This research evaluates the impact and integration of Information and Communication Technologies (ICTs) at the Limkokwing University Library in Sierra Leone. It aims to assess the current level of library automation, evaluate the effectiveness of available digital resources, identify necessary user skills, and analyze infrastructure challenges to provide actionable recommendations for enhancing library services.
Part One (I): Introduction
Previously, libraries were often viewed simply as repositories of knowledge. However, the advent of Information Communication Technologies (ICTs) has fundamentally reshaped library operations (Afolabi, 2020). Tasks once performed manually in libraries, such as acquisition, technical processing, and circulation, are now efficiently managed through ICTs (Jain, 2019). This technological shift has greatly enhanced patrons' access to information, making it essential for libraries to utilize computers and the Internet to effectively meet the demands of the Information Age (Bamidele & Adebayo, 2021).
ICTs encompass a wide range of technologies used to gather, store, manipulate, and communicate information in various formats (Dorner & Gorman, 2011). They integrate telecommunications, computers, enterprise software, and multimedia to facilitate the seamless transmission and understanding of data (Owusu-Ansah, 2013). The increasing dependence on ICTs has led to widespread adoption in various sectors, including academic libraries. In Sierra Leonean academic libraries, ICT adoption has significantly contributed to educational advancement since the early 2000s (Sesay & Sesay, 2018). Libraries now utilize computer devices to enhance services, create electronic catalogs, compile bibliographies, and provide quick access to resources (Kamara, 2020).
This shift has not only modernized operations but has also expanded the scope of services offered to patrons. Despite these advancements, challenges like poor connectivity, financial limitations, and inadequate ICT skills persist, influencing the effectiveness of these technologies in library settings (Conteh, 2017). The introduction of ICTs into Sierra Leonean academic libraries has necessitated organizational reconfigurations, altered work patterns, and spurred demand for new skills and job roles (Jalloh, 2016). For instance, library staff are now required to possess expertise in database management, digital archiving, and web-based service delivery. This demand for technical proficiency underscores the need for continuous professional development to ensure that library personnel can effectively utilize ICT tools.
Part One (I): Introduction: Introduces the research background by discussing the evolution of libraries under the influence of ICTs, specifically focusing on the context of Limkokwing University.
Part Two (II): The ICTs in Academia: Examines the theoretical role of academic libraries as hubs for digital learning and information dissemination in higher education.
Part Three (3): ICTS in Organisations: Explores organizational innovation theories and the general impact of ICT adoption on management and business processes.
Part Four (IV): Survey Approach to ICTS in Academic Library: Details the methodology, including data collection via questionnaires, research variables, and ethical considerations.
Part Four (IV): Analysis of Data: Presents the primary findings from the user surveys regarding facility usage, adequacy, and staff interaction at the library.
Part Seven (vii): Summary, Conclusions and Recommendations: Synthesizes core research findings and provides strategic recommendations for future infrastructure and staff development.

The work focuses on transforming academic library operations through the integration of ICT at Limkokwing University, Sierra Leone, exploring its impact on service delivery and user satisfaction.
Core areas include the assessment of library automation, the evaluation of current ICT infrastructure, identification of staff and student skill gaps, and the analysis of challenges such as power supply and funding.
The objective is to critically assess the level of computerization and effectiveness of ICT resources at the library and to identify barriers to their optimal utilization.
The study employs a survey research design using quantitative tools. Data was gathered through self-administered questionnaires distributed to students, staff, and administrators, supplemented by observational methods.
The main part covers the role of ICT in academia, challenges like budget and infrastructure, case studies of successful implementations globally, and a detailed analysis of findings from the case of Limkokwing University.
Key terms include Academic Library, ICT, Digital Transformation, Library Automation, Data Management, and Information Literacy.
The library utilizes Strategic Library Automation Management (SLAM) software to streamline acquisitions, circulation, and cataloging processes.
The main challenges are frequent power outages, inadequate financial support for ICT infrastructure, lack of qualified staff, and the need for improved user training in technical skills.
