Introduction
1. German armed forces and peak oil
2. German economy and peak oil
3. German politics of oil
4. Analysis of interviews
Conclusion
This dissertation investigates the security implications of peak oil for Germany, specifically examining how the country is preparing for the potential scarcity of oil resources in relation to the Bundeswehr, the national economy, and German political strategies.
Impacts on the Bundeswehr I
There are several impacts of a scarcity of oil resources on the Bundeswehr. First, the mobility of the German armed forces is reliant on a vast amount of fuel. Equipment for soldiers is made with byproducts of oil, like uniforms, boots, body armour, or weapons. Information technology and computer contain oil based components, like materials of different scarce raw resources. Therefore, the Bundeswehr is dependent on civil companies, like oil businesses and the civilian defence industry, who supply and equip it. It could be asked what will happen, if supply of fuel or spare parts will decline significantly or will become more expensive.
Second, the strategic direction of the armed forces could be questioned. Germany characterises their standing in the world “as a strong nation in the centre of Europe and by our international responsibility for peace and freedom.” These interests including today besides securing of the territorial integrity also include conflict prevention and humanitarian missions worldwide under the umbrella of the United Nations, and operations in the framework of the NATO and OSCE alliances.
Introduction: This chapter provides an overview of the global oil dependency and defines the core research questions regarding Germany's security in the face of peak oil.
1. German armed forces and peak oil: This chapter analyzes how the Bundeswehr addresses resource scarcity and evaluates existing military strategy papers and future operational challenges.
2. German economy and peak oil: This section explores the economic dependence of German industries on oil and the lobbying efforts of major economic associations.
3. German politics of oil: This chapter examines the German government's foreign policy parameters and the apparent lack of strategic focus on peak oil within official political discourse.
4. Analysis of interviews: This chapter presents findings from expert interviews with representatives from the Ministry of Defence and the defence industry regarding their stance on resource risks.
Conclusion: This final chapter synthesizes the findings and provides policy recommendations for a more sustainable, post-fossil security strategy.

The research examines the security implications of peak oil for Germany, focusing on how the nation—highly dependent on imported oil—prepares for potential supply shortages across military, economic, and political domains.
Key themes include the operational readiness of the Bundeswehr, the vulnerabilities of German export-oriented industries, the current limitations of German foreign policy regarding energy security, and the lack of awareness about peak oil in public discourse.
The study asks: How is the German government preparing for peak oil with respect to implications for the Bundeswehr, the economy, and their political strategy in respect of oil?
The dissertation adopts a realism approach, utilizing a combination of literature review, analysis of government strategy papers, and qualitative semi-structured interviews with experts from the Department of Defence and a leading defence company.
The main body details the current oil dependency of the German military and industry, discusses the strategic frameworks and guidelines of the German state, and provides a firsthand look at expert opinions on these risks.
The study is best characterized by terms such as peak oil, German energy security, Bundeswehr operational readiness, and the nexus of economic and foreign policy.
As a highly mechanized force, the Bundeswehr depends on a constant supply of fuel and spare parts; however, current official strategies show a lack of concrete planning for a post-fossil era, potentially jeopardizing future operational capabilities.
The study indicates that while the defence industry is aware of the risks, it remains caught between current market demands for high-quality, oil-reliant conventional technologies and the long-term uncertainty of a post-oil future.
