The core objective of this study is to examine the role of decentralization and local governance in fostering development, with a specific focus on empowerment, service delivery, and democratic participation within the Ugandan context.

It brings services nearer to the people for example women, girls, children and so on since their problems can easily be identified. It is easy to integrate community problems into national policy and service provision to the people.
There is improved spirit among the people to manage their own resources which increases local governance accountability to the people. This therefore promotes a breed of responsible citizens who are able to manage their own resources for sustainable development.
It makes planning, monitoring and evaluation easier at all levels. It therefore increases administrative effectiveness and efficiency. The population is able to identify with what takes place in the day today running affairs of the state.
