The work investigates the outsourcing of social tasks for asylum seekers to private, for-profit enterprises, focusing specifically on the criteria and key elements that municipalities require for such performance contracts.
Key themes include the impact of New Public Management (NPM) on the social sector, the organizational structure of a social enterprise, legal asylum frameworks in Europe, and the qualitative evaluation of municipal needs.
The primary research question is: Which key elements and criteria are important for regional and national officials regarding the outsourcing of tasks related to the support and accommodation of applicants for political asylum to an external enterprise?
The research utilizes qualitative methodology, primarily involving document analysis of the Social Enterprise and expert interviews with municipal decision-makers in Switzerland, Germany, and England, evaluated using the pragmatic method after Mühlfeld.
The main body covers the definition of relevant concepts, a detailed description of the studied Social Enterprise, an analysis of the legal and social context of the asylum procedure, and an examination of the decision-making dynamics between municipalities and private providers.
The Argument List is a collection of strategic recommendations and facts derived from the interview evaluation, designed to assist private enterprises in their negotiations with public customers.
NPM is described as a globally accepted concept of modern administrative control that focuses on output and outcome, shifting the management focus from input regulation to effective and efficient service delivery.
The CNA is used to identify and visualize complex relationships between different factors in the outsourcing decision process, allowing the enterprise to understand which specific areas (e.g., reputation, price, quality) exert the most influence on winning a contract.
