The Eastern enlargement in 2004 and the accession of Bulgaria and Romania in 2007 paved the way for the ENP by creating new neighbors for the Union. This shift required new policies to manage economic, democratic, and security spaces at the EU's new borders.
Energy security is a critical dimension of the ENP. The thesis explores how the creation of energy dependencies affects the neighborhood and the specific challenges the EU faces regarding energy security in its relations with Ukraine.
The center-periphery argument is used to analyze the costs and benefits of the ENP. It examines the power dynamics between the EU (the center) and its neighbors like Ukraine (the periphery), focusing on economic investment and political influence.
The policy covers security sector governance, border control dimensions, the Schengen border code, the Schengen Information System (SIS), and visa facilitation regimes to maintain stability and manage migration.
