This handbook serves as a concise practical guide for experienced practitioners of irregular warfare, focusing on the application of counterinsurgency (COIN) doctrine through integrated operational environments. The central research question examines how past historical contexts and cultural understanding can be leveraged to effectively navigate and influence contemporary conflict zones.
Back to the Future: some commonalities with past insurgencies/counterinsurgencies and today’s environment
Political Nature defies Codification
Difficult to understand the relationship between political and military action
Fundamental Social Reengineering
Public critical of operations
Divide and Conquer Strategy: Allegiance not readily apparent
Leniency Regarded as Weakness
Small Wars: Domestic Life not threatened
Good deeds insufficient to counteract collateral damage
Why the past is important and an elaboration on “Back to the Future”
Here is my mini-lecture or seminar on this topic……We have failed to recognize our past as important to understanding the present and the future. There is a broader historical context that must be explored, because this historical context is woven into the narrative and ideology of the insurgents.
1. Doctrinal Insurgency Fundamentals (FM 3-24, Counterinsurgency).: This chapter provides a synthesis of essential doctrinal elements and preparation models, emphasizing the necessity of understanding root causes and the insurgent narrative.
2. Successful Practices and Convergence of Trends.: Focuses on operational design principles, stressing the importance of intelligence, population-centric approaches, and the integration of host nation leadership.
3. Back to the Future: some commonalities with past insurgencies/counterinsurgencies and today’s environment: Analyzes recurring themes across history to illustrate why understanding past conflicts is critical for interpreting modern ideological insurgencies.
3. Insurgency Fundamentals (Gramsci).: Discusses the sliding scale of conflict and the transition of social movements into violent insurgencies, highlighting the role of identity and economic friction points.
4. Intelligence and Planning: Outlines the four fundamental steps of operational planning, centered on defining the local environment and integrating cultural data.
5. ARFORGEN Reflections.: Reflects on common COIN mistakes and argues that every tactical event functions as a shaping operation with potential strategic consequences.
6. Application...an “how to”: Offers practical advice on building rapport, using cultural metaphors, and training counterparts in an operational context.
7. Reconstruction and Development: Shape, Clear, Hold and Build (SCHB), Comprehensive / Integrated Approach.: Examines the prerequisites for sustainable development and the importance of security as a foundation for reconstruction.
8. CCIR/PIR/EEIR and Design Questions.: Provides a framework for critical inquiry in planning, prioritizing the development of clear counter-narratives.
9. Thoughts, Questions, and Remarks on Measures of Effectiveness.: Critiques the historical Western separation of military and political management and explores socio-economic indicators of stability.
10. Other Non-Lethal/Lethal Targeting measures: Lists specific non-traditional metrics for targeting and evaluating local stability and insurgent control.
11. Police Training: a “How To” vignette: Details the process of building indigenous police capacity and the essential role of mentors in facilitating institutional success.
12. A Theoretical Comparison of COIN Doctrine: Compares French, British, and Portuguese doctrinal styles to identify converging and diverging trends in asymmetric warfare.
13. Counterinsurgency Leaders Course Historical Clift Notes: Provides a chronological overview of guerrilla warfare and insurgency roots from antiquity to the modern era.
14. Historical Vignettes for Instructors: Compiles specific historical case studies, such as Malaya and Chechnya, to draw actionable lessons for instructors.

The handbook is designed as a condensed reference guide for advanced practitioners to apply and refine counterinsurgency doctrine in complex, real-world operational settings.
The central themes include the integration of civil-military operations, the necessity of deep cultural and historical understanding, and the role of leadership in population-centric warfare.
The goal is to gain legitimacy and secure the support of the population, which serves as the true center of gravity in irregular conflict.
The work relies on established models such as IPB, ASCOPE-PMESII, and TCAPF, while emphasizing the synthesis of historical lessons to adapt to modern environments.
The main body provides actionable outlines, historical vignettes, and critical questions that can be used to facilitate seminar-based professional development for military units.
The work is defined by terms like COIN, Operational Art, Narrative, Social Capital, and Stability Operations, highlighting a focus on the intellectual aspects of conflict.
The author highlights the Portuguese experience as a case study for effective, resource-constrained adaptation and the development of local capacity under difficult conditions.
The narrative is presented as a fundamental pillar; the author argues that no tactical planning should occur without first establishing a coherent counter-narrative to address the local reality.
These incidents are framed as a failure of leadership and attitude, where a commander's bias against the local population can prove fatal to the overall mission.
It emphasizes that in modern COIN, even minor tactical actions can have long-lasting effects on the strategic outcome, requiring soldiers to exercise high levels of situational awareness.
