilization through improved land administration practices.
2.2. Cadasters and land registration
The ownership, value and use of land. Although independent in concept, arc interdependent in practice. Each attribute of land needs to be carefully managed and to achieve this there must be good land records: of ownership to ensure security of tenure; of value to ensure fairness in land and property taxation and equity in the compulsory acquisition of land for State purposes; and of the use of land to ensure efficient resource management. Every land administration system should include some form of land registration, which is a process for recording, and in some countries guaranteeing, information about the ownership of land. A right is something to which some person or group of person’s is entitled. The function of land registration is to provide a safe and certain foundation for the acquisition, enjoyment and disposal of rights in land.
A land administration system should provide order and stability in society by creating security not only for landowners and their partners but also for national and international investors and moneylenders, for traders and dealers, and for Governments. Although systems of land registration are frequently directed at protecting the interests of individual landowners, they are also instruments of national land policy and mechanisms to support economic development.
1. INTRODUCTION: Provides the background of the study, identifies the research problem concerning revenue collection in Jimma, and outlines the specific objectives and scope of the research.
2. LITERATURE REVIEW: Analyzes theoretical concepts of land tenure, land registration systems (Deed vs. Title), and institutional capacities, while providing a global and local context for land policy implementation.
3. RESEARCH METHODOLOGY: Details the research design, data collection instruments, sampling methods, and ethical considerations employed to study the Jimma town administration.
CHAPTER FOUR: Presents the empirical results, including analysis of respondent demographics, knowledge of land registration, revenue trends, and institutional capacity challenges.
CHAPTER FIVE: Concludes the research by synthesizing the findings regarding the relationship between land registration and revenue, and provides strategic recommendations for city administration.

The research focuses on assessing how the existing land registration system in Jimma town impacts local revenue collection and identifies the factors preventing a more efficient land administration process.
The core themes include the effectiveness of land registration processes, the relationship between land registration and tax revenue, the institutional and material capacity of land offices, and the challenges of urban land management.
The primary objective is to identify the institutional, technical, financial, and motivational factors hindering the current land registration system and to recommend improvements to boost local revenue.
The study employs a cross-sectional descriptive research design, utilizing both qualitative and quantitative approaches, including structured questionnaires, interviews with officials, and field observations.
The main body reviews existing literature on land administration, presents and analyzes empirical data gathered from respondents, and discusses challenges like budget constraints and human resource shortages within the Jimma land office.
Key terms include land registration, Jimma town, revenue collection, property taxation, land tenure, and institutional capacity.
The research concludes that there is a complementary and positive relationship: a robust land registration and cadastral system provides the necessary legal and technical foundation to accurately assess and collect land-related taxes and property rents.
The administration faces major constraints, including a lack of necessary surveying equipment, insufficient qualified human resources, and inadequate annual budgets that prevent full operational capacity.
