This study aims to assess the effectiveness and challenges of the efforts made by the Nigerian Police Force and community members in preventing and controlling crime within the Bosso Local Government Area of Niger State. It seeks to analyze the levels of collaboration, the roles played by various stakeholders, and the specific obstacles impeding successful crime prevention.
1.1 Background to the Study
Crime in every society portrays a great effect capable of disturbing peaceful co-existence and development of the society. No one feels safe in a society that is characterized by criminality. For this, every society adopts measures it deems fit for addressing it. Crime itself is a fuzzy phenomenon as criminologist and sociologist contend with what action or inaction account for a crime as it is diverse, subjective, relative, and depends largely on perspectives, events or legal analysis (Osuagwu, 2021). Regardless of these complexities, crime refers to a negation of what the law of a society states or an aberration of expected societal conduct (Osuagwu, 2021).
In recent years, the international community has recognized that development in general, and the achievement of the Millennium Development Goals (MDG) in particular are contingent on the establishment of safety and securities in societies. High level of violence in cities and communities are detrimental to social and economic progress as well as the well-being of citizens. As stated in the report of the Secretary General on the Rule of Law and Transitional Justice in Post Conflict Societies(S/2004/616): “prevention is the first imperative of the Criminal Justice".
Crime prevention has garnered attention worldwide. It refers to the direct and indirect measures taken to reduce, inhibit, and prevent crime (Hsu et al, 2022). Based on practical experience, research and evaluation in many different countries and regions, prevention has grown from a fairly narrow field of work undertaken primarily by the police to a much more developed range of activities involving many institutions and sectors of society like the family, community, education, economic, and civil society organizations. The concept of crime prevention is grounded in the notion that crime and victimization are driven by many causal or underlying predisposing factors as well as circumstances that influence the lives of individuals, families and local environment as they grow, the situations and opportunities that facilitate victimization and offending. Determining which or what factor(s) associated with different types of crime can lead to the development of a set of strategies and programs to change those factors, and prevent or reduce the incidence of those crimes ( Hsu et al., 2022).
