This study aims to investigate the role of the Tertiary Education Trust Fund (TETFund) in fostering the development of six designated Federal Universities located within the South-South geopolitical zone of Nigeria. The research evaluates how TETFund interventions—spanning infrastructure, staff training, and research funding—have shaped university development and identifies the procedural and structural obstacles that impede the efficient utilization of these funds.
1.1 Background to the Study
Education, especially tertiary education is very strategic and pivotal to the growth and development of any nation, it is the passport to the future and a launch pad to a more successful, more productive and prosperous nation, the various research, inventions and innovations carried out by this level of education has been a catalyst for strategic development, social transformation, economic growth, stability and human capacity development, which has been a major key and beneficial in the development of any modern society. The neglect in this sector translates into a significant malfunctioning of other sectors of the country and as such governments all over the world intervene substantially in the sector by rendering support to the institutions, students and system (Moja, 2010).
In Nigeria, a “National Policy on Education” was established in 1977 to ensure the education sector supports government’s development goals through high level manpower training and the provision of a coherent platform for the coordination and delivery of education at all tiers of government. However, there were challenges to the implementation of the policy which culminated with industrial conflicts, decreasing quality in the sector delivery, agitations and the continual crisis within the system. The positive measures and intervention put in place by the government to remedy the situation gave rise to the introduction of the Tertiary Education Trust Fund.
CHAPTER ONE: INTRODUCTION: Explains the strategic necessity of tertiary education for national development and details the historical transition in Nigeria that led to the establishment of the Tertiary Education Trust Fund (TETFund) to address infrastructural and academic decay.
CHAPTER TWO: LITERATURE REVIEW AND THEORETICAL FRAMEWORK: Provides a comprehensive academic overview of education, development, and funding models, utilizing System Theory and New Public Management as frameworks to analyze university administration.
