Hochschulen gelten seit jeher als ein Hort des Wissens und der Erkenntnis. Über die Zeit entwickelte sich die Rolle von Hochschulen weiter: hin zu Interaktionen mit der regionalen Umgebung. In „Science-based Industries“ bestand bereits seit dem Ende des 19. Jahrhunderts eine Verbindung zwischen Hochschulen und der Wirtschaft (vgl. König 1995, S. 267). Hochschulen wird die Rolle als zentraler Akteur für den Einfluss auf Wissen, von Innovationsaktivitäten und letztendlich ein wesentlicher Einfluss auf das Patengeschehen in der Region nachgesagt (vgl. Fritsch et al. 2007, S. 11). Wissenschaftlich untersucht wurde die Thematik - in Hinblick auf die wirtschaftliche Verwertung v on Wissen in Innovationsprozessen - ab den 1980er Jahren (vgl. Lassnigg et al. 2012, S. 27 f.). Die Politik erkannte das Potenzial und die Bedeutung von Hochschulen als Akteur für die Stärkung der regionalen Innovationsaktivität und somit den Nutzen deren politischer Förderung. Durch Transferprozesse zwischen Hochschulen und Wirtschaft können Hochschulen einen essenziellen Beitrag zur wirtschaftlichen Stärkung der Region leisten. Diese wechselseitigen Interaktionen werden als „Third Mission“ der Hochschulen zusammengefasst (vgl. Roessler et al. 2015, S. 4, 6, 10).
Eine Reihe von Untersuchungen haben sich bereits mit der Rolle der Hochschule als Akteur auseinandergesetzt, die deren Einfluss auf den Innovationsoutput in der Region analysieren (vgl. Brenner & Schlump 2013; Fritsch & Franke 2004; Fritsch & Slavtchev 2005; Fritsch & Slavtchev 2006, u.v.m.). Diese Arbeit soll den Einfluss von Hochschulen als Akteur im regionalen Umfeld untersuchen, jedoch mit dem Novum, dass sich dabei auf eine Patentklasse einer Branche fokussiert wird.
Die vorliegende Arbeit bezieht sich auf die Branche Elektrotechnik. Diese wurde wegen ihrer wichtigen Rolle als einer der wichtigsten und größten Branchen als Untersuchungsgegenstand ausgewählt (vgl. Kap. 3.3; BMWi 2016b, o. S.; Decker 1990, S. 79; Statista2015, S. 7). Sie gilt - als Teilbranche der Elektroindustrie - als äußerst forschungs- und entwicklungsintensiv und daher hat der Wissens- und Technologietransfer innerhalb dieser Branche (intersektoral) eine große Bedeutung (vgl. Decker 1990, S. 80, 82).
Es wird der folgenden Frage nachgegangen: Haben Hochschulen einen Einfluss auf das Patentgeschehen von grundlegenden elektrischen Bauteilen in Deutschland?
Für die Beantwortung dieser Frage wird zunächst in Kapitel 2 der theoretische Hintergrund zu Innovationen, Wissen und regionalen Innovationssystemen (RIS), die Rolle von Hochschulen in Einbezug dessen dargelegt sowie die Transfermechanismen von Hochschulen und ihrer Bedeutung für die Wirtschaft und das Patentgeschehen. Kapitel 3 befasst sich mit der Branche Elektrotechnik und deren Innovationscharakteristika. In Kapitel 4 erfolgt die Einordnung in den aktuellen Stand der Wissenschaft, von der aus sich die Arbeitshypothese ableiten wird. Darauf werden in Kapitel 5 die verwendeten Datensätze erläutert und die Ableitung und Auswahl des Modells erfolgen, woraufhin in Kapitel 6 die Ergebnisse präsentiert, interpretiert sowie diskutiert werden. Kapitel 7 wird die Arbeit reflektieren und mit Kapitel 8, dem Fazit, abschließen.
Der Transfer von Wissen ist ein grundlegender Ausgangspunkt, wenn es um die Kommerzialisierung von Innovationen geht (Kap. 2.1.1, 2.3, 2.3.1, 2.3.2). Zunächst wird für ein besseres Verständnis der Begriff „Wissen“ und „Technologie“ definiert und beschrieben (Kap. 2.1). Das Wissen bildet die Grundlage für Innovationen (Kap. 2.1.1), was wiederum eine Grundlage für die Kommerzialisierung von Wissen ist und wird daher in Unterkapitel 2.1.2 behandelt. Die räumlichen Interaktionen in einer Region können als regionales Innovationssystem zusammengefasst werden (Kapitel 2.2). Die Hochschule nimmt dabei eine zentrale Rolle ein. Deshalb wird auf die Elemente des RIS (Kap. 2.2.1) sowie die Rolle und Funktion von unterschiedlichen Hochschulformen eingegangen (Kap. 2.2.2, 2.2.3). Auf die unterschiedlichen Transferkanäle und ihre Bedeutung hinsichtlich der Kommerzialisierung von Wissen, beziehungsweise Innovationen, wird in Kapitel 2.3, 2.3.1 und 2.3.2 eingegangen. Aufbauend darauf soll die Bedeutung von Patenten für Hochschulen und Unternehmen analysiert werden, die ebenfalls eine Rolle für die vorliegende Arbeit spielt (Kap. 2.4).
Das Wissen ist ein wesentlicher Ursprung von Innovationen (vgl. Florida 1995, S. 528; Klaerding et al. 2009, S. 296). Wissen besteht nicht ausschließlich aus dem Sammeln von Informationen, sondern es erfordert eine zweckorientierte Informationsvernetzung (vgl. Strambach 2004, S. 3 f.). Wissen ist somit ein Ergebnis von Interaktions- und Lernprozessen mit mehreren Akteuren (vgl. Strambach 2004, S. 7). Diese Prozesse sind essenziell für die Verbreitung von Wissen und Innovationen, worauf der Fokus im nächsten Unterkapitel - Wissens- und Technologietransfer - gelegt wird.
Die Formen des Wissens sind in implizites Wissen (nicht-kodifiziert) und explizites Wissen (kodifiziert) zu unterteilen (vgl. Thiel 2002, S. 22 f.). Das explizite Wissen wird durch verschiedene Formen der Kodifizierung (Schrift) ausgedrückt und ist somit artikulierbar. Das implizite Wissen ist der Ursprung von explizitem Wissen (vgl. Rauter 2013, S. 26). Implizites Wissen („tacit knowledge“) wird auch stillschweigendes Wissen genannt, welches an den Menschen gebunden ist und nur durch persönliche Kommunikation weitergegeben werden kann - zum Beispiel bei Diskussionen (vgl. Fritsch et al. 2007, S. 24; Polanyi 1966, S. 4). Aus diesem Grund ist eine soziale Interaktion notwendig. Wenn diese Interaktionen wiederholt vorkommen, entstehen soziale Strukturen. Neu generiertes Wissen, was innovationsfördernd sein kann, ist meistens implizit und weist somit eine höhere Relevanz für Innovationen als das explizite Wissen auf. Ein Grund dafür ist die hohe Komplexität des Wissens, sodass ein hoher Aufwand nötig wäre, um das implizite Wissen zu kodifizieren und es somit Dritten zugängig zu machen (vgl. Rauter 2013, S. 26 ff.)
Das technologische Wissen dient zur Lösung von Anwendungsproblemen. Es besteht aus dem theoretischen und praktischen Wissen („Know-that“ und „Know-how“), wobei das praktische Wissen nötig ist, um das Wissen umsetzen zu können. Die Position des technologischen Wissens kann somit zwischen der Technologie und dem Wissen lokalisiert werden (vgl. Lohmann 2014, S. 20; Meißner 2001, S. 21). Technologie ist die Anwendung von Wissen, was durch die folgende Definition des Technologiebegriffs verdeutlicht wird: „Technologien umfassen spezifisches und kollektives Wissen in expliziter und impliziter Form zur produkt- und prozessorientierten Nutzung von natur-, sozial- und ingenieurwissenschaftlichen Erkenntnissen“ (vgl. Tschirky 1998, S. 227; Kesting 2012, S. 81). Die Interaktions- und Lernprozesse und der daraus resultierende Transfer von Wissen ist essenziell für dessen Verbreitung, wofür das nächste Unterkapitel eine nähere Veranschaulichung bereitstellt.
Innovationen sind von Beziehungen, Kooperationen und Netzwerken abhängig, wobei Transfersysteme für die Wettbewerbsfähigkeit - beginnend in der Region - eine Voraussetzung bilden (vgl. Böttcher 2004, S. 7 f.). Der Begriff „Transfer“ kann als „über Grenzen tragen“ übersetzt werden. Darunter ist die beabsichtigte Übertragung von Wissen und Technologien im Rahmen des Wissens- und Technologietransfers zwischen mindestens zwei Akteuren zu verstehen (Wissensspillover). Diese sind die sogenannten Wissens- oder Technologienehmer (Nachfrager) sowie die Wissens- oder Technologiegeber (Anbieter) (vgl. Barmeyer & Ivens 2011, S. 121; Poser 1990, S. 15; Tampe-Mai et al. 2011, S. 27). Die Nachfrage, die angebotene Leistung sowie deren benötigte Kommunikation untereinander machen Wissens- und Technologietransfer (WTT) zu einem bidirektional ausgebildeten Prozess (vgl. Auer 2000, S. 10; Kesting 2012, S. 83; Meißner 2001, S. 25). Der Wissensspillover ergibt sich aus dem Wissens- und Technologietransfer. Es wurde bereits empirisch untersucht und festgestellt, dass der Wissensspillover von Hochschulen in räumlicher Nähe ausgeprägt stattfindet (vgl. Anselin et al. 1997; Fritsch & Slavtchev 2005). Auf die unterschiedlichen Motive der Akteure, den Wissens-und Technologietransfer zu nutzen, wird in Kapitel 2.3, 2.3.1 und 2.4 eingegangen. Ob ein Akteur, zum Beispiel ein Unternehmen als Wissensnehmer, neues Wissen und neue Technologien nutzen kann, hängt von der absorptiven Kapazität ab: Es ist die Fähigkeit, neues relevantes Wissen zu erkennen, aufzunehmen und für eigene Sachverhalte zu nutzen. Außerdem begünstigt es die Suche nach Kooperationspartnern und erleichtert die Arbeit in Netzwerken (vgl. Cohen & Levinthal 1990, S. 128). Dies bedarf entsprechend qualifizierte Arbeitnehmer in den Unternehmen (vgl. Fritsch et al. 2007, S. 24).
Durch die zuvor beschriebenen Begriffe - Wissen und Transfer - lässt sich der Begriff „Wissenstransfer“ wie folgt definieren: „Wissenstransfer beinhaltet die Weitergabe von Erfahrungen und Erkenntnissen in Form von implizitem und/oder explizitem Wissen eines Wissensgebers, die beim Empfänger zu einem veränderten Wissensstand und dadurch zu Änderungen in Abläufen, Produkten oder Services führt.“ (vgl. Lohmann 2014, S. 21).
Der Technologietransfer umfasst, neben der Übertragung von explizitem und implizitem Wissen, zusätzlich deren Anwendung (vgl. Bozeman 2000, S. 629). Zum Technologietransfer gehört nicht nur die Übertragung der Technologie, sondern es kann auch allein die Vermittlung von technologischem Wissen (Kap. 2.1) für eine Problemlösung sein, was unterstützend für die Umsetzung einer Technologie wirkt (vgl. Lohmann 2014, S. 22). Der direkte wechselseitige Kontakt zwischen den Akteuren hat eine große Bedeutung beim Technologietransfer, da die Anwendung - neben der Übertragung von explizitem und implizitem Wissen - durch ihre Komplexität eine weitere Herausforderung darstellt. Somit kann der Technologietransfer wie folgt definiert werden: „Ein Technologietransfer ist gekennzeichnet durch einen zielgerichteten, bewussten Übertragungsprozess von technologischem Wissen und/oder Technologien zwischen einem Technologiegeber und einem Technologienehmer. Die Transferpartner stehen dabei in einem wechselseitigen Austauschverhältnis zueinander und haben die Implementierung einer neuartigen Technologie beim Technologienehmer zum Ziel.“ (vgl. Lohmann 2014, S. 22 f.). Auf die Technologietransferstelle wird in Kapitel 2.3.2 eingegangen.
Der Transfer geschieht horizontal und vertikal: der horizontale Transfer erfolgt zwischen Akteuren auf derselben Ebene (zum Beispiel innerhalb einer Forschungsabteilung), wo hingegen beim vertikalen Transfer der Austausch auf verschiedenen Ebenen stattfindet (zum Beispiel zwischen unterschiedlichen Hierarchieebenen) (vgl. Dewe 2009, S. 47; Werner 2004, S. 52 f.). Beim vertikalen Transfer ist der Austausch auf verschiedenen (Hierarchie-)Ebenen bzw. in verschiedenen Abschnitten des Innovationsprozesses entscheidend. Dabei gibt es einen Wissensproduzenten (Anbieter), zum Beispiel Universitäten und einzelne Forscher, und einen Wissensnutzer (Nachfrager), zum Beispiel ein Unternehmen (vgl. Dewe 2009, S. 47; Poser 1990, S. 13; Reinhard & Schmalholz 1996, S. 8 f.; Werner 2004, S. 52 f.).
Innovationen sind nicht eine simple Zusammensetzung von verschiedenen Wissensformen. Hinter Innovationen steht ein komplexer Prozess. Daher ist es nötig, dass es im nächsten Unterkapitel erläutert wird.
Innovationen entstehen nicht durch einen Akteur allein, sondern es sind - wie bereits beim Wissen - Interaktionen (Kooperationen, Netzwerke) mit anderen Akteuren nötig sowie die dafür entsprechende Präsenz von Transfersystemen (vgl. Böttcher 2004, S. 7 f.).
Um den Begriff Innovation als solches betrachten zu können, muss auf den Unterschied zwischen Invention (Erfindung), Innovation und Diffusion hingewiesen werden. Inventionen sind neue Ideen, die beispielsweise eine Verbesserung eines Produkts oder eines Prozesses beschreiben (vgl. Fagerberg 2006, S. 4). Eine Innovation umfasst ,,(...) die erstmalige Einführung bzw. Durchsetzung eines neuen Produktes am Markt durch einen Akteur [(Produktinnovation)], die erstmalige Anwendung eines neuen Produktionsverfahrens durch einen Akteur [(Prozessinnovation)] oder eine organisatorische Neuerung, die erstmals bei einem Akteur durchgeführt wird.“ (vgl. Giese & Nipper 1984, S. 205; Hauschildt & Salomo 2011, S. 4 f.). Worauf die Diffusion - die Ausbreitung - auf andere Akteure erfolgt (vgl. Giese & Nipper 1984, S. 205; Hauschildt & Salomo 2011, S. 5). Neben den eben erwähnten und oft genutzten Definitionen von Innovation, gibt es zahlreiche weitere Definitionen, die den Begriff auf unterschiedliche Weise betrachten. Daher ist es schwer den Begriff als solches abzugrenzen und somit auch nicht verwunderlich, dass es keine einheitlichen Definitionen gibt. (vgl. Lang 2013, S. 17 ff.; Hauschildt & Salomo 2011, S. 5 ff.).
Die Kommerzialisierung von Innovationen ist das Hauptmotiv von Privatunternehmern Für Hochschulen und außeruniversitäre Forschungseinrichtungen nimmt diese Form der Innovationsverwertung keinen hohen Stellenwert ein (vgl. Kap. 2.3, 2.3.1, 2.4). Somit kommen tendenziell auch kommerziell verwendete Innovationen und Technologien aus der Privatwirtschaft, da besonders diese ein Interesse haben, hohe Investitionen für neue Technologien zu tätigen, um zum Beispiel die Wettbewerbsfähigkeit regional, national oder auch international zu stärken (vgl. Dunkel 2004, S. 26 ff.).
Die eben kurz beschriebenen Definitionen zur Produkt- und zur Prozessinnnovationen (hauptsächlich implizites Wissen) sind bisher in der Wissenschaft üblich. Auf weitere Innovationsformen wird Aufgrund der Relevanz in der vorliegenden Arbeit verzichtet (vgl. Hauschildt & Salomo 2011, S. 8). Dafür wird folgend auf den Innovationsprozess eingegangen, um die Komplexität und Arbeitsteiligkeit darzulegen und die Rolle von Hochschulen in diesem Prozess zu verdeutlichen.
Der Innovationsprozess kann nicht als ein linearer Prozess verstanden werden, indem angenommen wird, dass die Einbringung wissenschaftlicher Erkenntnisse - beispielsweise aus Hochschulen - nur zu Beginn eines Innovationsprozesses erfolgt und der Innovationsprozess ein festes, chronologisches Schema aufweist (FuE-Aktivitäten ⇢ Entwicklungsphase ⇢ Produktionsphase ⇢ Vermarktungsphase) (vgl. Dunkel 2004, S. 26). Vielmehr ist die Innovationsaktivität ein durchgehend komplexer Prozess von Interaktionen zwischen Akteuren - Unternehmen als Wissens- und Technologienehmer sowie Hochschulen als Wissens- oder Technologiegeber -, was sich in allen Phasen der Innovationskette (chain-link) wiederfindet. Da Unternehmen neues, innovationsrelevantes Wissen für neue Innovationen benötigen und eine gewisse Ergebnisunsicherheit herrscht, bedarf es einer ständigen Bedarfsanpassung, die durch neues Wissen von externen Quellen - Wissensstärkung oder Wissensergänzung - (zum Beispiel Hochschulen) entspringt (vgl. Dunkel 2004, S. 28; Kline & Rosenberg 1986, S. 287 ff.). Das Wissen ist das Ergebnis von gemeinsamen Lernprozessen. Der Innovationsprozess ist somit durch Arbeitsteiligkeit geprägt (vgl. Kline & Rosenberg 1986, S. 302 ff.).
Das interaktive Innovationsmodell besteht aus fünf Phasen: Potentieller Markt, Idee und erster Entwurf, genaue Ausgestaltung und Test des Prototyps, Modifizierung und Herstellung des Produkts, Distribution und Markteinführung. Dieses Modell stellt die Interaktionen innerhalb eines Unternehmens und zwischen einem Wissenschaft- und Technologiesystem dar, in dem es tätig ist. Als Beispiel kann man ein Unternehmen anführen, welches grundlegende Produkte der Elektrotechnik herstellt und mit einer technischen Universität kooperiert, welche über das innovationsrelevante Wissen verfügt.

Interaktionen und Rückkopplungen - ein Prozess der Rückmeldung (feedback) - finden sich zwischen allen Phasen des Innovationsprozesses wieder. Häufige Interaktionen mit Akteuren (Wissen- und Technologiegeber) spielen eine wichtige Rolle, wenn es um den Austausch von Erfahrungen und Erkenntnissen geht, die für die aktuelle und die nächsten Phasen des Innovationsprozesses wichtig sind. Somit findet der Lernprozess in allen Phasen des Innovationsprozesses statt (vgl. Dunkel 2004, S. 28 ff.). In Abbildung 1 ist das interaktive Innovationsmodell dargestellt, welches durch die bisher beschriebene Theorie nachvollzogen werden kann. Die anderen Bestandteile der Abbildung sind zur Wahrung der Vollständigkeit erhalten worden. Es wird deutlich, dass Hochschulen eine fundamentale Rolle im Innovationsprozess einnehmen können, da das Wissen aus der Grundlagenforschung und teilweise aus der angewandten Forschung stammt. Indirekte Wege von Hochschulen - die die Innovationsaktivität und somit das Patentgeschehen beeinflussen kann - sind in diesem Modell nicht berücksichtigt.
Wie bereits beschrieben ist die räumliche Nähe für den Wissensaustausch und den Innovationsprozess von Vorteil. Deshalb ist es wichtig diesen räumlichen Aspekt näher zu vertiefen und die Rolle der einzelnen Akteure auf einer räumlichen Ebene darzustellen. Kapitel 2.2 beschäftigt sich damit.
Innovationsaktivitäten sind räumlich unterschiedlich verteilt. Dies liegt unter anderem daran, dass die Verfügbarkeit von innovationsrelevantem Wissen von Region zu Region unterschiedlich ausfallen kann. Die Verfügbarkeit hängt davon ab, wo sich die Menschen befinden, die über das Wissen verfügen. Der Ort der Wissensgenerierung und Verbreitung ist hauptsächlich von Hochschulen ausgehend, worauf in Kapitel 2.2.2 eingegangen wird (vgl. Fritsch 2012, S. 184; Dunkel 2004, S. 39). Dies ist unter anderem ein Grund dafür, warum Wissen und Innovation eine regionale Dimension besitzen (vgl. Hülz 2009, S. 15). Die Nähe - in räumlicher und sozialer Hinsicht und damit einhergehend die persönliche Verständigung und Interaktion - ist sehr wichtig für die Generierung, das Sammeln, den Austausch und die Übertragung von implizitem Wissen (vgl. Böttcher 2004, S. 13). Zudem verstärkt die lokale Gebundenheit den Anreiz, Kooperationen zu bilden und fördert deren Aufrechterhaltung durch die räumliche Nähe (vgl. Strambach 2004, S. 4; Cooke et al. 1998; Boschma2005, S. 69; Fritsch & Slavtchev 2011). Die Intensität der Verbindung von Akteuren untereinander ist entscheidend für die Qualität der regionalen Innovationssysteme und somit für die Forschungs- und Entwicklungsaktivität (F&E) (vgl. Böttcher 2004, S. 13). Durch einen hohen Grad intensiver, regionaler Kooperation zwischen universitären Forschungseinrichtungen und Privatunternehmen, können eher gemeinsam komplexe Probleme erfasst und gelöst werden (vgl. Koschatzky 2002, S. 3 f.). Auf weitere Gründe für eine unterschiedliche Innovationsaktivität und somit zu einem unterschiedlichen Innovationsoutput (zum Beispiel Patente) wird in den Kapiteln 2.3, 2.3.1 sowie 2.4 eingegangen. Zunächst wird, für ein besseres Verständnis, der Begriff „System“ erläutert.
Unter dem Begriff „System“ versteht man in Bezug auf Innovation die Präsenz verschiedener Elemente mit gegenseitigen Beziehungen in der Produktion, der Entwicklung, der Diffusion und der Nutzung von neuem ökonomisch relevanten Wissen (vgl. Cooke et al. 1997, S. 478; Koschatzky et al. 2000, S. 25; Lundvall 1992, S. 2; Schienstock & Hämäläinen 2001, S. 78). Der wissenschaftliche Ansatz des RIS entwickelte sich aus dem nationalen Innovationssystem (NIS) und steht in Zusammenhang mit diesem sowie dem globalen Innovationssystem (vgl. Lundvall 1992, S. 2 ff.). Da sich die Untersuchung auf die Region bezieht, befindet sich der Fokus der theoretischen Aufarbeitung auf dem RIS12. Aus dem Vergleich des Innovationssystems unterschiedlicher Staaten - nationale Innovationssysteme (NIS) - entwickelte sich die Erkenntnis über regionale Disparitäten, beziehungsweise die regionale Zentrierung von Innovationsaktivitäten innerhalb eines nationalen Innovationssystems (vgl. Broekel & Brenner 2009, S. 2; Cooke et al. 1996; Lundvall 1992, S. 319). Cooke definiert regionale Innovationssysteme (RIS) als die Einbindung lokaler Akteure - Unternehmen, Hochschulen etc. - in Form eines gemeinsamen, interaktiven und institutionellen Netzwerks in ein System,,(...) linked to global, national and other regional systems for commercialising new knowledge“ (vgl. Cooke et al. 1998, S. 1581; Cooke 2001, S. 949; Cooke 2004, S. 3). Die Interaktion mündet in Innovations- und Lernprozesse (vgl. Leineweber et al. 2004, S. 169). Zu den wichtigen Interaktionsformen gehören Netzwerke, Kooperationen und viele mehr, die in Kapitel 2.3, 2.3.1 und 2.3.2 Beachtung finden. Die geographische Nähe der Akteure untereinander wird auch als ein wichtiger Aspekt betrachtet sowie die Heterogenität der Akteure (vgl. Boksberger 2006, S. 153 f.; Cooke et al. 1996, S. 12; Cooke et al. 1998, S. 1581; Ortiz 2013, S. 41).
Um nachvollziehen zu können, auf welche Art und Weise Hochschulen in einem regionalen Innovationssystem eingebunden sind, wird die Struktur und deren Elemente im nächsten Unterkapitel kurz dargestellt.
Für die Innovationsaktivitäten, beziehungsweise den Innovationsoutput, können indirekt die geographische Lage und die Präsenz natürlicher Ressourcen in der Region als ein Einflussfaktor ausgemacht werden (vgl. Fritsch et al. 2009, S. 8; Koschatzky et al. 2000, S. 22 f.). Der indirekte Einfluss ist außerdem bedingt durch historische Ereignisse, zum Beispiel durch die regionale Ausprägung von innovationsstarken Industrien sowie rechtlich-institutionelle Rahmenbedingungen, wozu unter anderem das Arbeitsrecht, Patentrecht und Urheberrecht gehören (vgl. Ellison & Glaeser 1999, S. 315).
Weitere Elemente des Innovationssystems sind unter anderem:
- „die privaten Unternehmen und die darin tätigen Personen
- öffentlich finanzierte Forschungs- und Transfereinrichtungen (Universitäten Fachhochschulen, außeruniversitäre Einrichtungen)
- das Arbeitskräftepotenzial, insbesondere dessen Qualifikation (...)
- die nicht-akademischen Bildungseinrichtungen
- [Zulieferer]
- die Nachfrager (... )
- (...) die Politik staatlicher Akteure (...).“ (vgl. Fritsch et al 2007, S. 18; Fritsch et al. 2009, S. 7 f.).
Die Verbindungen zwischen den Elementen - den innovationsrelevanten Akteuren - ist entscheidend für das Funktionieren des regionalen Innovationssystems. Sie sind durch Wissensströme, Investitions- und Finanzierungsströme, Kompetenzströme sowie durch informelle Konstrukte (zum Beispiel Netzwerke und Kooperationen) geprägt. Je intensiver die Beziehungen sind, desto höher ist die Qualität des regionalen Innovationssystems (vgl. Dunkel 2004, S. 52; Fritsch et al. 1998, S. 245; Ortiz 2013, S. 51). Auf weitere Eigenschaften und Fähigkeiten des Umfelds, die einen Einfluss auf die Innovationsaktivität und somit auf das Patentgeschehen haben, kann aufgrund des begrenzten Umfangs dieser Arbeit und eine anderweitige Fokussierung nicht weiter eingegangen werden.3
Hinsichtlich der Thematik der vorliegenden Arbeit müssen die Funktionen und Eigenschaften der Hochschulen in diesem räumlichen Konstrukt näher dargelegt werden, worauf im nächsten Unterkapitel eingegangen wird.
Die Rolle von Hochschulen im RIS sind vielfältig. Die Aufgaben von Hochschulen umfassen allgemein die Forschung, die Lehre sowie der sukzessiv an Bedeutung gewinnende Wissensund Technologietransfer (vgl. §2 (1,5,6) HRG). Viele Untersuchungen (qualitativ und quantitativ) haben sich mit unterschiedlichen direkten und indirekten Effekten von Hochschulen sowie mit deren Voraussetzungen (interne und externe Einflüsse) im regionalen Kontext beschäftigt (vgl. Fritsch et al. 2007; Fritsch et al. 2008; Fritsch et al. 2009; Fritsch 2012; Hamm et al. 2014; Brenner & Schlump 2013; u.v.m.). Dabei hat sich unter anderem gezeigt, dass Hochschulen - ausgehend von den bereits oben genannten essenziellen Aufgaben - einen hohen Einfluss auf die Innovationsaktivität in der Region haben und innovierende Unternehmen Hochschulen als Wissensquelle nutzen (vgl. Arundel & Geuna 2004, S. 578; Audretsch & Feldman 1996, S. 636 ff.). Nach der Unterteilung von Brenner und Broekel (2009) können Hochschulen beziehungsweise Forscher die Rolle als „innovation generator“ - ,,(...) producing innovations (...)“ - , „innovation attractor“ - „(...) contributing to the innovation ability of firms by providing them with scientific knowledge (...)“ - und „innovation facilitator“ - „(...) making the spatial unit attractive for firms because of the potential for cooperation (...)“- mit unterschiedlicher Intensität wahrnehmen (vgl. Brenner & Broekel 2009, S. 9). In diesem sowie in den weiteren Kapiteln werden diese unterschiedlichen Rollen deutlich.
Hochschulen bilden die technologische Infrastruktur und bieten Zugang zu neuem innovationsrelevanten Wissen (vgl. Malmberg & Maskell 2002, S. 431 f.). Hochschulen nehmen mehrere Funktionen im RIS - und somit auch im Innovationsprozess - wahr und können so einen großen Anteil an der Innovationsaktivität in der Region und somit auch im Patentgeschehen innehaben. Hochschulen generieren allein oder in Kooperation mit Privatunternehmen oder anderen öffentlichen Forschungseinrichtungen neues Wissen. Dazu gehört ebenfalls das Zurverfügungstellen von weiteren innovationsrelevanten Inputs in Form von Dienstleistungen, wie Labor- und Messarbeiten. Weiteres zur Kooperation und deren Gründe befindet sich in Kapitel 2.3 und 2.3.1.
Durch das Speichern des generierten Wissens sowie von externem innovationsrelevanten Wissen, hat die Hochschule die Funktion eines „Wissensreservoirs“. In diesem Kontext haben Hochschulen ebenfalls eine „Antennenfunktion“ in der Region (vgl. Fritsch 2009b, S. 12). Darunter versteht man die Identifizierung von regionsexternem innovationsrelevanten Wissen, welches an Akteure in der Region weitergegeben wird. Hochschulen beeinflussen als großer Arbeitgeber, miteinhergend von Investitionen in die Infrastruktur, das Image einer Region positiv. Außerdem kann so die Rolle der Hochschule als zentraler Akteur in der Region gefestigt werden (Steuerungsfunktion) (vgl. Böttcher 2004, S. 11; Fritsch 2003, S. 11; Fritsch et al. 2007, S. 21; Lassnigg et al. 2012, S. 99). Zu der Wissenstransferfunktion einer Hochschule gehört zum Beispiel die Steuerung vom Humankapital in die Region, was durch die Aus- und Weiterbildung geschieht. Damit wird das regionale Potenzial von qualifizierten Arbeitskräften gestärkt (harter Standortfaktor) (vgl. Böttcher 2004, S. 11; Fritsch 2003, S. 9 f.; Fritsch 2012, S. 187 ff.; Grupp et al. 2002, S. 14 f.; Hamm et al. 2014, S. 7; Lassnigg et al. 2012, S. 99). Auf diese Form des indirekten Wissenstransfers wird in Kapitel 2.3 eingegangen.
Unterschiedliche Hochschulformen weisen bedeutsame Unterschiede in Rolle und Funktion im regionalen Innovationssystem auf. Deshalb wird sich im nächsten Unterkapitel mit dieser Thematik auseinandergesetzt.
Je nach Hochschulform - in der vorliegenden Arbeit wird nur zwischen Universitäten und Fachhochschulen unterschieden -, können diese durch ihre Eigenschaften zu unterschiedlichen Anteilen am Innovationsoutput in der Region beitragen. Anwendungsbezogene Fächer weisen eine häufigere Kooperationstätigkeit mit Unternehmen auf (vgl. Hamm & Jäger 2013, S. 37 f.). Dazu gehören insbesondere die Ingenieur- und Naturwissenschaften.
Verglichen haben Hochschulen eine unterschiedliche Anzahl von Fächergruppen, welche wiederum eine unterschiedliche Anzahl von Studenten aufweisen sowie der relative Anteil der Fächergruppen zueinander (vgl. Fritsch et al. 2007, S. 95). Eine große Hochschule begünstigt die Durchführung interdisziplinärer Forschung. Durch die interdisziplinäre Zusammenarbeit können neues, innovationsrelevantes Wissen oder Technologien entstehen, was ansonsten nicht möglich gewesen wäre (vgl. Böttcher 2004, S. 42).
Ein weiterer Unterschied liegt in der Forschungsstärke, welche durch die Ausrichtung der Hochschulform geprägt ist: Universitäten haben im Vergleich zu Fachhochschulen eine höhere Forschungsaktivität mit interregionalen Beziehungen und sind somit stärker am Innovationsgeschehen in der Region beteiligt. Fachhochschulen weisen einen praxisnahen und zugleich regionalen Bezug auf. Sie sind stark in der Ausbildung aktiv und passen ihr Lehrangebot den Bedürfnissen der regionalen Wirtschaft an (vgl. Frisch et al. 2007, S. 78 f., 101). Lehrende Personen von Fachhochschulen haben eine höhere Lehrtätigkeit als Universitätsprofessoren und verfügen über vergleichsweise wenig Mittel für die Forschung sowie kaum finanzielle Mittel, um qualifiziertes forschendes Personal einzustellen. Somit ist die Grundlagenforschung in Fachhochschulen nur gering ausgeprägt und der Fokus auf die anwendungsorientierte Entwicklung gerichtet (vgl. Böttcher 2004, S. 47). Fachhochschulen versuchen hingegen bei regional ansässigen Unternehmen als Dienstleister aufzutreten, um dies fur den Beginn informeller Beziehungen zu nutzen (vgl. Kap. 2.3, 2.3.1). Somit haben Fachhochschulen einen größeren Beitrag der „Third Mission“ als Universitäten (vgl. Kap. 2.3; Roessler 2015).
Die Forschungsinhalte der Fachbereiche können ebenfalls einen Einfluss auf das Kooperationsverhalten mit Unternehmen haben. Darunter fällt die Praxisnähe und Marktnähe der Forschung und Entwicklung sowie die Ergebnisse der einzelnen Fachbereiche. Folglich weisen unter anderem Ingenieurswissenschaften den höchsten Kooperationsanteil auf (vgl. Fritsch et al. 2007, S. 104 f.). Bei der Betrachtung der individuellen Ebene weisen Hochschulprofessoren eine höhere Kooperationshäufigkeit auf, wenn diese vor ihrer akademischen Laufbahn in der freien Wirtschaft tätig waren. Aus dieser Zeit können die Kontakte aus der beruflichen Zeit fur Kooperationen genutzt werden. Die Erfahrungen, die in der freien Wirtschaft gesammelt wurden, können zu Erkenntnissen von Sichtweisen der Unternehmen beigetragen haben, auf die mit diesem Wissen einfacher eingegangen werden kann (vgl. Fritsch et al. 2007, S. 105). Auf weitere Eigenschaften und Fähigkeiten von Unternehmen, die einen Einfluss auf die Innovationsaktivität und somit auf das Patentgeschehen in der Region haben, kann Aufgrund des begrenzten Umfangs dieser Arbeit nicht weiter eingegangen werden.4
Es gibt unterschiedliche Formen des Wissenstransfers und Transferkanäle, welche sich in Intensität und Qualität unterscheiden. Viele Faktoren sind für einen erfolgreichen Wissenstransfer zu berücksichtigen. Die Akteure aus der Privatwirtschaft und den Hochschulen stellen die wichtigsten Rollen dar. Dies soll in Kapitel 2.3 verdeutlicht werden.
Die verschiedenen Wege des Transfers haben unterschiedliche Bedeutungen für die Innovationsaktivität und den Innovationsoutput in der Region. Dabei können interregionale Unterschiede von regionalen Innovationssystemen bedingt durch die Forschungsqualität in den Hochschulen sein sowie vom Grad der Intensität und Qualität des Wissens- und Technologietransfers zwischen der Privatwirtschaft und den Hochschulen (vgl. Böttcher 2004, S. 36). Zusammenfassend gilt die Zusammenarbeit, beziehungsweise auch generell der Wissens- und Technologietransfer zwischen Hochschulen und der Privatwirtschaft, als die „Third Mission“ von Hochschulen, die so einen Einfluss auf die regionale Wirtschaft haben (vgl. Roessler et al. 2015, S. 4).
Fritsch unterteilt und fasst den Wissens- und Technologietransfer in direkten und indirekten Wissenstransfer zusammen (vgl. Fritsch et al. 2007, Fritsch et al. 2008). Dieser erfolgt über verschiedene Wege zwischen beispielsweise Unternehmen, anderen Hochschulen und außeruniversitären Bildungseinrichtungen. Laut Ergebnissen durch Befragungen von Fritsch (et al. 2007) gehören zu den wichtigsten Wegen des direkten Wissenstransfers Kooperationen zu anderen Hochschulen und außeruniversitären Forschungseinrichtungen; besonders jedoch zur Privatwirtschaft: Hochschulen und außeruniversitäre Forschungseinrichtungen haben nicht das Motiv, neues Wissen beziehungsweise Technologien patentieren zu lassen, um es kommerziell zu nutzen (vgl. Fritsch et al. 2007, S. 130, 201 f.). Der Erkenntnisgewinn und die praktische Umsetzung akademischen Wissens steht bei solch einer Kooperation an erster Stelle (vgl. Kosmützky & Kretek 2012, S. 44). Bei aufwändigen Projekten, die über die eigenen Kapazitäten hinausgehen, werden Kooperationspartner ausgewählt, die materiell und technisch infrastrukturell gut aufgestellt sind. Auch wenn diese Kooperationen häufiger als Kooperationen mit Privatunternehmen präsent sind, ist der Wissenstransfer zwischen Hochschulen zu anderen Hochschulen und außeruniversitären Forschungseinrichtungen nicht ausschlaggebend für den nachweislichen Innovationsoutput in Form von Patenten. Da Unternehmen nachweislich den größten Teil an der Innovationsaktivität in der Region besitzen - durch Kooperationen -, wird sich mit Kooperationen zwischen Hochschulen und Privatunternehmen im nächsten Unterkapitel detaillierter auseinandergesetzt (vgl. Backhaus & Seidel 1998, S. 269; Blättel-Mink & Ebner 2008; Czarnitzki & Fier 2003; Fritsch & Schwirten 1998, S. 259).
Ein weiterer Weg des direkten Wissenstransfers sind Ausgründungen aus Hochschulen (Spin- off-Gründungen). Diese nutzen Patente - als Lizenz - der Hochschule oder noch nicht patentiertes Wissen (meist tacit knowledge), um in der räumlichen Umgebung der Hochschule als innovierendes Unternehmen tätig zu sein und das Wissen in der Region zu binden (vgl. Hamm et al. 2014, S. 8; Piller & Hilgers 2013, S. 23 f.). Es sind meist Unternehmen in forschungs- und wissensintensiven Branchen, wie die Hightech-Industrie, technologieorientierte Dienstleistung und wissensintensive Dienstleistung (vgl. Egeln et al. 2002, S. 5 f.). Auf diesem Weg werden Arbeitsplätze geschaffen, die sich für Absolventen der Hochschule eignen und die absorptive Kapazität in der Region stärken können (vgl. Fritsch et al. 2007, S. 161). Die institutionelle Unterstützung erfolgt in den meisten Fällen über die hochschuleigene Technologietransferstelle, auf die im nächsten Kapitel kurz eingegangen wird. Spin-off-Untemehmen können durch ihre Tätigkeit weitere Impulse für den Wissens- und Technologietransfer in der Region geben, wie zum Beispiel durch Adaption oder kollektive Lernprozesse zwischen Akteuren (vgl. Böttcher 2004, S. 37; Heger et al. 2011, S. 30 f.; Malmberg & Maskell 2002, S. 433 ff.; Roski 2011, S. 113 f.; Wissenschaftsrat 2007, S. 44). Sie können langfristig die absorptive Kapazität in einer Region erhöhen. Durch ihre Verbindung zur Hochschule, können Spin-offs eine Vermittlungsfunktion haben: Wenn inno vierende Unternehmen in der räumlichen Umgebung des Spin-off-Unternehmens ansässig sind und Interesse an der Technik, dem Produkt oder auch an einem Prozess haben, können sich Kontakte zwischen den Unternehmen und der Hochschule ergeben und so zur direkten Kommunikation und anschließenden Kooperationen zwischen Hochschulen und Unternehmen führen (vgl. Fritsch et al. 2007, S. 141, 206). Derzeit gibt es keine Datenbank über Spin-off-Gründungen, welche ihren Standort, ihre technologische Spezialisierung sowie die zugehörige Verbindung zur Hochschule aufweist (vgl. Fritsch et al. 2007, S. 201). Es kann jedoch festgehalten werden, dass der Bereich der Ingenieurswissenschaften - worunter die Elektrotechnik zu verorten ist - durch Unternehmensgründungen von Professoren am häufigsten vertreten ist (vgl. Hamm et al. 2014, S. 115 ff.), was durch die Praxisnähe und die dynamische Entwicklung in dem Bereich erklärt werden könnte. Aus Fachhochschulen gibt es mehr Ausgründungen als aus Universitäten. Dies kann im Vergleich zu Universitäten durch deren kommerziellere Ausrichtung bedingt sein (vgl. Fritsch et al. 2007, S. 162).
Der indirekte Wissenstransfer erfolgt hauptsächlich durch den Arbeitsmarkt sowie Publikationen und Vorträge. Durch Kooperationen kann Hochschulabsolventen ein Zugang - Praktika, Abschlussarbeiten, Arbeitgeber - zu Unternehmen und außeruniversitären Forschungseinrichtungen ermöglicht werden, wobei die Ausrichtung des Studienfachs an die Tätigkeitsfelder der innovierenden Unternehmen oder auch außeruniversitären Forschungseinrichtungen im regionalen Umfeld von Vorteil ist (vgl. Frank et al. 2007, S. 6, 24, 27). Dies kann einen positiven Beitrag zur Effizienz der Wissens- und Technologiegenerierung sowie dessen Implementierung haben (vgl. Böttcher 2004, S. 36; Fritsch et al. 2007, S. 90 f.). Absolventen bringen neues, implizites Wissen in das Unternehmen und verbreiten dieses unter den Mitarbeitern und dem Arbeitgeber. Es steigert insgesamt die absorptive Kapazität des Unternehmens (vgl. Cohen & Levinthal 1990, S. 131 ff.). Somit sind für ein innovierendes Unternehmen hochqualifizierte Arbeitnehmer unverzichtbar, um ein hohes Maß an Innovationsfähigkeit für Forschung und Entwicklung zu stellen (vgl. Binz & Czarnitzki 2009, S. 16, 28). Je größer die Anzahl von Absolventen in Hochschulen, desto mehr profitiert das regionale Innovationssystem davon; falls der regionale Arbeitsmarkt genügend Stellen für hochqualifizierte Absolventen aufweist (vgl. Fritsch et al. 2007, S. 205).
Publikationen, Vorträge, Tagungen und Konferenzen stellen einen weiteren wichtigen indirekten Weg des Wissenstransfers dar. Publikationen, die überwiegend durch Kooperationen mit anderen Hochschulen und außeruniversitären Forschungseinrichtungen entstehen, können den Weg für eine direkte Interaktion zwischen Hochschulen und Unternehmen (Anbahnung, siehe Kapitel 2.3.1) ebnen und so ebenfalls zu einer höheren Innovationsaktivität mit einer kommerziellen Zielsetzung des Unternehmens in der Region beitragen (vgl. Fritsch et al. 2008, S. 20; Ortiz 2013, S. 253). Publikationen beinhalten kodifiziertes Wissen und können von innovierenden Unternehmen ohne einen großen Aufwand und direkte Kommunikation mit dem Wissenschaftler - wie es bei implizitem Wissen der Fall ist - analysiert werden, um daraus einen Nutzen für ihr Unternehmen abzuwägen (vgl. Meng 2012, S. 53 ff.). Veröffentlichungen in Fachzeitschriften gelten als ein wichtiger indirekter Transferweg von Publikationen, was bereits durch die Analyse von Zitationen wissenschaftlicher Publikationen aus Hochschulen und außeruniversitären Forschungseinrichtungen in Patentschriften von Unternehmen festgestellt wurde (vgl. Czarnitzki et al. 2000, S. 17; Hicks 2000; Jaffe & Lerner 2001; Mansfield 1998). Nach außen signalisieren sie Fachkompetenz und steigern die Reputation des Wissenschaftlers (vgl. Fritsch et al. 2007, S. 120, 122 f., 133 f.). Durch Publikationen und Vorträgen werden der „scientific community“ Forschungsergebnisse offengelegt und in Folge dessen können produktive Diskussionen erfolgen, die weitere Erkenntnisgewinne produzieren (vgl. Kesting 2012, S. 45, 130).
Aus welchen Gründen Kooperationen als die wichtigste Form des direkten Wissenstransfers angesehen werden, ist Gegenstand des nächsten Unterkapitels.
Die Kooperation ist unter den verschiedenen direkten Wegen des Wissenstransfers die wichtigste Form, die eine hohe Innovationsaktivität und kommerziellen Innovationsoutput - in Hinsicht auf Patente - in der Region ausmacht. Die große Bedeutung von Kooperationen zwischen Hochschulen und Unternehmen für den Innovationsprozess ist mehrfach belegt (vgl. Backhaus & Seidel 1998, S. 269; Blättel-Mink & Ebner 2008; Czarnitzki & Fier 2003; Fritsch & Schwirten 1998, S. 259). Die Gründe dafür werden in diesem Kapitel beschrieben.
Durch die vergangenen Kapitel wurde deutlich, dass es für die Innovationsfähigkeit von Unternehmen besonders wichtig ist, Wissen von externen Quellen zu akquirieren sowie zu absorbieren, da dies zu einer höheren Innovationsaktivität, einem höheren Innovationserfolg und einer höheren Kommerzialisierung des Wissens beziehungsweise der Technologie beiträgt, was bereits unter anderem Fritsch (et al. 2007) festgestellt hat (vgl. Böttcher 2004, S. 24; Frank et al. 2007, S. 39; Strambach 2011, S. 31). Unternehmen müssen, um die eigene Wettbewerbsfähigkeit zu halten und zu stärken, für Innovationen externes Wissen nutzen, was durch Kooperationen mit Wissensträgern gelingen kann (vgl. Bierwisch 2013, S. I).
Für Unternehmen lohnt es sich nur bedingt intern zu forschen. Da sich viele Unternehmen nur noch auf ihre Kernkompetenzen konzentrieren, sind die Kosten für die Spezialisierung in der Forschung sehr hoch und nur wenig wirtschaftlich. Durch die Verkürzung von Produktlebenszyklen, sind Forschungs- und Entwicklungsprozesse einer höheren Dynamik unterlegen und der Bedarf einer höheren F&E-Aktivität und der daraus resultierende finanzielle Mehraufwand sind die Folge. Die Innovationsfähigkeit der Wirtschaft in wissenschaftsbasierten Bereichen (forschungsintensive Industrie und wissensintensive Dienstleistungen) ist richtungsweisend auf von Hochschulen generiertem Wissen gefußt (vgl. Audretsch et al. 2012a, S. 9; Ortiz 2013, S. 113; Wissenschaftsrat 2007, S. 18 f., 21). Durch die Kooperation können somit Kosten im F&E Bereich gesenkt werden und zugleich - wenn die Projekte erfolgreich sind - durch neue Produkte oder Prozesse Wettbewerbsvorteile erlangt werden, welche wiederum zu höheren Umsätzen verhelfen können (vgl. Fritsch 1997, S. 20; Ortiz 2013, S. 114 ff.). Forscher von Hochschulen sind der wichtigste Initiator für Anbahnung von Kooperationen zwischen Hochschulen und Unternehmen (vgl. Back & Fürst 2011, S. 40). Die Anbahnung findet innerhalb persönlicher Netzwerke statt, welche mit der Dauer der Forschungstätigkeit eines Wissenschaftlers wächst. Beziehungen zur Privatwirtschaft kommen hauptsächlich innerhalb von Tagungen und Konferenzen Zustande. Der persönliche Kontakt (Face-to-Face) ist die Basis für ein wachsendes Vertrauen zwischen den Akteuren (informelle Kontakte) und die Basis für die Übertragung von implizitem Wissen. Informelle Kontakte implizieren einen ungezwungenen, nicht vertraglich festgelegten Informationsaustausch, was als eine Form des direkten Wissenstransfers verstanden werden kann (vgl. Kosmützky & Kretek 2012, S. 50; Piller & Hilgers 2013, S. 25). Dafür kann die räumliche Nähe zwischen den Akteuren von Vorteil sein sowie deren Reputation. Die Nähe von Hochschulen zu Unternehmen kann dadurch die Innovationskraft in der Region stärken.
