This study investigates the impact of technological innovation on the performance of telecommunication firms in Pakistan, specifically analyzing the mediating role of employee creative behavior and the potential moderating influence of government policies supporting innovation.
1.1.Background
Vital role of the telecommunications (telecom) industry for a country cannot be underestimated. Telecom industry supports progress of economy and also acts as a critical platform for long-term development by giving novel solutions to concerns regarding environment and social structure (Wickramasinghe, 2023). Access to telecom service is deeply linked with human rights, empowerment of people to exercise their liberties, development of education, and fueling socio-economic development. Ubiquitous connectivity is vital for reduction of the digital divide, safeguarding equivalent opportunities for people across geographical, socioeconomic, and cultural boundaries.
Policymakers, government officials, and stakeholders should work collectively for development of strategies that encourage inexpensive and accessible telecom infrastructure, capitalize in programs for digital literacy, and resolve inequalities in connectivity (Fobosi, 2024). A study, while focusing on USA and Africa, found that these areas struggle for ubiquitous access, promoting innovation, and formulating regulatory frameworks for achieving fine balance between supporting market forces and safeguarding customer interest.
Filling up the digital accessibility differential between different segments of the society, guaranteeing high quality telecom services, and adopting state of the art technologies can be the combined challenges that underpin the deeply associated world of digital connectivity (Ezeigweneme, Umoh, Ilojianya, & Adegbite, 2024). In the contemporary digital age, availability of telecom services is becoming increasingly vital for persons to exercise their basic human rights (Rydzak, 2018). The telecom sector can be considered as a sector for general well-being of humanity. Major contributions have been made by telecom sector for growth of developed countries and has effectively enhanced the business-friendly environment as well (Inegbedion & Obadiaru, 2019).

The research examines the impact of technological innovation on the performance of telecommunication companies in Pakistan, considering the role of creative behavior and supporting government policies.
The central themes are technological innovation, employee creative behavior, organizational performance in the telecom sector, and the regulatory environment provided by government policies.
The main objective is to measure how technological innovation boosts performance and to test whether creative employee behavior mediates this relationship and whether government innovation policies moderate it.
The study uses a quantitative, cross-sectional design. Data was collected from 326 employees in the Pakistani telecom industry and analyzed using SPSS and Smart-PLS software.
It includes a comprehensive literature review, the development of a conceptual research framework, detailed research methodology, data analysis, and the discussion of hypothesis results.
Technological innovation, creative behavior, firm performance, government innovation policies, mediational effects, and competitive advantage.
No, the study concluded that there was no significant support for the hypothesis that government policies supporting innovation act as a moderator in the relationship between technological innovation and firm performance.
Yes, the study found a statistically significant—albeit small—mediating effect of creative behavior in the relationship between technological innovation and the performance of telecom firms.
