The primary aim of this research is to assess the impact of monitoring and evaluation on project performance at World Vision Rwanda, identifying how specific practices such as quality compliance, activity cost management, and activity duration management influence project outcomes.
2.3.1 Monitoring
Project management has the task of establishing sufficient control over a project to ensure that it stays on track to achieve its objectives.
As defined by USAID (2012), Monitoring is an ongoing process that indicates whether desired results are occurring or not. It aims to measure progress toward planned results, usually through preselected indicators. Monitoring reports on actual performance against what was planned by collecting, analyzing and reporting data of all projects, programs and policies to support effective management
Magnen (1991:118) defined Monitoring as a system of continuous information for the use of a project manager. In view of monitoring, implementation is seen as a continuous learning process where experience gathered is analyzed and feed back into planning and updated implementation approaches. Monitoring can be defined as a continuing function that aims primarily to provide the management and main stakeholders of an ongoing intervention with early indications of progress, or lack thereof, in the achievement of results (UNDP, 2009, 16).
CHAPTER ONE: This chapter introduces the study, covering the background of the problem, research objectives, hypotheses, and the conceptual framework for evaluating monitoring and evaluation at World Vision Rwanda.
CHAPTER TWO: This chapter provides an extensive literature review on the definitions and theoretical foundations of monitoring, evaluation, project time management, cost minimization, and project quality management.
CHAPTER THREE: This chapter details the research methodology, explaining the case study design, population size, sampling techniques, and data collection tools used to analyze project performance.
CHAPTER FOUR: This chapter presents the data collected, covering respondent profiles, statistical analysis of findings, correlation results, and regression models assessing the variables of project performance.
CHAPTER FIVE: This chapter summarizes the major findings, presents the final conclusions, and provides recommendations for World Vision Rwanda to enhance its monitoring and evaluation practices.
